MINUTES OF THE REGULAR MEETING FOR THE
ARTS COMMISSION
HELD WEDNESDAY, MAY 6, 2009
LIBRARY BOARD CONFERENCE ROOM

The meeting was called to order at 4:02 p.m. by Chairperson Darrell Criswell. Commission
members Enid Spear, M.B. Finnerty, Winifred Kultala, Manny Burruel and Winona Passmore
were in attendance. Representing city staff were Rex Gulbranson, Arts and Culture
Administrator and Sandra Keely, Public Art Coordinator. Guests in attendance were Gustavo
McGrew from PSA Art Awakenings, Martin Moreno from Las Artes de Maricopa, Paul
Bernardo from Glendale Parks and Recreation Department and Terry Johnson, Sandy Adams and
Purab Adabala from the Glendale Transportation Department. Melinda Bergman, Community
Arts Coordinator and J. Gibran Villalobos, Collections/Exhibitions Coordinator were absent.
Chairperson Criswell stated that the meeting agenda would be changed to allow the two presenters to
make their reports prior to conducting other Commission business.
PSA ART AWAKENINGS/LAS ARTES DE MARICOPA
Mr. Gustavo McGrew and Mr. Martin Moreno presented this item on the proposed mural project
for Sahuaro Ranch Park Historic Area. PSA Art Awakenings approached the Glendale Chamber
Foundation to fund this project. Mr. McGrew explained how this art project opportunity will
enhance the park. The Glendale Parks and Recreation Department requested that the Glendale Arts
Commission review and approve the proposed mural's design and site. The site is the south-facing
block wall on the park's north boundary, directly adjacent to the Main Library's property.
Mr. Moreno, Lead Artist for Las Artes de Maricopa, presented the proposed design and site plan for
the 24' long mural. Production of the mural project will engage students from both Horizon
Elementary Schools and Las Artes de Maricopa, which is a collaborative program of PSA Art
Awakenings and the YMCA. He explained that the proposed design plan for the mural features
peacocks as the primary element. He also provided several ideas on how to incorporate the art
work on the two selected walls. He stated that their project vision was to bring services to
multiple communities by promoting hope, recovery, diversity and wellness. He explained that
most of their art projects have not been vandalized. He indicated that should this project be
recommended to move forward, they hope to have it completed sometime in November of 2009,
along with a dedication ceremony.
Commissioner Burruel inquired as to what the next step for the Art Commission was, and what
other agencies would also have to review this project. Mr. Rex Gulbranson responded that this
project would have to be reviewed by the Glendale Arizona Historical Society.

A MOTION was MADE by Commission member Burruel to RECOMMEND APPROVAL for
the design and site for the mural project for Sahuaro Ranch Park Historic Area, but this
approval is contingent upon PSA Art Awakenings/Las Artes de Maricopa obtaining input on
final design and color palette from the Glendale Arizona Historical Society and the Glendale
Parks and Recreation Advisory Commission. The MOTION was SECONDED by Commission
member Finnerty and carried unanimously.
TRANSPORTATION PLAN
Mr. Terry Johnson, Deputy presented an update on the City's new Transportation Plan. He
stated that the Transportation Plan was last updated in 2001, almost eight years ago. The first
step in the process has been to assess transportation needs. He indicated that while population
growth was slowing, employment is projected to continue to grow. The plan identifies new
streets and improvements, transit and bicycle projects. He discussed improvements in
intersections, bike routes, lighting and bus transit.
PUBLIC COMMENTS
At this time the Commission will hear comments from the public; however, the Commission
may not discuss or consider items not appearing on the agenda unless an actual emergency
exists. There were no public comments.
APPROVAL OF THE MINUTES
The Commission members discussed funding recommendations made at the April 27, 2009, meeting
for the 2009-2010 Performing Arts Projects. Commission member Spear recommended funding the
Bead Museum. Commission member Finnerty recommended that the Bead Museum utilize some of
the Commission's grant funds to increase community outreach activities.
A MOTION was MADE by Commission member Passmore to APPROVE the minutes of
the April 27, 2009 meeting and recommended approval for the Bead Museum performing
arts funding for $2,500, which brings the total budget for the 2009-2010 Performing Arts
Grants to $35,500. The MOTION was SECONDED by Commission member Kultala and
carried unanimously.
STAFF REPORTS/UPDATES
Glendale Arts Council Youth Art Show
Mr. Rex Gulbranson presented this item. He reported on the Glendale Arts Council Youth Art
Show held on April 23rd—May 3`d. He stated the event was very well attended with over 300
people. Many parents and families were in attendance. He noted the Arts Commission provides
funding for the awards.
Culture Pass
Mr. Rex Gulbranson presented this item. He stated library cardholders can go to their local
libraries and check out a Culture Free Pass to visit a particular institution. The check out receipt
becomes the admission ticket for up to 4 free passes to 13 museums in the Greater Phoenix area.
Public Art Projects

Ms. Sandra Keely reported on this item. She stated the Myk Bates' public art project for the
Main Library Youth Department Passageway was almost complete except for a few minor
adjustments. The target date for completion is Friday, May 16, 2009. She also reported that the
restored bell for the new Fire Station 151 had been installed.
Art Maintenance Updates
Mr. Rex Gulbranson presented this item. He reported that they were having problems with
vandalism at the Veterans Memorial. He stated some of the leaves on the sign along 59th Avenue
were stolen. Staff is working with the artist to make the repairs.
COMMISSIONER COMMENTS
Commissioner Spear commented on the Bead Museum performing arts project. She explained
that the Commission's goal was to stay within their budget and support performing arts
programs, which brought the most art exposure to the citizens of Glendale. She expressed
concerns about the Bead Museum's current struggles and said she was pleased that the Arts
Commission would help the museum succeed by supporting the performing arts project.
Commissioner Finnerty reiterated that she would have liked to have seen more community
outreach included in the Bead Museum's application.
NEXT MEETING
The next meeting for the Arts Commission will be on Wednesday, June 17, 2009. The May 20,
2009 Commission meeting is cancelled. The meeting will begin at 4 p.m. and will be held in the
2nd Floor Board Conference Room at Glendale Public Library, 5959 West Brown Street in
Glendale.
ADJOURNMENT
A MOTION was MADE by Commission member Finnerty to ADJOURN the meeting. The
MOTION was SECONDED by Commission member Passmore and carried unanimously.
As there were no further comments, the meeting was adjourned at 5:55 p.m.
