COMMISSIONERS PRESENT: Ruth Byrne (arrived at 7:12pm) Alex Ortega Dan Leimeter Jim Grose Becky Shady Judy Atkins, Vice Chairperson Charles "Bud" Zomok, Chairperson CITY STAFF: Ron Short, FAICP, Deputy Director for Long Range Planning Karen Flores, AICP, Planner, Staff Liaison Diana Figueroa, Recording Secretary Chairperson Zomok called the regular meeting to order at approximately 7:00 p.m. Chairperson Zomok called for Approval of the January 22, 2009, Minutes. Vice Chairperson Atkins MADE a MOTION to APPROVE the minutes of the January 22, 2009, meeting. Commissioner Shady SECONDED the MOTION. The motion passed unanimously. Chairperson Zomok called for Business from the Floor. There was none. Chairperson Zomok called for Withdrawals or Continuances. There were none. Chairperson Zomok called for Other Business. REHABILITATION PROJECTS AND HISTORIC PRESERVATION: Ms. Charyn Palmisano, Community Revitalization Supervisor for the City of Glendale, will give a presentation to the Commission to provide an overview of the city's revitalization program and its relationship to historic preservation in the community. February 26, 2009 Historic Preservation Commission Minutes Page 2 Ms. Charyn Palmisano, Community Revitalization Supervisor, made a PowerPoint presentation outlining the programs and services of the Community Revitalization Division. She explained the Rehabilitation Programs offered through the city and displayed photos of completed projects. Ms. Palmisano explained how the Roof Repair /Replacement & Exterior Improvement Program benefited the residents of Glendale. In addition, she outlined the details of the city's Emergency Repair & Home Accessibility Modification Program. Next, Ms. Palmisano reviewed the Neighborhood Improvement Program. Last, she described the Historic Clearance Process & Environmental Review which is conducted by Community Revitalization. She thanked the Commission for their time and asked for questions. In response to a question, Ms. Palmisano said the method of advertising is, for the most part, word-of-mouth. She said citizens contact the city offices. She stated they do advertise in the City's utility statement, which is sent to each household. Chairperson Zomok inquired as to how contractors were located. Ms. Palmisano explained the City's Request For Proposal process, or RFP. She said the City describes the project and the scope of service required. Any contractors interested are encouraged to submit their bid to the City for award. HERITAGE GRANT PROJECTS UPDATE: The Historic Preservation Commission will hear an update by the staff liaison on the Catlin Court, Floralcroft, and National Register projects. Mr. Ron Short, FAICP, Deputy Director for Long Range Planning, updated the Commission regarding the Heritage Grant projects. He explained these funds have been halted as of February 1, 2009, due to the economic downturn. Mr. Short stated he is drafting summary reports to the State for Catlin, Phase 2, and Floralcroft projects. He added 16 homes have been rehabilitated under this program. He stated funding will be available for the adobe house restoration on the Morcomb property, but not for the historic gas station. CERTIFIED LOCAL GOVERNMENT GRANT PROJECT: The Historic Preservation Commission will hear an update by the staff liaison on the Certified Local Government Grant Project. Mr. Ron Short, FAICP, Deputy Director for Long Range Planning, updated the Commission regarding the Certified Local Government Grant Project. He said funding under this program provided for the Ranch House Survey, completed by Robert Graham, AIA. Chairperson Zomok called for the Staff Report. Ms. Flores stated that Mr. Robert Graham would be attending the March meeting. Ms. Flores provided the Commission with copies of the Historic Preservation Overlay District ordinance in response to their request at the February meeting to review the document. She asked the Commission to provide comments at the March meeting. February 26, 2009 Historic Preservation Commission Minutes Page 3 Ms. Flores updated the Commission regarding the Ruth Byrne Award. She said to date, there has been one nomination form submitted for the Ruth Byrne Historic Preservation Award, and this is for an archivist at the Thunderbird Global School of Management. Two Commission members stated they are anticipating submitting nominations. Mr. Short stated The Chocolate Affair was a huge success, with 347 visitors. He distributed the recently printed brochure showing the bronze plaques and walking tour was highly successful. Commissioner Atkins stated she thought the pamphlet was wonderful. Mr. Short explained that funding was not obtained this year for the annual bus tour; however, he is seeking alternative means to fund this highly important event that has taken place annually over the past six years. Chairperson Zomok called for Commission Comments and Suggestions. Commissioner Leimeter distributed to the Commission an article related to lack of historic preservation.
