CALL TO ORDER II. APPROVAL OF THE MINUTES Action: Review and approval of the February 5, 2009 meeting minutes. III. CALL TO THE AUDIENCE An opportunity will be provided at this time for the public to address the Citizens Transportation Oversight Commission(CTOC). Citizens are requested not to exceed a three-minute time period for their comments. Action: For information. IV. APPROVAL OF THE AGENDA Approval of agenda topics to be heard and the order of agenda items. Action: For action to approve the agenda of March 5, 2009. V. MANAGER'S REPORT (5 min.) The Transportation Program Administrator will review recent activities related to implementation of the GO Transportation Program. Action: For information and discussion. 1 VI. PUBLIC INPUT—COMMISSIONERS AND STAFF (5 min.) As part of public outreach for the GO Program, Commissioners and staff will share public comments obtained from a variety of sources including the Bicycle Committee, GO Program public meetings, and informal discussions with citizens. Action: For information and discussion. VII. PLAN UPDATE: ROADWAY ELEMENT (30 min.) Jennifer Love, PB Project Manager, will present the Roadway Element working paper for discussion and comments as part of the Transportation Plan Update. Action: For information, discussion and input. VIII. PLAN UPDATE: TRANSIT ELEMENT (30 min.) Amy Ford, PB Transportation Planner, will present the Transit Element working paper for discussion and comments as part of the Transportation Plan Update. Action: For information, discussion and input. IX. FUTURE AGENDA ITEMS This opportunity is provided for Commissioners to suggest future agenda items or provide announcements of general information. X. NEXT MEETING TIME Meeting times are being targeted for 7:00 P.M. on the first Thursday of the month. The next meeting is scheduled for April 2, 2009. Action: For information. XI. CALL TO ORDER Chair Turner called the meeting to order at 7:05 PM. II. APPROVAL OF THE MINUTES Chair Turner called for approval of the minutes. 1 CITIZENS TRANSPORTATION OVERSIGHT COMMISSION 03/05/09 MINUTES ACTION BY CTOC: Approval of the minutes of February 5, 2009 meeting of the Citizens Transportation Oversight Commission. (Motion: Commissioner Podzius, Second: Commissioner Johnson; unanimously passed) III. CALL TO THE AUDIENCE There were no comments from the floor. IV. APPROVAL OF THE AGENDA Chair Turner called for approval of the agenda. ACTION BY CTOC: Approval of the March 5, 2009 Agenda of the Citizens Transportation Oversight Commission. (Motion: Commissioner Podzius; Second: Commissioner Kucera; unanimously passed) V. MANAGER'S REPORT Terry Johnson, Deputy Transportation Director, presented a slide show on the American Recovery and Reinvestment Act(ARRA) of 2009 (the federal Stimulus Package). Dr. Johnson reported on transportation funding categories and amount of available funding at the national, state, and regional levels. ADOT projects for ARRA funds were also identified, as well as presenting 24 Glendale projects that were submitted to MAG for ARRA funding. Dr. Johnson announced that the elements of the Transportation Plan Update are nearing completion. The Alternate Modes Element working paper,the Financial Analysis Element working paper, and a draft Executive Summary will be forthcoming for CTOC review and input. VI. PUBLIC INPUT— COMMISSIONERS AND STAFF Commissioner DeFranco is the CTOC representative on the GO Program Audit Oversight Committee and he thanked the Commission for his appointment because he has found it to be a very interesting learning experience and he is happy he volunteered for this committee. Chair Turner informed the Commissioners that the Bicycle Advisory Committee is continuing to work on the Glendale Family Bike Ride scheduled for Sunday, April 19. Chair Turner added that the budget for the Bike Ride has been reduced, resulting in fewer activities which entertain children and bike riders at Sahuaro Park. Chair Turner reported that the Bicycle Advisory Committee (BAC)reviewed the draft Alternate Mode Element for the Transportation Plan Update. Commissioner Johnson requested more detailed information from Transportation staff on upcoming bicycle events and other public meetings in March and April. Staff agreed to distribute information on all scheduled bicycle events and the Annual GO Transportation Program Open House on April 29 at the Civic Center. 2 CITIZENS TRANSPORTATION OVERSIGHT COMMISSION 03/05/09 MINUTES VII. PLAN UPDATE: ROADWAY ELEMENT Dan Hartig of Ayres Associates presented a slide show and overview of the Roadway Element for the Transportation Plan Update. Information included projected traffic and congestion factors to year 2030, safety data(accidents), and a new Roadway Functional Classification Map. Mr. Hartig identified transportation improvements within four sub- planning areas: (1) congestion and safety mitigation areas, (2) infill areas, (3) Entertainment District, and (4) the western growth area. Mr. Hartig also presented maps of the planned system wide improvements in Glendale, the Roadway Network Plan, and the estimated costs of the Roadway Plan improvements. Terry Johnson stated that developers will pay the cost of new roads,while parkways and freeway improvements will be regionally funded. Commissioner Kucera asked how MAG will handle new projects in the Plan Update and if MAG will provide funding for these projects? Dr. Johnson replied that MAG will utilize traffic information from new development in Glendale's western area as input into their model runs to determine future traffic volumes and funding needs. Commissioner Johnson asked how projects will be prioritized in each mode? Dan Hartig stated that project priorities will be related to a system wide approach rather than selecting the highest priority project within each mode. VIII. PLAN UPDATE: TRANSIT ELEMENT Amy Ford, PB Americas Transportation Planner, presented a slide show on the Transit Plan Element working paper which included a transit system analysis and planned transit improvements in 5-year increments from 2016 to 2035. The Transit Plan proposes enhanced and new local bus service, enhanced and new express bus service,new neighborhood circulators, and light rail and commuter rail service. Commissioner Johnson stated that this Transit Plan Element is well done and provides direction for future decision making on transit improvements. IX. FUTURE AGENDA ITEMS There were no new agenda items suggested by the Commissioners. X. NEXT MEETING DATE AND TIME Meeting times are being targeted for 7:00 PM on the first Thursday of the month.
