City of Glendale,Arizona—2007 Special Bond Election
Dear Sir or Madam:
This letter, including the attachments thereto, Exhibits A through G constitutes
Glendale's submission for your review under Section 5 of the Voting Rights Act. The
City of Glendale Special Bond Election is scheduled for May 15, 2007. Exhibit A,
Resolution No. 4013, New Series calls for a Special Bond Elections to submit to the
qualified electors five ballot questions on authorizing the issuance and sale of bonds of
the city to provide funds in specified amounts for enumerated public purpose. Exhibit
B Resolution 4025, New Series, sets forth the location of polls places and lists voter
information. Both resolutions are in English and Spanish. These resolutions are
published in both languages for two consecutive weeks in the local newspaper, the
Glendale Star.
Pre-Clearance 2006 Primary and General Elections
On September 12, 2006 and November 7, 2006, the City of Glendale conducted Primary
and General Elections. A copy of U.S. Justice Department letter of July 18, 2006 stating
no objection to the elections included as Exhibit C. The City of Glendale contracted
with Maricopa County for election services such as space on their ballot, tabulation and
polling places.
Polling Places
The May 15, 2007 Special Bond Election will have thirty polling places, with five in each
of six districts. This is an increase of six polling places, one per district, from the last
Special Election conducted on May 17, 2005. In the 2006 Primary and General, the City
of Glendale candidates and propositions were on the Maricopa County. Maricopa
County provided and precleared the polling places. The list of May 15, 2007 Special
Bond Election polling places is included in Exhibit B, Resolution No. 4025, New Series;
Exhibit D is the list of May 17, 2005 Special Election polling places.
The City Clerk's Department has provided Maricopa County with a list of polling
places. Our Service Agreement with Maricopa County requires them to inspect, provide
equipment, election officials, and manage the polling places. Exhibit E is a copy of the
City of Glendale Menu of Services agreement with Maricopa County.
The City's Commission on Persons with Disabilities and the Hispanics for Better
Education Committee will review the polling places The Chairperson for the Glendale
Commission on Disabilities is Ms. Rickie Ray, (623) 915-2045 and the contact person for
Hispanics for Better Education Committee is Mr.John Flores, (623) 937-0402.
Voter Information
The Arizona State Statues require Voter Information Pamphlets be mailed to every
household with a registered voter. However, the City of Glendale will print and mail
Voter's Informational Pamphlets to every registered voter in the city for the May 15,
2007 Special Election. Arizona voters passed a Proposition 200 approximately two years
ago, which has been approved by the Justice Department, requiring voter identification
at the polls. The mailing of the information pamphlet to every registered voter is not
required but will provide the voter with an official election document, acceptable as
identification at the polling place. This is a one-time additional expense to provide an
easier transition for voters to meet the identification requirements.
Annexations
The U.S. Department of Justice, Civil Rights Division letters of no objection to the city's
most recent annexations nos. 160 and 163 as well as the City's submittal letter to the
Justice Department are Exhibit F, and Exhibit G is a Maricopa County map of City of
Glendale's city districts and county precincts.

In the event of unforeseen circumstances in which a polling place cannot be utilized, the
City Clerk is authorized to acquire a replacement and notify all interested parties.
Bond Election Day Polling Place Hours
The polling places will open at 6:00 a.m. and close at 7:00 p.m.

A RESOLUTION OF THE COUNCIL OF THE CITY OF
GLENDALE, MARICOPA COUNTY, ARIZONA, SETTING
FORTH THE LOCATION OF THE POLLS FOR THE SPECIAL
BOND ELECTION ON MAY 15, 2007; AND PROVIDING FOR
AND GIVING NOTICE OF THE SPECIAL BOND ELECTION.
WHEREAS, the Council of the City of Glendale, Arizona (the "City"), approved in
Resolution No. 4013, New Series, the calling of a Special Bond Election (the "Election") on
May 15, 2007; and
WHEREAS, it is necessary that the City Council determine the polling places for the
Election.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
GLENDALE AS FOLLOWS:
SECTION 1. That the form of the Notice of Special Bond Election shall be as set forth in
Exhibit A.
SECTION 2. That the Polling Places for the Election shall be as set forth in Exhibit B
attached hereto.

