I. Call to Order
Chair Hart called the meeting to order at 6:34 p.m.
II. Business from the Floor/Public Comment
None.
III. Fiscal Year (FY) 2009-2010 Community Development Block Grant (CDBG)
Funding Requests
Chair Hart announced that the Committee would discuss and vote on recommendations
for the CDBG funding requests for Public Services. There is $186,085 in available grant
funds. Chair Hart stated that discussion would be held first on each request and then
motions would be heard.
Homeless
1-1 Homeward Bound — Requested $15,000
Committee member Flippen suggested tabling this item until this agency's ESG grant
was discussed.
All agreed by consensus to table discussion on this request.
1-2 Society of St.Vincent de Paul — OLPH — Requested $45,000
Chair Hart asked if this agency had the capacity to verify U.S. citizenship and income
levels. Mr. Lopez stated that staff does provide technical assistance in this area to all
agencies. Mr. Lopez added that state and federal law requires verification of these facts
prior to receiving CDBG funding. Staff ensures that all agencies comply with this law.
Motion made by Committee member Jernigan to fund Society of St. Vincent
DePaul — OLPH for $15,000. Committee member Page made the second. The
motion passed 8 — 0.
1-3 City of Glendale Community Assistance Program (CAP) — Requested $100,000
Committee member Jernigan expressed concern over the fact that the agency
distributed its whole current fiscal year available funds within the first three months. Mr.
Strunk explained that this was due to the greater number of requests due to the
foreclosure crisis. Mr. Lopez added that this type of program assists people who need
money immediately in order to save their homes. Mr. Lopez added that each
qualifying client receives one month assistance and they must prove that they can pay
the following months due.
Motion made by Committee member Ontiveros to fund City of Glendale CAP for
$100,000. There was no second. Motion died.
Motion made by Committee member Flippen to fund City of Glendale CAP for
$30,000. Committee member Page made the second. The motion passed 8 — 0.
Domestic Violence
1-4 Community Information & Referral (CONTACS Shelter Hotline) — Requested
$10,000
Chair Hart expressed concern about the agency's capacity to verify income levels,
however, was appeased by the comment that staff does ensure that all federal and
state laws are followed.
Motion made by Committee member Jernigan to fund CONTACS Shelter Hotline
for $10,000. Committee member Page made the second. The motion passed 8 —
0.
1-5. West Valley Child Crisis Center— Requested $40,000
Motion made by Committee member Jernigan to fund West Valley Child Crisis
Center for $20,000. Committee member Ontiveros made the second. The motion
passed 8 — 0.
1-6. A New Leaf- Faith House Emergency Shelter— Requested $25,000
Committee member Jernigan noted that this request is for the salary of a case manager
to be on site at the Glendale location.
Motion made by Committee member Jernigan to fund the Faith House Emergency
Shelter for $20,000. Committee member Ontiveros made the second. The motion
passed 8 — 0.
Youth
1-7 Back to School Clothing Drive Association — Requested $19,108
Committee member Jernigan stated that this was a great idea, but expressed concern
over the financials. Committee member Page agreed. Chair Hart also held concerns
over the internal controls and auditing.
Motion made by Committee member Page to not fund the Back to School
Clothing Drive Association. Committee member Jernigan made the second. The
motion passed 7 - 1.
1-8 Central AZ Shelter Services (CASS) — Vista Colina (Child Care Services) —
Requested $15,000
Chair Hart mentioned that the issue of late, but accurate reporting, from this agency had
been resolved. Ms. Francis-Spellman agreed and added that since staff has offered
technical assistance for reporting and made site visits, improvement in the reporting
process has been made.
Motion made by Committee member Ontiveros to table discussion on CASS Vista
Colina program. Committee member Johnston made the second. The motion
passed 8 — 0.
1-9 Junior Achievement of Arizona (JA Biz Town) — Requested $25,000
Chair Hart mentioned that the agency did provide the list of Glendale schools served by
this program as requested at the last meeting.
Committee member Flippen commented that this program only serves 5th and 6th grade
students, which is a very narrow market. Committee member Flippen felt that during
these difficult economic times, there were more immediate and pressing needs for
families. Committee member Eggleston agreed.
Motion made by Committee member Page to not fund the Junior Achievement Biz
Town program. Committee member Ontiveros made the second. The motion
passed 8 - 0.
1-10 Way of Life Foundation (P.L.A.Y.) - Requested $30,000
Committee member Page noted that, because of the challenging economy and that this
was a program which did not address basic, immediate family needs, it would be difficult
to fund the request. Committee member Jernigan agreed.
Motion made by Committee member Page to not fund the Way of Life Foundation
P.L.A,Y. program. Committee member Hernandez made the second. The motion
passed 8 - 0.
1-11 Valley of the Sun YMCA (First Offender Program) — Requested $11,473
Motion made by Committee member Eggleston to fund the Valley of the Sun
YMCA First Offender program for $9,610. Committee member Jernigan made the
second. The motion passed 7 - 1.
1-12 Glendale Family Development Center — Originally requested $80,880 revised to
$63,800
Motion made by Committee member Ontiveros to not fund the Glendale Family
Development Center. Committee member Johnston made the second. The
motion passed 8 - 0.
Disabled
1-13 Catholic Community Services of Southern Arizona DBA Valley Center for the Deaf
- Services for the Deaf/Blind — Requested $20,000
Committee member Flippen commented that Glendale has the highest request for
services from this agency.
