HomeMy WebLinkAboutMinutes - Minutes - Arts Commission - Meeting Date: 8/19/2009 CITY OF GLENDALE,ARIZONA MINUTES OF THE REGULAR MEETING FOR THE ARTS COMMISSION HELD WEDNESDAY,AUGUST 19, 2009 LIBRARY BOARD CONFERENCE ROOM SECOND FLOOR 5959 WEST BROWN STREET The meeting was called to order at 3:55 p.m. by Chairperson Darrell Criswell. Commission members, Manuel Burruel, M.B. Finnerty, Winifred Kultala, Winona Passmore and Enid Spear were in attendance. Representing city staff were Rex Gulbranson, Arts and Culture Administrator, Sandra Keely, Public Art Coordinator, J. Gibran Villalobos, Gallery/Collections Coordinator and Sue Komernicky, Library and Arts Director. Guest in attendance was Mr. Rod Passmore. PUBLIC COMMETS At this time the Commission will hear comments from the public; however, the Commission may not discuss or consider items not appearing on the agenda unless an actual emergency exists. There were no public comments. APPROVAL OF THE MINUTES A MOTION was MADE by Commission member Spear to APPROVE the minutes of the July 15, 2009, Art Commission Meeting. The MOTION was SECONDED by Commission member Passmore and carried unanimously. 2010-11 Performing Arts Program Guidelines Mr. Rex Gulbranson, Arts and Culture Administrator, presented this agenda item. He provided a PowerPoint presentation and facilitated a discussion with Commissioners about the history, eligibility, funding and evaluation criteria. The Commissioners discussed whether modifications should be included in the guidelines because of the reduction in grants resulting from the economic crises facing the county today. Mr. Gulbranson remarked that their goal should mirror their mission statement, which was to motivate, increase and support performing arts within the City of Glendale. Commissioner Spear commented that their focus should be on large venues in order to reach the greatest amount of people, since funding was limited. Commissioner Finnerty agreed, but added they should be careful not to exclude the smaller, more popular programs. Mr. Gulbranson discussed the program process and asked to discuss a more effective system on how to promote it. He stated staff worked hard making the public award of the program process, however, many still did not apply. He added that the application was very simple and uncomplicated. Commissioner Finnerty indicated she was glad to hear the application was not difficult, however, she believes the applicant has the duty and the responsibility to educate themselves when applying for a grant. Commissioner Burruel remarked that he was also glad the Arts Commission was not making it difficult to apply. Commissioner Finnerty stated that after discussing guidelines and criteria, she was comfortable with the program without making any 1 changes. Commissioner Burruel agreed and added he was glad they had reviewed the program guidelines. The consensus of the Commission was to continue the program next year with no changes. 2010 SUMMER ART CAMP Ms. Sandra Keely, Public Art Coordinator, presented this agenda item. The Arts Commission was asked to review and approve the roster of teaching artists for the 2010 Summer Art Camp at Sahuaro Ranch. She provided a PowerPoint presentation and facilitated a discussion with Commissioners about the 2010 Summer Art Camp. The proposed artists include, Mr. Joe Willie Smith, Ms. Christy Puetz, Ms. Cyndi Coon, Ms. Tania Katan and Mr. William Clipman. The art camp will run from June 28th to July 19th. There will be a $20.00 non-refundable application fee per workshop and student. Commissioner Spear suggested using Channel 11 to publicize the Summer Art Camp, as well as the City of Glendale. She inquired why it had not been done before. Mr. Gulbranson responded that the timing had never been right; however, it was a great suggestion and staff will be looking into it. A MOTION was MADE by Commission member Finnerty to APPROVE the Roster of Teaching Artists for the 2010 Summer Art Camp. The MOTION was SECONDED by Commission member Spear and carried unanimously. STAFF REPORTS/UPDATES Performing Arts update Mr. Rex Gulbranson, Arts and Culture Administrator, presented this agenda item. He stated the Performing Arts contracts have been approved by City Council and have gone out. Public Arts Projects Ms. Sandra Keely, Public Art Coordinator, presented this agenda item. She reported that the Howard Meehan project was a couple weeks away from design. She will keep everyone posted with any new developments. She added the Jazz and Blues Festival's Request for Qualification has been sent out. The Public Memorial project has been approved and work has begun. Adult Center Exhibit Mr. Gibran Villalobos, Gallery/Collections Coordinator, reported on this item. He reminded everyone to watch for the opening of the PSA Art Awakenings Annual Exhibition beginning September 1st through October 30th. Art Maintenance Updates Mr. Gibran Villalobos, Gallery/Collections Coordinator, reported on this item. He provided an update on the parts ordered for the Elsie McCarthy Park Sensory Garden, which was vandalized on June 4, 2009. He stated the new grates for the water feature will be completed next week. COMMISSIONER COMMENTS 2 The Commissioners bid farewell to Commissioner Passmore and retiring Arts and Culture Administrator Rex Gulbranson. The arts Commissioners presented Mr. Gulbranson with a farewell gift. Ms. Sandra Keely and Mr. Gibran Villalobos presented a slide show of the many accomplishments Mr. Rex Gulbranson has achieved throughout his career with the City of Glendale. They both will be greatly missed. Commissioner Spear reported that the Citadelle Plaza had been sold. She was excited to announce the Autumn Art Walk & Wine Tasting coming in November to the Plaza on November 5, 12, 19 and 27. She stated a$10.00 donation buys you appetizer sampling and a wine glass for tasting. Live music and strolling performers will be featured, as well as a shopping spree raffle. NEXT MEETING The next meeting for the Arts Commission will be on Wednesday, September 16, 2009. The meeting will begin at 4 p.m. and will be held in the 2nd Floor Board Conference Room at Glendale Public Library, 5959 West Brown Street in Glendale. ADJOURNMENT A MOTION was MADE by Commission member Burruel to ADJOURN the meeting. The MOTION was SECONDED by Commission member Passmore and carried unanimously.
