Chair Flippen called the meeting to order at 6:30 p.m.

Committee member Johnston motioned to approve the August 30, 2009
meeting minutes. Committee member Page made the second. The motion
carried 6 - 0. [Committee member Eggleston was not in attendance.]

IV. West Valley Child Crisis Center (WVCCC) Status
Mr. Lopez explained that the WVCCC sent us a letter explaining their current
status and asked that the lien on the campus be released. They explained that
WVCCC no longer receives abused children referred by the State. The Arizona
Department of Economic Security has been placing children in foster homes
instead of the shelter, as the goal of the DES is now to place children directly in
homes. The WVCCC has been researching other uses for their site and a
church has expressed interest in purchasing the complex for use in housing
children in abusive situations. Mr. Lopez explained that the City of Glendale has
an approximate $100,000 lien on this property, and WVCCC has asked the city
to release the lien, so that property can be transferred to this non-profit group.
Mr. Lopez explained that the federal regulation has a minimum lien term that has
expired. The federal requirements call for five years after the contract expires.
Our internal policy calls for ten years.
There are also provisions that allow a release of federal obligations, if the private
investment exceeds the federal funds invested using a HUD formula. Based on
that, the city can release the lien based on change of use. The City Attorney's
Office is currently reviewing all the information so we can take the proper action.
Mr. Lopez also explained that the CDBG funds recently granted to WVCCC could
be used to apply the funds to their foster adopt program. ESG funds would likely
have to be reallocated. This is informational only and the process will continue.
V. Update on Neighborhood Stabilization Program (NSP)
In December 2008, the City of Glendale successfully applied for $6,184,112 in
NSP funds made available throughout HUD to address the effects of abandoned
and foreclosed properties in Glendale. Mr. Lopez highlighted the various
programs for which this funding will be utilized, including the Down Payment
Assistance Program and Senior Housing Projects.

VI. Public Hearing on Proposed Reallocation of Neighborhood Stabilization
Funds
(NSP) from the Financing Category to Senior Housing
Any changes to the City's existing NSP must go through an amendment process.
This process requires an opportunity for the general public to comment during a
federally mandated 15-day public comment period. During a recent `Request for
Proposals" process regarding NSP-funded new, affordable senior housing, the
City received two excellent proposals: one from Native American Connections
and one from National Farm Workers Service Center. Due to the great demand
for senior housing and the fine quality of both proposals, staff would like to move

forward with both projects. In order to do so, $1,287,375 in NSP funds must be
shifted from the 'financing category" of NSP to the "senior housing" category.
Mr. Lopez distributed copies of site plans, building elevations and floor plans for
both proposed senior housing projects.
Mr. Strunk stated that the Native American Connections senior housing project is
located at 59th Avenue and Laurie Lane and the National Farm Workers Service
Center senior housing project is located at 67th Avenue and Montebello.
The public hearing process is officially open at this time and staff is requesting
that the Committee vote to recommend this reallocation of funds. This item will
be presented to City Council at the October 13, 2009 meeting.
Chair Flippen opened up the floor for public comment. No one responded. The
Chair closed the public hearing and called for action.
Committee member Johnston motioned to approve the reallocation of
$1,287,375.00 in NSP funds from the "financing category" of NSP to the
"senior housing" category. Committee member Ontiveros made the
second. The motion carried 7 - 0.
Mr. Strunk distributed a pamphlet on the Glendale Homebuyers Assistance
Program (GHAP). This is a program designed to provide down-payment
assistance to homebuyers with incomes up to 120% of the area median income.
Committee member Page asked how the CHAP was advertised.
Mr. Lopez replied that advertising was done at libraries, the Glendale city website
and the Glendale community television channel.
Mr. Strunk added that staff met with representatives from the Western Maricopa
Association of Realtors (WEMAR) regarding the program. WEMAR has over
6,000 listing agents registered.
VII. Director and Staff Report
Mr. Lopez discussed various highlights of the implementation of the American
Recovery and Reinvestment (ARRA) programs. Funds are earmarked to be
used for the Homeless Prevention and Rapid Re-Housing Program (HPRP),
rental assistance and CDBG-R grants. Mr. Lopez announced that recently,
$300,000 in HOME funding was returned from cities in the Maricopa City
Consortium that could not be utilized. These funds can be bid on by others in the
Consortium. The Newtown Community Land Trust will bid on these monies for
use in buying homes in Glendale.

Mr. Strunk commented on the following:
• GAIN night (October 3rd): Many neighborhoods threw very successful
gatherings and feedback has been positive.
• Homebuyers Fair at the Glendale Conference and Media Center (October
17th): Glendale will have a booth as well as other valley cities, realtors and
title companies. The Fair is targeting first-time homebuyers; however, all
interested should attend.
• Rock-n-Roll Paint-a-Thon (October 24th): This is a partnership with
Rebuilding America. Twenty homes will be painted by volunteers and
Staff members.
• The Department of Housing is processing three tax credit applications on
four additional senior housing projects in Glendale.
• CDBG applications are being received by staff.
• On October 6th in Room B-3, a presentation will be made to Mayor and
Council on the 2010 Census. The strategy to conduct the census will be
revealed. Hard-to-count areas will be discussed, The Neighborhood
Partnerships Office will reach out to residents regarding preparation for
the census.
• Work continues on the 5-Year Consolidated Plan and information on
upcoming public meeting dates will be provided when known.
