Glendale Ave. Glendale, AZ MEMBERS PRESENT: Larry Clark, Citizen Board Member, Acting Chair Lt. John Wolfe, Police Board Member Brandon Keefer, Police Board Member STAFF PRESENT: Alma Carmicle, Human Resources Director and Board Secretary Nick DiPiazza, Chief Deputy City Attorney Buddy Loomis, Police Hiring Coordinator MEMBERS ABSENT: Mayor Elaine Scruggs, Chair City Manager Ed Beasley, Board Member Call to Order Larry Clark, Acting Chair, called to order the Local Police Board meeting at 8:19 a.m. Review and Approval of the January 28, 2009 Local Police Board Meeting Minutes The minutes of the January 28, 2009 Local Police Board meeting were reviewed. Brandon Keefer moved to accept the Minutes as presented. Lt. John Wolfe seconded the motion. The Board voted and passed the motion unanimously. Review and Approval of Application for Retirement from Deferred Retirement Option Plan ("D.R.O.P.")—Matthew K. Brown The Local Police Board reviewed Matthew K. Brown's D.R.O.P. retirement application. Matthew K. Brown, a Police Officer, has 20.016 years of credited service. He had elected to participate in the D.R.O.P. for a period of sixty (60) months beginning on August 31, 2005. On or after this date, employee and employer contributions ceased to be made into the Public Safety Personnel Retirement System ("PSPRS"). He was required to terminate employment with the City of Glendale Police Department on or before August 31, 2010. Lt. John Wolfe moved to approve the D.R.O.P. retirement application submitted by Matthew K. Brown, Police Officer. Brandon Keefer seconded the motion. The Board voted and passed the motion unanimously. Schoech The Local Police Board reviewed Robert D. Schoech's D.R.O.P. retirement application. Robert D. Schoech, a Police Officer, has 20.0 years of credited service. He had elected to participate in the D.R.O.P. for a period of sixty (60) months beginning on July 31, 2004. On or after this date, employee and employer contributions ceased to be made into the Public Safety Personnel Retirement System ("PSPRS"). He must terminate his employment with the City of Glendale Police Department on or before July 31, 2009. Lt. John Wolfe moved to approve the D.R.O.P. retirement application submitted by Robert D. Schoech, Police Officer. Brandon Keefer seconded the motion. The Board voted and passed the motion unanimously. Commencement of Executive Session Larry Clark recessed the Open Session and convened into Executive Session to review and discuss the medical evaluations of two (2) Police personnel. At this time, Alma Carmicle, PSPRS Board Secretary and Human Resources Director, explained the additional review of the medical evaluations being done by Dorothy Thomas, the City's Occupational Health Nurse. Should Nurse Thomas have any questions or concerns regarding the reports, she will contact the employee or the doctor directly prior to the PSPRS Board meeting. The Board adjourned Executive Session and reconvened into Open Session to vote on the admission of two (2) Police personnel into the PSPRS with the pre-existing conditions noted on the medical evaluations. Review and Approve Police Medical Evaluation for Pre-existing Conditions Lt. John Wolfe made a motion to accept the application of the following Police person into the PSPRS with the pre-existing conditions noted on the physical: LeeAnn Johnson Brandon Keefer seconded the motion. The Board voted and passed the motion unanimously. Lt. John Wolfe then made a motion to also accept the application of the second Police person into the PSPRS with any pre-existing conditions noted. Douglas Wayne Oldfather Brandon Keefer seconded the motion. The Board voted and passed the motion unanimously. Page 2 of 3 Local Police Board Meeting 3/25/09 New Business There was no new business.
