MINUTES OF THE REGULAR MEETING FOR THE
ARTS COMMISSION
HELD WEDNESDAY, JULY 15, 2009
LIBRARY BOARD CONFERENCE ROOM

The meeting was called to order at 3:57 p.m. by Chairperson Darrell Criswell. Commission
members, Manuel Burruel, M.B. Finnerty, Winifred Kultala and Enid Spear were in attendance.
Commission member Winona Passmore was absent. Representing city staff were Rex
Gulbranson, Arts and Culture Administrator, Sandra Keely, Public Art Coordinator and J. Gibran
Villalobos, Gallery/Collections Coordinator. Guest in attendance was Mr. Kenny Grossman,
Spotlight Youth Theatre.
PUBLIC COMMETS
Mr. Kenny Grossman from Spotlight Youth Theatre introduced himself and his organization to
the Commission. Mr. Grossman stated his organization was run by volunteers and deals
primarily with kids. Their aim is to provide a weekly class which incorporated all aspects of
performing arts, developing singing, dancing and acting skills, and most importantly, give
students an opportunity to perform their work in a theatre. The theatre currently has students
from 8 to 16 years old
APPROVAL OF THE MINUTES
A MOTION was MADE by Commission member Spear to APPROVE the minutes of the
May 6, 2009, Art Commission Meeting. The MOTION was SECONDED by Commission
member Finnerty and carried unanimously.
ANNUAL ARTS PROJECTS PLAN FOR 2009/10
Mr. Rex Gulbranson, Arts and Culture Administrator and Ms. Sandra Keely, Public Art
Coordinator, presented this agenda item. They provided a PowerPoint presentation and
facilitated a discussion with Commissioners on the proposed projects and programs for 2009/10.
Mr. Gulbranson also reviewed the 2008/09 Annual Arts Projects Plan and what had been
accomplished this fiscal year. He indicated the city will now be requiring a signed contact
instead of a letter of agreement for contract services for the Performing Arts Program.
The Commissioners discussed the project changes due to the current economy and city budget
cutbacks. Chairperson Criswell indicated this change might have to be communicated to the
community and artists. Commissioner Spear suggested revisiting the guidelines for the
Performing Arts Program. Commissioner Burruel stated that exposing children to the arts early
on should be a top priority when discussing this issue. Everyone agreed. Mr. Gulbranson agreed
to discuss this matter further at the next meeting in August.

A MOTION was MADE by Commission member Kultala to APPROVE the Annual Art
Projects Plan for 2009/10. The MOTION was SECONDED by Commission member
Burruel and carried unanimously.
STAFF REPORTS/UPDATES
Glendale 11 Arts and Culture Program
Mr. Rex Gulbranson, Arts and Culture Administrator reported on this item. He was excited to
announce a new program called the Arts Advantage in Glendale, a new half-hour cable television
program on Glendale 11,premiering this summer.
Summer Art Camp
Mr. Rex Gulbranson, Arts and Culture Administrator,provided an update on the Summer Art
Camp at the Historic Sahuaro Ranch Park. He stated that Glendale's 2009 Summer Arts Camp is
underway during July and is providing youth five exciting weeks of making art with artists Ms.
Christy Puetz, Mr. Will Clipman, Ms. Cyndi Coon and Mr. Joe Willie Smith.
Adult Center Exhibits
Mr. Gibran Villalobos, Gallery/Collections Coordinator, reported on this item. He encouraged
everyone to attend the Tyson Crosby's exhibition shows at the Glendale Adult Center during
July. He was also happy to announce that Glendale now Twitters. Please follow on Twitter,

Art Maintenance Updates
Mr. Gibran Villalobos, Gallery/Collections Coordinator, reported on this item. He reported that
on June 4, 2009, Elsie McCarthy Sensory Garden was vandalized. The fountain was stolen;
however, the offenders were caught by the police while trying to sell the material at a metal
recycling business. The defendants were ordered by the courts to pay $4,180 in restitution to

replicate and install the fountain. He also reported on several public art features around the city
scheduled to be cleaned.
COMMISSIONER COMMENTS
Commissioner Spear commented that it was nice to be back and see everyone after such a long
break.
NEXT MEETING
The next meeting for the Arts Commission will be on Wednesday, August 19, 2009. The meeting
will begin at 4 p.m. and will be held in the 2nd Floor Board Conference Room at Glendale Public
Library, 5959 West Brown.Street in Glendale.
ADJOURNMENT
A MOTION was MADE by Commission member Spear to ADJOURN the meeting. The
MOTION was SECONDED by Commission member Burruel and carried unanimously.
As there were no further comments, the meeting was adjourned at 5:10 p.m.
