HomeMy WebLinkAboutMinutes - Minutes - City Council - Meeting Date: 9/15/2009 (5) City of Glendale Council Sustainability Committee GLEN Meeting Minutes September 15, 2009 10:00 a.m. to 12:00 p.m. Western Area Water Reclamation Facility Conference Room MEETING ATTENDEES COUNCIL SUSTAINABILITY COMMITTEE MEMBERS Present were Councilmember David Goulet (Ocotillo District), Councilmember Steve Frate (Sahuaro District), and Councilmember Yvonne Knaack (Barrel District). CITY STAFF MEMBERS Assistant City Manager Pam Kavanaugh, Roger Bailey, Rebecca Benna, Larry Broyles, Jon Froke, Stuart Kent, Doug Kukino,Jamsheed Mehta, Bob Manginell, and Marilyn Clark. ABSENT Ken Reedy, Deborah Mazoyer, Pam Wertz, and Justine Cornelius. I. TOUR OF WEST AREA WATER RECLAMATION FACILITY Thomas Bolyen gave a brief tour of the facility's green and sustainable components. Some of the features included the facility's energy efficient motion sensors, ambient light sensors, photovoltaic panels on the buildings and walkways, and vacuum heating tubes on the roof which capture the sun's energy to light and heat the facility. Large north-facing windows light the lobby, while continuous roof-mounted skylights bring reflected natural light deep into the building. Other natural light components were the energy efficient high performance glass blocks, and heat mirror window glass. Some of the recycled materials used in the building consisted of waste recycled airplane and automobile windshield glass used to make the ceramic tiles in the lobby and low embodied energy materials such as locally manufactured ground and split faced concrete block. The tour finished at the plaza fountain where the committee viewed the plaza cooling system which included a re- circulating outdoor waterfall and overhead misting system. II. SUSTAINABILITY POWERPOINT PRESENTATION Details of the PowerPoint Presentation are part of the following topics: Ill. COMMITTEE PROCESS Selection of Committee Chairperson Councilmember Goulet was selected as Chairperson. September 15, 2009 Council Sustainability Committee Minutes Page 2 Meeting Format & Protocol Councilmembers were asked to give staff recommendations as to which direction they would like to take in establishing the meeting process, format, and protocol as it relates to conducting the meeting and the frequency thereof in order to meet their needs. No discussion took place on this item. IV. MISSION STATEMENT Draft Mission Statement A discussion with an exchange of ideas took place following the presentation of the proposed Mission Statement. Stuart Kent and Chairperson Goulet submitted Mission Statements. A final Mission Statement will be agreed upon at the next Sub-Committee Meeting. Definitions of Sustainability Definitions of sustainability were provided to the committee (Examples were taken from the internet). This was provided as background information to help committee members recognize the diverse use of the concept. No discussion took place on this item. Balanced Sustainability Program The three overlapping circle diagram, one representing environmental needs, one representing economic needs, and one representing community social needs were discussed. This diagram helps focus the projects that will be undertaken in the most advantageous areas. The committee will seek sustainability through selecting projects that meet the highest sustainability criteria in all three of these areas. Sustainability Assessment Questions The Environmental questions ask what the immediate and the long term impact to the regional environment would be from implementing this measure. The Social questions ask what the impact of this measure would be to the employees and the Glendale residents whether it is actual or perceived. The Economic questions ask what is the immediate and long-term cost, savings, or income generated to implement this measure. These questions can be used as a tool in comparing projects the city plans to undertake. V. POTENTIAL SUSTAINABILITY TOPICS The Councilmembers were provided with a list of potential sustainability topics. The topics were listed in no particular order and the Councilmembers were asked to provide the group with input on what they felt the committee should work on first in the committee setting. Staff will research and provide the Council Committee with evaluations for each of the areas they would like presented at future meetings. September 15, 2009 Council Sustainability Committee Minutes Page 3 Suggested topics for the October 20, 2009 meeting were discussed and it was agreed to have staff present a Green Building & Solar White Paper PowerPoint presentation to the committee. It was also agreed that staff would provide an update on Federal Energy Grants. The draft Mission Statement and a review of the evaluated potential topics from the committee will also be discussed at the next meeting. Chairperson Goulet also suggested that District Meetings be scheduled to gather community interest and ideas. VI.