NOTICE OF SPECIAL BOND ELECTION TO BE HELD IN AND FOR THE CITY OF GLENDALE, ARIZONA,
ON MAY 15,2007.
To THE QUALIFIED ELECTORS OF THE CITY OF GLENDALE,ARIZONA:
A special bond election will be held on May 15, 2007.
The last day to register to vote in the May 15, 2007 Bond Election is April 16, 2007.
The purpose of the election is to submit to the qualified electors of the City questions as
to whether the bonds described below of the City should be authorized to be issued.
The following provisions apply to all bonds to be voted on. In addition to each
specifically authorized purpose, bond proceeds may be used to pay all necessary legal,
accounting, financial, architectural, engineering and other costs in connection with the purpose
and to purchase bond insurance or other credit support for the bonds. The bonds may be issued in
one or more series. The bonds may be issued in such denominations as the Mayor and City
Council determine appropriate. Interest rates may be fixed or variable but shall not exceed
fourteen percent (14%) per annum. Interest will be payable semi-annually or more frequently.
Bonds will mature over a period not to exceed thirty (30) years from their date of issuance.
Bonds will mature on the days of each year determined by the Mayor and Council. The City may
contract for letters of credit, surety bonds, lines of credit or other credit or liquidity support in
connection with any one or more series of bonds.
The bond propositions to be submitted are as follows:
PROPOSITION NO. 1
BONDS FOR PUBLIC SAFETY
PRINCIPAL AMOUNT: $102,638,000
Purposes: Planning and constructing fire and police stations and substations and other public
safety buildings and facilities, new court building, and public safety training facility, acquiring
additional and replacement police and fire protection equipment and vehicles, renovating and
improving existing public safety facilities, and acquiring land and interests therein as may be
necessary for such facilities and equipment.
Payment of Bonds: Each series of these bonds may be issued at the option of the Mayor and
Council as general obligation bonds of the City and in which case the bonds shall be designated
General Obligation Bonds. The issuance of these bonds will result in an annual levy of property
taxes sufficient to pay the debt on the bonds.
PROPOSITION NO. 2
ECONOMIC DEVELOPMENT AND NEW JOB CREATION
PRINCIPAL AMOUNT: $51,588,000
Purposes: Promoting new private sector job creation through development and redevelopment
within the City of Glendale, including land acquisition to be used for public/private partnerships,
constructing infrastructure for future business parks, and acquiring land and interests therein as
may be needed for such purposes.
Payment of Bonds: Each series of these bonds may be issued at the option of the Mayor and
Council as general obligation bonds of the City and in which case the bonds shall be designated
General Obligation Bonds. The issuance of these bonds will result in an annual levy of property
taxes sufficient to pay the debt on the bonds.
PROPOSITION NO. 3
STREETS AND PARKING
PRINCIPAL AMOUNT: $79,065,000
Purposes: Constructing, reconstructing, improving and maintaining major and local streets,
highways and bridges and parking within the City, and further including but not limited to
downtown and City-wide parking garages, street signage, lighting, street widening and
landscaping, and acquiring land and interests therein as may be needed for such facilities and
purposes.
Payment of Bonds: Each series of these bonds may be issued at the option of the Mayor and
Council, either as: (1) street and highway user revenue bonds payable solely from the revenues
to be derived from taxes, fees, charges and other moneys collected by the State of Arizona and
returned to the City for street and highway purposes pursuant to law which have not theretofore
specifically been allocated and pledged for payment of other indebtedness of the City, so much
of such revenues as are necessary to pay principal and interest of the bonds to be irrevocably
appropriated for the purpose of paying such principal and interest; (2) tax secured revenue bonds
payable from such street and highway user revenues and, if such revenues prove insufficient,
from the levy of an ad valorem tax against the taxable property in the City, in which case the
bonds may be designated Tax Secured Street and Highway Revenue Bonds; (3) general
obligation bonds of the City, in which case the bonds shall be designated General Obligation
Bonds. The issuance of these bonds will result in an annual levy of property taxes sufficient to
pay the debt on the bonds, unless the governing body provides for payment from other sources.
PROPOSITION NO. 4
WOOD CONTROL
PRINCIPAL AMOUNT: $20,554,000
Purposes: Planning, constructing, acquiring and installing flood control facilities, including
joint facilities to be utilized with others and including but not limited to storm sewer lines and
drains, flood control channels, detention and retention basins, and acquiring land and interests
therein as may be needed for such facilities and purposes, such facilities to be used for reducing
flooding on properties and reducing street flooding.
Payment of Bonds: Each series of these bonds may be issued at the option of the Mayor and
Council as general obligation bonds of the City and in which case the bonds shall be designated
General Obligation Bonds. The issuance of these bonds will result in an annual levy of property
taxes sufficient to pay the debt on the bonds.
PROPOSITION NO. 5
PARKS AND RECREATION
PRINCIPAL AMOUNT: $16,155,000
Purposes: Planning and constructing new parks and recreation facilities city-wide and further
including but not limited to new swimming pools and indoor and outdoor multi-sport recreation
centers, planning, constructing, adding to and renovating existing parks and recreation buildings
and facilities, furnishing and equipping such buildings and facilities and improving the grounds
thereof, and acquiring land and interests therein as may be necessary for such facilities and
purposes.
Payment of Bonds: Each series of these bonds may be issued at the option of the Mayor and
Council as general obligation bonds of the City and in which case the bonds shall be designated
General Obligation Bonds. The issuance of these bonds will result in an annual levy of property
taxes sufficient to pay the debt on the bonds.
Votes may be cast at the polling places on the attached list, which will open at 6:00 a.m.
and close at 7:00 p.m.
Early voting shall be permitted in accordance with the provisions of Title 16, Chapter 4,
Article 8, Arizona Revised Statutes, as amended.

