Glendale Ave. Glendale, AZ MEMBERS PRESENT: Larry Clark, Citizen Board Member, Acting Chair Lt. John Wolfe, Police Board Member Brandon Keefer, Police Board Member STAFF PRESENT: Jim Brown, Asst. Human Resources Director and Acting Board Secretary Nick DiPiazza, Chief Deputy City Attorney Buddy Loomis, Police Hiring Coordinator MEMBERS ABSENT: Mayor Elaine Scruggs, Chair City Manager Ed Beasley, Board Member Call to Order Larry Clark, Acting Chair, called to order the Local Police Board meeting at 8:05 a.m. Review and Approval of the March 25,2009 Local Police Board Meeting Minutes The minutes of the March 25, 2009 Local Police Board meeting were reviewed. Brandon Keefer moved to accept the Minutes as presented. Lt. John Wolfe seconded the motion. The Board voted and passed the motion unanimously. Review and Approval of Application for Enrollment into the Deferred Retirement Option Plan ("D.R.O.P.") —Kathleen Copeland The Local Police Board reviewed Kathleen Copeland's D.R.O.P. enrollment application. Kathleen Copeland, Police Lieutenant, has 20.655 years of credited service. She has elected to participate in the Deferred Retirement Option Plan ("D.R.O.P.") for a period of sixty (60) months effective June 15, 2009. On and after this date, the employee and employer contributions ceased to be made to the Public Safety Personnel Retirement System ("P.S.P.R.S."). She must terminate employment with the City of Glendale Police Department on or before June 15, 2014. She has been a member of PSPRS since October 17, 1988. Lt. John Wolfe made a motion to approve the D.R.O.P. enrollment application submitted by Kathleen Copeland, Police Lieutenant. Brandon Keefer seconded the motion. The Board voted and passed the motion unanimously. 1 Local Police Board Meeting 9/2/09 Review and Approval of Application for Enrollment into the Deferred Retirement Option Plan ("D.R.O.P.")— Christopher D. Krystek The Local Police Board reviewed Christopher D. Krystek's D.R.O.P. enrollment application. Christopher D. Krystek, Police Officer, has 25.002 years of credited service. He has elected to participate in the Deferred Retirement Option Plan ("D.R.O.P.") for a period of sixty (60) months effective July 2, 2009. On and after this date, the employee and employer contributions ceased to be made to the Public Safety Personnel Retirement System ("P.S.P.R.S."). He must terminate employment with the City of Glendale Police Department on or before July 2, 2014. He has been a member of PSPRS since October 12, 1984. Li John Wolfe made a motion to approve the D.R.O.P. enrollment application submitted by Christopher D. Krystek, Police Officer. Brandon Keefer seconded the motion. The Board voted and passed the motion unanimously. Review and Approval of Application for Enrollment into the Deferred Retirement Option Plan ("D.R.O.P.")—Walter W. Slocumb The Local Police Board reviewed Walter W. Slocumb's D.R.O.P. enrollment application. Walter W. Slocumb, Police Officer, has 26.048 years of credited service. He has elected to participate in the Deferred Retirement Option Plan ("D.R.O.P.") for a period of sixty (60) months effective June 29, 2009. On and after this date, the employee and employer contributions ceased to be made to the Public Safety Personnel Retirement System ("P.S,P.R.S."). He must terminate employment with the City of Glendale Police Department on or before June 30, 2014. He has been a member of PSPRS since June 13, 1983. Lt. John Wolfe made a motion to approve the D.R.O.P. enrollment application submitted by Walter W. Slocumb, Police Officer. Brandon Keefer seconded the motion. The Board voted and passed the motion unanimously. Review and Approval of Application for Enrollment into the Deferred Retirement Option Plan ("D.R.O.P.")—Brian K. Wilkins The Local Police Board reviewed Brian K. Wilkin's D.R.O.P. enrollment application. Brian K. Wilkins, Police Officer, has 25.005 years of credited service. He has elected to participate in the Deferred Retirement Option Plan ("D.R.O.P.") for a period of sixty (60) months effective July 31, 2009. On and after this date, the employee and employer contributions ceased to be made to the Public Safety Personnel Retirement System ("P.S.P.R.S."). He must terminate employment with the City of Glendale Police Department on or before July 31, 2014. He has been a member of PSPRS since July 30, 1984. Lt. John Wolfe made a motion to approve the D.R.O.P. enrollment application submitted by Brian K. Wilkins, Police Officer. Brandon Keefer seconded the motion. The Board voted and passed the motion unanimously. 