Chairperson Zomok called the meeting to order at approximately 7:00 p.m. and conducted roll
call with the following results:

APPROVAL OF MINUTES:
Chairperson Zomok called for approval of the June 25, 2009 minutes.
Vice Chairperson Becky Shady MADE a MOTION to APPROVE the minutes from the
Historic Preservation Commission meeting held on June 25, 2009. Commissioner Dan
Leimeter SECONDED the MOTION. The motion passed unanimously.
BUSINESS FROM THE FLOOR:
Chairperson Zomok called for business from the floor. There was none.

Chairperson Zomok called for Withdrawals and Continuances. There was none.
PUBLIC HEARING ITEMS:
Chairperson Zomok called for Public Hearing Items. There was none.

OTHER BUSINESS:
Chairperson Zomok called for other business.
OPEN MEETINGS LAW:
Gam Emery, Deputy City Attorney, provided a presentation regarding Open Meeting Laws as
they apply to the Historic Preservation Commission. The commission was very engaged with
questions during and after the presentation. Some of the discussion, not set forth in the
presentation, focused on the ways that e-mails and discussions among commissioners outside
meetings can fall within the parameters of the Open Meeting laws. The City posts notice when a
quorum of Commissioners or Board members will be present at any type of gathering. The
information was very educational and well received by the commission.
CERTIFIED LOCAL GOVERNMENT GRANT PROJECTS:
The Commission heard an update by Karen Flores, staff liaison regarding projects funded by the
Certified Local Government Grant. She stated that for 2009, the cost for the survey and
nomination of Sands Estates for the National Register would be approximately$20,000. In 2010
the grant application (amount to be determined) will provide for bronze National Register
plaques for Northfield and Thunderbird Estates/McDonald Addition Historic Districts. Ms.
Flores reported that she had hand-delivered the nominations to the State Historic Preservation
Office and approval is anticipated within one year.
STAFF REPORT
Catlin Court Bronze Plaques
Staff reported that efforts to distribute and install bronze plaques in Catlin Court are still being
made. Recently, 104 letters were mailed to contributing property owners with only 16 responses.
Staff asked for help from the two neighborhood associations to complete this project.
Future Speakers
Staff reported that Will Counts, Project Director for the restoration of the Thunderbird Field Air
Control Tower at the Thunderbird School of Global Management will be the guest speaker at the
October 2009 meeting. The Control Tower building is one of the original buildings from the
World War II Thunderbird Airfield. The restoration is scheduled to be finished in two years.
For the month of November 2009, Alison King will give a presentation on Ralph Haver
Architecture. Mr. Haver was a Modem Architect working in the greater metro area of Phoenix,
Arizona from 1945 until the early 1980s. Haver is best known today for his Mid-Century
Modem Haver Homes, affordable tract housing executed in a contemporary modem style.
In January 2010, Jennifer Stein, Glendale Marketing and Communications Manager, will discuss
the upcoming Centennial activities.

February 2010, the commission will hear a presentation from Julie Hoff, Reference Librarian for
Maps at Arizona State Library, regarding the use of various types of maps used in historical
research.
Miscellaneous Items
Staff also reported on the status of the amendment to the Catlin Court Overlay District, the GIS
Mapping project as it relates to Historic Preservation, and the electronic conversion of historic
documents.
Status of Heritage Grants
The status of the Heritage Grants for Catlin Court Phase II, the Morcomb Service Station and
Adobe House Restoration, and the First United Methodist Church, which were previously
suspended, has now been reinstated.
Arizona Republic Article
Staff commented that the Arizona Republic will be publishing an article regarding historic
homes in the West Valley. Glendale submitted information and photos for various homes built
in the 1800s.
COMMISSION COMMENTS AND SUGGESTIONS:
Commission members expressed an interest in participating in Centennial activities.

The meeting adjourned at approximately 8:50 p.m.