Mr. Murray:
I am attaching a copy of the City of Glendale, May 15, 2007 polling places. The polling
places that are * were not used in the last City election in 2005. All of the * polling
places, with the exception of the Desert Heights Center School has been used by
Maricopa County and/or the City in past elections. The Desert Heights Center School was
inspected by Maricopa County and by the City of Glendale Disability Commission.
All of our polling places were reviewed by Mr. John Flores, of the Hispanics for Better
Education Committee. After this review, Mr. Flores indicated that the Hispanic
Community in the downtown area usually voted at the Woman's Club which was not on
the list. We had contacted the Woman's Club but the cost we were initially quoted was
$250, which was more than double the cost we had budgeted or had paid in the past. We
decided to utilize another facility in the downtown, the United Methodist Church. After
hearing from Mr. Flores, we recontacted the Women's Club and were able to negotiate a
lower price of$125. Resolution No. 4025, which was included in the original submittal
and adopted by City Council, contained the United Methodist Church polling place.
Please note, per Resolution No. 4025, the City Clerk "...is authorized to acquire a
replacement and notify all interested parties" So, the polling place at the United
Methodist Church was eliminated and changed to the Women's Club. The City Council
was advised of the change. The change was made shortly after the City Council adoption
so the corrected poll list including the Women's Club was included in the election
advertising, web site and the Information Pamphlet mailed to every registered voter. I am
including a copy of the polling place list and cover of the Information Pamphlet showing
the Women's Club, Ocotillo District polling place, No. 20 listed.
As you know, we have not received our letter of"no objection" from the Justice
Department. I hope that after receiving this information, that you will fax at (623)463-
6678 the letter to me as the election is tomorrow. If you have any questions, please call

The polling places will open at 6:00 a.m. and close at 7:00 p.m.

Ocotillo and Cactus Districts will be shared. In the Yucca and Barrel Districts some of
the polling places will be shared and these are designated on the polling place list.
The City Clerks Department has requested a review of the 2005 Special Election
polling places by the Glendale Commission on Persons with Disabilities and the
Hispanics for Better Education Committee. The contact person for the Glendale
Commission on Disabilities is Ms. Vicky Loya, Chairperson, (602) 439-9049 and the
contact person for Hispanics for Better Education Committee is Mr. John Flores (623)
937-0402

The U.S. Department of Justice, Civil Rights Division letter of no objection to the city's
most recent annexations Nos. Ordinances Nos. 2336 (#148), 2362 (#151) and 2377
(#152) is attached as Exhibit H. Ordinance No. 2377 (#152) has a population of 2, the
other annexations have no population.