2 Local Police Board Meeting 9/2/09 Review and Approval of Application for Retirement from Deferred Retirement Option Plan ("D.R.O.P.")—Dean C. Hagen The Local Police Board reviewed Dean C. Hagen's D.R.O.P. retirement application. Dean C. Hagen, a Police Officer, has 21.018 years of credited service. He had elected to participate in the D.R.O.P. for a period of sixty (60) months beginning on January 28, 2009. On or after this date, employee and employer contributions ceased to be made into the Public Safety Personnel Retirement System ("PSPRS"). He was required to terminate employment with the City of Glendale Police Department on or before January 30, 2014. Lt. John Wolfe moved to approve the D.R.O.P. retirement application submitted by Dean C. Hagen, Police Officer. Brandon Keefer seconded the motion. The Board voted and passed the motion unanimously. Review and Approval of Application for Retirement from Deferred Retirement Option Plan ("D.R.O.P.")—Karl Daniel Weiss The Local Police Board reviewed Karl Daniel Weiss' D.R.O.P. retirement application. Karl Daniel Weiss, a Police Commander, has 25.0 years of credited service. He had elected to participate in the D.R.O.P. for a period of sixty (60) months beginning on April 28, 2004. On or after this date, employee and employer contributions ceased to be made into the Public Safety Personnel Retirement System ("PSPRS"). He was required to terminate his employment with the City of Glendale Police Department on or before June 30, 2009. Lt. John Wolfe moved to approve the D.R.O.P. retirement application submitted by Karl Daniel Weiss, Police Commander. Brandon Keefer seconded the motion. The Board voted and passed the motion unanimously. Review and Approval of Application for Death Benefits from Deferred Retirement Option Plan ("D.R.O.P.")—Robin Jacobs The Local Police Board reviewed the application for death benefits from D.R.O.P. for Robin Jacobs, Designated Beneficiary of Russell Jacobs, Police Officer. Brandon Keefer moved to approve the D.R.O.P. application for death benefits submitted by Robin Jacobs, Designated Beneficiary of Russell Jacobs, Police Officer. Lt. John Wolfe seconded the motion. The Board voted and passed the motion unanimously. Review and Approval of Application for Refund from Deferred Retirement Option Plan ("D.R.O.P.") — Andrew Brandt The Local Police Board reviewed the application for refund from D.R.O.P. for Andrew Brandt, Police Officer. Lt. John Wolfe moved to approve the Application for Refund from D.R.O.P. submitted by Andrew Brandt, Police Officer. Brandon Keefer seconded the motion. The Board voted and passed the motion unanimously. 3 Local Police Board Meeting 9/2/09 Review and Approval of Application for Refund from Deferred Retirement Option Plan ("D.R.O.P.")— Michael Loose The Local Police Board reviewed the application for refund from D.R.O.P. for Michael Loose, Police Officer. Brandon Keefer moved to approve the Application for Refund from D.R.O.P. submitted by Michael Loose, Police Officer. Lt. John Wolfe seconded the motion. The Board voted and passed the motion unanimously. Application for Accidental Disability Retirement from Deferred Retirement Option Plan ("D.R.O.P.") - Joseph Montagna Larry Clark, Acting Chair, requested that Nick DiPiazza, Chief Deputy City Attorney, give an opinion on proceeding with this item. Mr. DiPiazza stated that he had been advised that there may be a conflict of interest by one Board member, and without this member, there would not be a quorum for reviewing and voting on the application. Mr. DiPiazza's recommendation was that Items 21 and 22 be tabled to a later date when a quorum could be formed. Lt. John Wolfe moved to table the Accidental Disability Retirement Application in the case of Joseph Montagna. Brandon Keefer seconded the motion. The Board voted and passed the motion unanimously. New Business Jim Brown, Asst. Human Resources Director and Acting Board Secretary, requested that the Board consider giving authorization to the PSPRS Board Secretary to sign all PSPRS applications when the Board cannot meet at a regularly scheduled meeting. This authorization would facilitate processing the applications in a timely manner. The applications would still need to be approved by the PSPRS Board at their next meeting. Nick DiPiazza, Chief Deputy City Attorney, advised that this type of action should be placed as an agenda item at another meeting. The action could then be reviewed, and if approved, be made a permanent part of the Board Minutes. Mr. Brown stated that he will ask that this item be placed on the next PSPRS Police Board agenda.