Motion made by Committee member Jernigan to fund the Valley Center for the
Deaf for $15,380. Committee member Flippen made the second. The motion
passed 8 — 0.
1-14 Foundation for Blind Children - Infant Program — Parent Education — Requested
$20,000
Committee member Flippen praised the program, but felt that since 92% of clients
served are from Phoenix, the Committee should table discussion on this request.
Motion made by Committee member Ontiveros to table discussion on the
Foundation for Blind Children - Infant Program — Parent Education. Committee
member Page made the second. The motion passed 8 — 0.
1-15 Foundation for Senior Living — Restorative Therapy Program — Requested
$26,264
Motion made by Committee member Jernigan to fund the Foundation for Senior
Living Restorative Therapy Program for $10,000. Committee member Ontiveros
made the second. The motion passed 8 — 0.
1-16 Citivan Foundation — Our Night Out Program — Requested $12,000
Committee member Ontiveros commented that although this was a good program, due
to the economy, funds should be allocated to programs addressing basic and immediate
needs.
Motion made by Committee member Ontiveros to not fund the Citivan Foundation
Our Night Out Program. Committee member Jernigan made the second. The
motion passed 7 — 1.
1-17 Advocates for the Disabled - Fiduciary Support Program — Requested $10,000
Committee member Jernigan expressed concern over internal accounting issues.
Committee member Flippen agreed.
Motion made by Committee member Flippen to not fund the Advocates for the
Disabled Fiduciary Support Program. Committee member Page made the second.
The motion passed 8 — 0.
1-18 ACORN Institute -Acorn Centers — Community Services — Requested $15,000
Motion made by Committee member Ontiveros to not fund the Acorn Centers
Community Services program. Committee member Johnston made the second.
The motion passed 8 - 0.
General Assistance
1-19 Community Information and Referral (24-Hour Help Line) — Requested $10,000
Motion made by Committee member Page to not fund the Community Information
and Referral — 24-Hour Help Line. Committee member Ontiveros made the
second. The motion passed 8 - 0.
1-20 Community Legal Services - Removing Barriers to Justice for Low-Income
Glendale Residents — Requested $30,000
Motion made by Committee member Jernigan to fund the Community Legal
Services Removing Barriers to Justice for Low-Income Glendale Residents
program for $15,000. Committee member Ontiveros made the second. The
motion passed 7 — 1.
1-21 St. Mary's Food Bank Alliance — Emergency Food Box Program — Requested
$30,000
Chair Hart noted that the reporting from this agency was an area of concern. Mr. Lopez
commented that staff does keep on top of this issue and has not found it to be a
significant problem.
Motion made by Committee member Jernigan to fund the St. Mary's Food Bank
Alliance Emergency Food Box Program for $30,000. Committee member Page
made the second. The motion passed 8 —0.
The Committee revisited tabled items.
1-1 Homeward Bound — Requested $15,000
Motion made by Committee member Ontiveros to not fund Homeward Bound and
to consider funding under the Emergency Shelter Grants Program. Committee
member Johnston made the second. The motion passed 8 - 0.
1-8 Central AZ Shelter Services (CASS) — Vista Colina (Child Care Services) —
Requested $15,000
Motion made by Committee member Ontiveros to not fund the CASS Vista Colina
program. Committee member Jernigan made the second. The motion passed 7 —

1-14 Foundation for Blind Children - Infant Program — Parent Education — Requested
$20,000
Committee member Flippen commented that although this is a good program,
approximately only 8.9% of its clients served are from Glendale.
Committee member Eggleston stated that although this is a low-incidence population,
the effects on a family can be devastating and this agency provides rare, in-home visits.
Committee member Jernigan agreed.
Committee member Ontiveros stressed that in this economy and with the limited
budget, funding should be allocated for food, shelter and basic needs.
Motion made by Committee member Ontiveros to not fund the Foundation for
Blind Children (Infant Program — Parent Education,) Committee member Flippen
made the second. The motion passed 6 - 2.
Unallocated Funds
The Committee had to allocate $6,514 in funds still available.
1-3 City of Glendale Community Assistance Program (CAP) — Requested $100,000
Motion made by Committee member Jernigan to allocate an additional $6,514 to
the City of Glendale Community Assistance Program. Committee member
Ontiveros made the second. The motion carried 8 — 0.
The Committee Members all agreed that the process was difficult in various respects.
All agreed that due to the challenging economy and tight budget; food and shelter were
of utmost priority when voting on funding recommendations.
Regarding agencies that did not receive funding, Committee member Page asked that
Staff send letters to thank all of the agencies for applying for funds and that due to the
difficult economy and tight budget, the Committee was unable to fund all of the
requests. Staff agreed to do so.
Committee member Jernigan praised all of the non-profits for the wonderful work done
and stressed that many are struggling at this time.
IV. Director/Staff Report
Staff thanked the Committee for their time and for making tough budget
recommendations.
Mr. Strunk also thanked Committee members Ontiveros and Hernandez for serving on
the Board of the City of Glendale Community Assistance Program (CAP).
Mr. Lopez announced that the next meetings would be Wednesday, January 14, 2009 in
Council Chambers and Thursday, January 15, 2009 in B-3.
V. Adjournment
The meeting was adjourned at 8:05 p.m. by consensus.
