I. CALL TO ORDER
II. APPROVAL OF THE MINUTES
Action: Review and approval of the April 2, 2009 meeting minutes.
III. CALL TO THE AUDIENCE
An opportunity will be provided at this time for the public to address the Citizens
Transportation Oversight Commission (CTOC). Citizens are requested not to exceed a
three-minute time period for their comments.
Action: For information.
IV. APPROVAL OF THE AGENDA
Approval of agenda topics to be heard and the order of agenda items.
Action: For action to approve the agenda of May 7, 2009.
V. PUBLIC INPUT —COMMISSIONERS AND STAFF (10 min.)
As part of public outreach for the GO Program, Commissioners and staff will share
public comments obtained from a variety of sources including the Bicycle Committee,
GO Program public meetings, and informal discussions with citizens.
Action: For information and discussion.

VI. MANAGER'S REPORT (15 min.)
The Transportation Program Administrator will review recent activities related to
implementation of the GO Transportation Program.
Action: For information and discussion.
VII. AIRPORT PLAN (10 min.)
Jennifer Love, PB Project Manager, will provide a summary of the draft Airport Plan.
Action: For information, discussion and input.
VIII. BICYCLE PROJECTS ON ARTERIAL STREETS (30 min.)
Jennifer Love, PB Project Manager, will report on a proposal for bicycle facilities along
arterial streets in Glendale.
Action: For information, discussion and input.
IX. TRANSPORTATION PLAN UPDATE - FINAL PHASE PUBLIC OUTREACH
AND PLAN SUMMARY (30 min.)
Terry Johnson, Deputy Transportation Director, will provide information on the final
phase of public outreach for the Transportation Plan Update and a summary of
Transportation Plan elements.
Action: For information, discussion and input.
X. FUTURE AGENDA ITEMS
This opportunity is provided for Commissioners to suggest future agenda items or
provide announcements of general information.
XI. NEXT MEETING TIME
Meeting times are being targeted for 7:00 P.M. on the first Thursday of the month. The
next meeting is scheduled for June 4, 2009.

The regular meeting of the Citizens Transportation Oversight Commission (CTOC)was
called to order by the Chair, Rose Jacobson. The following Commission members, staff
representatives, and guests were present:

I. CALL TO ORDER
Chair Jacobson called the meeting to order at 7:00 PM.
II. APPROVAL OF THE MINUTES
Chair Jacobson called for approval of the minutes.
ACTION BY CTOC: Approval of the minutes of April 2, 2009 meeting of the
Citizens Transportation Oversight Commission.

III. CALL TO THE AUDIENCE
There were no comments from the floor.
IV. APPROVAL OF THE AGENDA
Chair Jacobson called for approval of the agenda.
ACTION BY CTOC: Approval of the May 7, 2009 Agenda of the Citizens
Transportation Oversight Commission.
(Motion: Commissioner Martino; Second: Commissioner Turner; unanimously passed)
V, PUBLIC INPUT—COMMISSIONERS AND STAFF
Commissioner Turner reported on the April 6, 2009 Bicycle Advisory Committee
meeting. Commissioner Turner mentioned that the Bicycle Advisory Committee
members were presented with information about the attendance at the Glendale Family
Bike Ride. Commissioner Turner said that the members were informed that there were
no problems and that there were about 700 individuals who rode their bikes at the event,
which was about the same number as the previous year. Commissioner Turner also said
that the group was presented with information on bike lanes on arterials that is to be
presented to CTOC at this meeting.
Terry Johnson mentioned that the GO open house was held on April 29, 2009.
VI. MANAGER'S REPORT
Terry Johnson, Deputy Transportation Director, had no information to present at the
meeting.
VII. AIRPORT PLAN
Jennifer Love of PB Americas presented a slide show and overview of the Aviation
section of Glendale Transportation Plan. Ms. Love talked about the Glendale Municipal
Airport Master Plan and the role of the Airport in Glendale. Ms. Love also presented
information about historic and projected activity levels at the Airport. Ms. Love also
identified the access point to the Airport and potential need for additional access as
Airport based development occurs around the Airport.
Commissioner Jacobson wanted to know who owns the Airport.
Mr. Mehta said that the airport was owned by the City of Glendale and space is leased out
to various businesses. Mr. Mehta added that hangers are owned by businesses who lease
the land from the Glendale.
Commissioner Jacobson wanted to know if Glendale sells fuel.
Mr. Mehta mentioned that one exclusive Fixed Based Operator(FBO) sold fuel.
Commissioner Sanders wanted to know what GEU meant.

Mr. Mehta said that GEU was the call sign for Glendale Municipal Airport.
Commissioner Sanders wanted to know what"4 nautical west"meant.
Ms. Love said that it needs to be corrected to 4 nautical miles.
VIII. BICYCLE PROJECTS ON ARTERIAL STREETS
Jennifer Love of PB Americas presented a slide show and overview of the Alternate
Modes Element for the Transportation Plan Update. Ms. Love talked about regional
consistency, connectivity, design standards, and usage. Ms. Love talked about on-street
system bicycle use, and shared some of the information gathered from Tempe and Peoria.
Tempe was used because of its substantial experience with bicycle projects. She
suggested that after the review of bike lanes and shared lanes on arterials that Glendale
provide for similar usage.
Commissioner Jacobson asked if the striped bike lane and shared lane/bike route were
recommendations.
Ms. Love confirmed that the striped bike lanes and shared lanes/bike route signs were
recommendations where space is available.
Commissioner Turner wanted to know if the measurement of 6' was from the back of the
curb.
Ms. Love said that there were different ways of measuring the necessary width and that in
Glendale it is measured from the face of the curb and includes the gutter.
IX. TRANSPORTATION PLAN UPDATE - FINAL PHASE PUBLIC
OUTREACH AND PLAN SUMMARY
Terry Johnson made a presentation on the Glendale Transportation Plan and presented
information about public outreach attempts made as part of the update to Glendale
Transportation Plan. Dr. Johnson mentioned that this presentation was made at the
Glendale Arts Commission.
Commissioner Turner asked if there were any questions on the Plan.
Dr. Johnson said that there were questions about arts projects at Glendale and Loop 101
Park-and-Ride, Myrtle and Grand Avenue, and 57`s Avenue and Grand Avenue. Dr.
Johnson also mentioned that there was some discussion about arts projects along
Northern Parkway and light rail stations.
X. FUTURE AGENDA ITEMS
There were no new agenda items suggested by the Commissioners.
XI. NEXT MEETING DATE AND TIME
Meeting times are being targeted for 7:00 PM on the first Thursday of the month. The
next meeting is scheduled for June 4, 2009.