SECTION 1. That a special election is hereby called for May 17, 2005 referring the
following to the qualified electors of the City of Glendale for approval or rejection:
(1) Proposed granting of franchise agreements to Arizona Public Service and
Southwest Gas.
(2) Proposed Glendale City Charter amendments (Proposition 101). See Exhibit A
attached hereto and incorporated herein by this reference.
SECTION 2. That the City Clerk shall publish the Call for Special Election and the
proposed franchise agreements in full in a newspaper of general circulation for at least 30
consecutive days prior to the election.

Polling Place changes from 2004 Primary and General to 2005 Special Election
The Cholla district has one change.
Legend Springs School had another event planned that day, so we used the alternate
site of the Community Church of Joy, located at 21000 N. 75 Ave. This will affect the
Lone Cactus, 0452, and Beardsley, 0043, precincts.
The Sahuaro district has two changes.
#7 Thunderbird Retirement Community did not return our telephone calls, so we went co
the alternate of the City of Glendale Fire Station#153, located at 14061 N. 59 Ave. This
will affect the Calavar, 0076, Sunset Palms, 0852, and Sunup, 0855, precincts.
#8 Desert Valley Elementary School had another event planned that day. We contacted
several alternates, finally receiving approval from Foothills Elementary School, located at
15808 N. 63 Ave. This will affect the Pioneer, 0722, and St. Moritz, 0822, precincts.
The Barrel district had no changes.
The Ocotillo district had two changes.
#14 Faith Baptist Church did not return any of our telephone calls, so we went to the
alternate of the Challenger School, located at 6905 W. Maryland Ave. This will affect
the Tuckey, 0326, Burlington, 0327, and Peck, 0338, precincts.
#16 Glendale Women's Club was listed as an alternate on the list to which the clerk's
• office initially had access. Isaac Imes School was listed as the main place although on
subsequent reports they were listed as the alternate. They were agreeable to the election
being held there and returned the contract in a very short time period prior to contact
being made with the Women's Club.
The Cactus district had no changes.
The Yucca district had two changes.
#22 St. Andrew's Episcopal Church did not return any of our telephone calls,so we went
to the alternate of the Mensendick Elementary School, located at 5535 N. 67 Ave. This
will affect the Reade, 0333, Montebello, 0334, O'Neil, 0335, and Bethany Park, 1033
precincts.
#23 The name of the church changed from the Riverside Baptist Church to the Church on
Camelback.

This refers to the polling place changes and the March 9,
2004, joint election procedures with Alhambra Elementary School
District No . 68 for the City of Glendale in Maricopa County,
Arizona, submitted to the Attorney General pursuant to Section 5
of the Voting Rights Act, 42 U.S .C. 1973c. We received your
submission on November 25, 2003 ; supplemental information was
received on December 15, 2003 .
The Attorney General does not interpose any objection to the
specified changes . However, we note that Section 5 expressly
provides that the failure of the Attorney General to object does
not bar subsequent litigation to enjoin the enforcement of the
changes . See Procedures for the Administration of Section 5 of

Re: Submission Under Section 5 of the Voting Rights Act
City of Glendale, Arizona — 2005 Special Election
Dear Sir or Madam:
This letter, including the attachments thereto, (please see Exhibits A through G for
detailed information) will constitute our submission for your review under Section 5 of
the Voting Rights Act. The City of Glendale Special Election is scheduled for May 17,
2005. Resolutions Nos. 3823 and 3824, New Series are Exhibit A, which places two
franchise agreements and a charter amendment on the ballot. The Call of Election
Resolution No. 3825, New Series is Exhibit B. All of these resolutions are in English and
Spanish. These resolutions are published in both languages for two consecutive weeks
in the local newspaper, the Glendale Star. •
Pre-Clearance 2004 Primary and General Elections
On March 9, 2004 and May 18, 2004, the City of Glendale conducted Primary and
General Elections. A copy of U.S. Justice Department letter of January 14, 2004 stating
no objection is included as Exhibit C.
Polling Places
As in the 2004 Primary and General Elections, the polling places have been evenly
distributed with each district having four polling places. The 2004 Primary and General
Election list of polling places is Exhibit E. The 2005 Special Election list of polling
places is Exhibit F with an explanation of changes attacbad.
The City of Glendale will be sharing the ballot and the polling places at some of the
