Call to Order
Larry Clark, Acting Chair, called to order the Local Fire Board meeting at 8:27 a.m.
Review and Approval of the March 25,2009 Local Fire Board Meeting Minutes
The Minutes of the March 25, 2009 Local Fire Board meeting were reviewed. Mark Manor moved to accept
the Minutes as presented. John Holland seconded the motion. The Board voted and passed the motion
unanimously.
Review and Approval of Application for Enrollment into the Deferred Retirement Option Plan
("D.R.O.P.")—James Higgins
The Local Fire Board reviewed James Higgins' D.R.O.P. enrollment application. James Higgins, Assistant
Fire Chief, has 32 years of credited service. He has elected to participate in the Deferred Retirement Option
Plan ("D.R.O.P.") for a period of sixty (60) months effective May 30, 2009. On and after this date, the
employee and employer contributions will cease to be made to the Public Safety Personnel Retirement System
("P.S.P.R.S."). He must terminate employment with the City of Glendale Fire Department on or before May
29, 2014. He has been a member of PSPRS since August 6, 1979.
Mark Manor made a motion to approve the D.R.O.P. enrollment application submitted by James Higgins,
Assistant Fire Chief. John Holland seconded the motion. The Board voted and passed the motion
unanimously.

Review and Approval of Application for Retirement from Deferred Retirement Option Plan
("D.R.O.P.")—Patrick J. Berkel
The Local Fire Board reviewed Patrick J. Berkel's D.R.O.P. retirement application. Patrick J. Berkel, Deputy
Fire Chief, has 32 years of credited service. He had elected to participate in the D.R.O.P. for a period of sixty
(60) months beginning on March 25, 2009. On or after this date, employee and employer contributions ceased
to be made into the Public Safety Personnel Retirement System ("PSPRS"). He was required to terminate his
employment with the City of Glendale Fire Department on or before April 18, 2014.
John Holland moved to approve the D.R.O.P. retirement application submitted by Patrick J. Berkel, Deputy
Fire Chief. Mark Manor seconded the motion. The Board voted and passed the motion unanimously.
Review and Approval of Application for Retirement from Deferred Retirement Option Plan
("D.R.O.P.")—James H. Wetherald
The Local Fire Board reviewed James H. Wetherald's D.R.O.P. retirement application. James H. Wetherald, a
Fire Captain, has 20.0 years of credited service. He had elected to participate in the D.R.O.P. for a period of
sixty (60) months beginning on June 23, 2004. On or after this date, employee and employer contributions
ceased to be made into the Public Safety Personnel Retirement System ("PSPRS"). He was required to
terminate his employment with the City of Glendale Fire Department on or before June 28, 2009.
Mark Manor moved to approve the D.R.O.P. retirement application submitted by James H. Wetherald, Fire
Captain. John Holland seconded the motion. The Board voted and passed the motion unanimously.
Commencement of Executive Session
Larry Clark recessed the Open Session and convened into Executive Session to review and discuss the medical
evaluations for four(4) Fire personnel.
The Board adjourned the Executive Session and reconvened into Open Session to vote on the admission of
four (4) Fire personnel into the PSPRS with the pre-existing conditions noted on the medical evaluations.
Review and Approve Fire Medical Evaluations for Pre-Existing Conditions
John Holland made a motion to accept the four (4) applications for the following Fire personnel into the
PSPRS with the pre-existing conditions noted on the Glendale Fire Department Health Center medical
evaluations:
John L. Loomis John C. Sindle
Matthew J. Miltner Christopher A. Solarez
Mark Manor seconded the motion. The Board voted and passed the motion unanimously.

New Business
Jim Brown, Asst. Human Resources Director and Acting Board Secretary, requested that the Board consider
giving authorization to the PSPRS Board Secretary to sign all PSPRS applications when the Board cannot
meet at a regularly scheduled meeting. This authorization would facilitate processing the applications in a
timely manner. The applications would still need to be approved by the PSPRS Board at their next meeting.
Nick DiPiazza, Chief Deputy City Attorney, advised that this type of action should be placed as an agenda
item at another meeting. The action could then be reviewed, and if approved, be made a permanent part of the
Board Minutes. Mr. Brown stated that he will ask that this item be placed on the next PSPRS Fire Board
agenda.
Adjournment
Larry Clark adjourned the Local Fire Board meeting at 8:40 a.m.
