III. APPROVAL OF MINUTES
Commissioner Scott made a motion to accept the minutes from the February 11,
2009 meeting as presented. Commissioner Moreno seconded the motion and the
minutes were approved.
IV. BUSINESS FROM THE FLOOR
None
V. AIRPORT BUSINESS
A. Air Evac Emergency Helicopter:
Mr. Tim Pirtle with the City's Fire Department, which partners with Air
Evac on the Halo Project at the airport, explained the emergency
operations and the value of this project to the community and that it is a
cost effective tool for the City's Fire Department. The Air Evac helicopter
carries a registered nurse and paramedic 24/7, 365 days a year and
services all areas of the valley, but primarily the west valley. There are
sixteen helicopters across the state, with about half in Phoenix.
B. Luke Days:
Mr. Bill Gillies with Luke Air Force Base introduced Major Healey and
Major Verger, who explained the TFR's impact to airspace from Thursday
through Sunday, March 19 - March 22.
Luke Days will be open to the public on Saturday and Sunday, March 21
& 22. There will be Air Force Wings, Thunderbirds, P51's, F22, A10,
P40, P51, CV22, C17, and aerobatics by Ed Hamill, a reserve pilot from
Luke Air Force Base. Glendale's Police Department will provide security
for the airport.
C. Letters of Agreement:
Mr. Mike Allen, Tower Manager, discussed the Letters of Agreement
between the tower and airport with the Commissioners.
1. Aircraft classified as B-III or greater operating at Glendale
Municipal Airport and how the tower maneuvers aircraft.
2. Glendale's Airport Acrobatic Box has one authorized person at
Glendale, Mr. Hamill, who has his FAA paperwork and waiver in
place.
3. Operation of airfield lighting aids as to who operates and when.
4. Banner tow operations has only one currently that operates.
5. Braking action reports are tests on runway, heavy rains and rarely
used.
6. Glendale Airport emergency service with police and fire
department responses.
7. Evacuation of Glendale Tower for natural disasters, winds if over
70 knots, evacuate tower and go to terminal building.
8. Helicopter flight operations at Glendale Airport are with air
patterns on the west side of the field and to stay within one mile of
the airport.
9. Taxiways and Runways are movement areas, all others are non-
movement areas. Before aircraft can go on the taxiway, pilots call
the tower for clearance and safety.
VI. AIRPORT ADMINISTRATOR UPDATE
A. Ms. Skeen provided an update to the Commission on leases and sub-
leases. The City consented to a sub-lease office space for a simulator
between Valley Aviation Services and Arizona Aviation.
B. Ms Skeen updated the Commission on Lux Air fuel sales and flowage
comparisons for the month of February 2009. Down 21,000 from last
February 2008, but when combined January and February 2009, only
down 2,000.
C. Mr. Allen, Control Tower Manager, updated the Commission on Tower
Operations up 2,392 for February 2009. Some of this is due to the flight
school. The airport has G-5"s and G-4's landing here. Air traffic has not
had to slow down when sport events are being held at the Spring Training
Facility. There had been a general aviation incident with a tail dragger
experimental plane.
D. Ms. Skeen provided an update on revenues and expenses compared to
budget.
E. Ms. Skeen will e-mail Commissioners when public meeting will be held
for the Airport's Master Plan Update process.
F. Ms. Skeen provided the Commission with the following various updates
for airport activities from February and upcoming in March. President
Obama was in Phoenix for February and air traffic was diverted here to
Glendale Airport in February. Ms. Skeen attended a two hour course on
diligence due with environmental issues, environmental tracking system
course to manage when permits are due and keep the airport on track.
FAA weed control and erosion grant will provide products that are safe to
be used at the airport. Military parachuting happened in the Phoenix area.
Luke Days events are open to the public March 21 & 22. The City is
holding a basic training class that is offered to Commissioners March 25.
The NCAA "Sweet Sixteen" sport event to start on March 26 through the
weekend. Lux Air is holding Porsche Day Event March 26 with a drive
track area set up. Part of the control tower grant was able to supply the
shades for the tower windows. Ms. Skeen had a student for government
day at the airport, whose father is a local pilot.
G. Ms. Skeen updated the Commission on hangar and terminal offices
inspections that are going well, with very little non-compliance.
VII. NEW BUSINESS (Future Agenda Item)
1. Retreat information and tower tour.
2. Airport security, gates, etc., police being assigned to the airport.
VIII. NEXT MEETING TIME
April 8, 2009
Meeting time is scheduled at 7:00 p.m. on the second Wednesday of the month.
IX. ADJOURNMENT
Commissioner Moreno made a motion to adjourn the meeting. Commissioner
Scott seconded the motion and the meeting adjourned at 8:30 p.m.
The Aviation Advisory Commission Meeting Minutes of March 11, 2009 were
approved at the meeting of April 8, 2009.
