APPROVAL OF THE MINUTES Action: Review and approval of the March 5, 2009 meeting minutes. III. CALL TO THE AUDIENCE An opportunity will be provided at this time for the public to address the Citizens Transportation Oversight Commission (CTOC). Citizens are requested not to exceed a three-minute time period for their comments. Action: For information. IV. APPROVAL OF THE AGENDA Approval of agenda topics to be heard and the order of agenda items. Action: For action to approve the agenda of April 2, 2009. V. PUBLIC INPUT—COMMISSIONERS AND STAFF (10 min.) As part of public outreach for the GO Program, Commissioners and staff will share public comments obtained from a variety of sources including the Bicycle Committee, GO Program public meetings, and informal discussions with citizens. Action: For information and discussion. 1 VI. MANAGER'S REPORT (15 min.) The Transportation Program Administrator will review recent activities related to implementation of the GO Transportation Program. Action: For information and discussion. VII. PLAN UPDATE: ALTERNATE MODE ELEMENT (30 min.) Jennifer Love, PB Project Manager,will present the Alternate Mode Element working paper for discussion and comments as part of the Transportation Plan Update. Action: For information, discussion and input. VIII. PLAN UPDATE: FINANCIAL ANALYSIS ELEMENT (30 min.) Purab Adabala, Senior Transportation Analyst, will present the Financial Analysis Element working paper for discussion and comments as part of the Transportation Plan Update. Action: For information, discussion and input. IX. FUTURE AGENDA ITEMS This opportunity is provided for Commissioners to suggest future agenda items or provide announcements of general information. X. NEXT MEETING TIME Meeting times are being targeted for 7:00 P.M. on the first Thursday of the month. The next meeting is scheduled for May 7, 2009. Action: For information. XI. II. APPROVAL OF THE MINUTES Chair Jacobson called for approval of the minutes. ACTION BY CTOC: Approval of the minutes of March 5, 2009 meeting of the Citizens Transportation Oversight Commission. (Motion: Commissioner Podzius, Second: Commissioner DeFranco; unanimously passed) 1 CITIZENS TRANSPORTATION OVERSIGHT COMMISSION 04/02/09 MINUTES III. CALL TO THE AUDIENCE There were no comments from the floor. IV. APPROVAL OF THE AGENDA Chair Jacobson called for approval of the agenda. ACTION BY CTOC: Approval of the April 2, 2009 Agenda of the Citizens Transportation Oversight Commission. (Motion: Commissioner Podzius; Second: Commissioner Turner; unanimously passed) V. PUBLIC INPUT—COMMISSIONERS AND STAFF Commissioner Turner informed the Commissioners that the Bicycle Advisory Committee is continuing to work on the Glendale Family Bike Ride scheduled for Sunday, April 19. Commissioner Turner also mentioned that the Bicycle Advisory Committee will again meet at 7:00 pm on April 6, 2009. Terry Johnson mentioned that the GO open house is scheduled for April 29, 2009. Purab Adabala mentioned that the Performance Audit of GO Program contract was tentatively planned to be presented to City Council for approval at April 28 evening meeting. He added that if it does not get on the agenda for April 28 meeting then it will be scheduled for May 12 City Council meeting. VI. MANAGER'S REPORT Terry Johnson, Deputy Transportation Director, presented a slide show on the American Recovery and Reinvestment Act (ARRA) of 2009 (the federal Stimulus Package). Dr. Johnson identified ARRA funding available through ADOT, RPTA, and MAG. Dr. Johnson further identified the projects funded by ARRA funds through ADOT, RPTA, and MAG in Glendale. Dr. Johnson walked through the selection process at MAG and RPTA. He mentioned that all MAG Glendale projects funded by ARRA were of categorical exclusion type I. VII. PLAN UPDATE: ALTERNATE MODE ELEMENT Jennifer Love of PB Americas presented a slide show and overview of the Alternate Modes Element for the Transportation Plan Update. Ms Love talked about bicycle, pedestrian, demand management, and traffic safety education. Ms Love said the analysis for the element included reviewing adopted plans, adjacent city plans, gaps in network, and safety concerns. Ms. Love talked about both on-street and off-street system and identified them on the system map. Ms. Love mentioned that gaps in the system and safety issues for the mode were addressed. Ms. Love added that bike lanes were being generally restricted to collector streets for safety reasons. 2 CITIZENS TRANSPORTATION OVERSIGHT COMMISSION 04/02/09 MINUTES Commissioner Turner wanted to know why there were no bike-lanes recommended on arterial streets. Commissioner Turner mentioned that higher skill level bike riders should not be forced to ride on collectors that do not connect to all businesses. Jamsheed Mehta explained how that Engineering Design Standards currently do not identify bike lanes on arterials. Mr. Mehta mentioned that when construction of new streets is undertaken, lack of an existing standard is going to restrict design and construction of a street with bike lanes. Mr. Mehta added that on existing streets right-of- way could be an issue with bike lanes. Mr. Mehta said that right-of-way would be easier to secure on arterials west of 115th Avenue. Mr. Mehta mentioned that the difference between dedicated and shared lanes was a few extra feet. Chair Jacobson asked staff and consultant to work on the Alternate Mode Plan for arterial bike lanes and present it at the following CTOC meeting. Commissioner Turner wanted to know why demand management was being funded out of GO Program as it related to benefits for employees. Terry Johnson identified that historically LTAF funds were used for Demand Management before GO Program existed. Dr. Johnson added that since creation of GO Program LTAF funds are part of funding for the Program. Purab Adabala added that in addition to LTAF, there are $900,000 in general funds that are transferred into the GO Program each year. VIII. PLAN UPDATE: FINANCIAL ANALYSIS ELEMENT Purab Adabala, Senior Transportation Planning Analyst presented a slide show on the Financial Analysis Element working paper which included a Plan Cost Summary and Plan Funding from FY 2010 to 2035. The Plan cost is $4.93 billion and Plan funding is $4.94 billion. With a$6.9 million positive balance at end of FY 2035, the Plan is financially balanced. Chair Jacobson asked the reason for the lower cost of plan in the 2016 through 2020 period. Purab Adabala mentioned that the cost fluctuation is linked to projects like Loop 101, Loop 303, and Northern Parkway. Chair Jacobson stated that the Financial Plan Element is well done. IX. FUTURE AGENDA ITEMS There were no new agenda items suggested by the Commissioners. X. NEXT MEETING DATE AND TIME Meeting times are being targeted for 7:00 PM on the first Thursday of the month.
