The meeting began with the Commission welcoming two new members. Ms. Linda Sue Trumble and Ms. Mary Lou McNeill both received their oath of office at the May 26, 2009, City Council Meeting. Ms. Trumble had previously served on the Commission. Chairperson Zomok called for Approval of the April 23, 2009, meeting minutes. Commissioner Shady MADE a MOTION to APPROVE the minutes of the April 23, 2009, meeting. Commissioner Leimeter SECONDED the MOTION. The motion passed unanimously. Chairperson Zomok called for Business From The Floor. There was none. Chairperson Zomok called for Withdrawals or Continuances. There were none. GRANTS FOR HISTORIC PRESERVATION: Ms. Paula Moloff, Grants Administrator for the City of Glendale, will give a presentation to the Commission to provide an overview of the history and key projects related to historic preservation grants, and to explain the key role historic preservation grants play in Glendale's Historic Preservation Program. Ms. Paula Moloff, City Grants Coordinator, gave an informative presentation on the importance of grants to the city and to historic preservation. Ms. Moloff was hired in 1993 on a 10 month temporary basis because the City Council felt it might be beneficial to have someone coordinating and writing grants. She said 16 plus years later she has been responsible for bringing in over 30 million dollars of grant funds for a variety of city departments. She said the city has received $4.5 million in Heritage Fund Grants for parks, open space and historic preservation. Ms. Moloff's first historic preservation grant was for restoration of the barn at Sahuaro Ranch. There have been other Heritage Grants for Sahuaro Ranch for restoration of buildings. She continued by stating the most significant Heritage Grant for the City of Glendale was the acquisition of Manistee Ranch historic buildings and land. In the mid 1990's, the Sands family had made an agreement to sell the historic property to Albertsons for a shopping center. This important part of Glendale's history would be lost forever for a shopping center. The Mayor formed a citizens committee to see how the property could be saved. Ms. Moloff was able to get two Heritage grants. One grant was for Parks to acquire the date grove and the second through the Glendale Historical Society to buy the land for the buildings. The buildings were donated. The Sands family even helped financially with the deal in providing the land at a lower price. The Heritage Grants totaled to more than $800,000 and raised the wrath of the City of Mesa who wrote a complaint letter to the State. Ms. Moloff mentioned the close working relationship with the Planning Department in developing Heritage Grant applications and with the Planning Department successively implementing the grants. The grants were for National Register nominations, restoration of 13 houses in Catlin Court and restoration of 3 houses in Floralcroft. She was very helpful with funding for the Bronze Plaques Program. Ms. Moloff noted city departments need to be careful for what they ask for, because they will need to implement it, since the agreements are legal documents. Also, departments need to understand there may be operating cost with grant projects. The Commission thanked her for all her years of service and for the information provided this evening. May 28, 2009 Historic Preservation Commission Minutes Page 3 CERTIFIED LOCAL GOVERNMENT GRANT PROJECT: The Historic Preservation Commission will hear an update by the staff liaison on the Certified Local Government Grant Project. Ms. Karen Flores, AICP, Planner, updated the Commission on the CLG Grant indicating meetings have been set up for both the Northfield property owners and the Thunderbird Estates/McDonald Addition property owners in late June to explain the nominations and what it means to be listed on the National Register. Staff is awaiting the award results of the 2009 CLG grant application to do the Sands/Estates historic district nomination. Chairperson Zomok called for the Staff Report. Ms. Flores talked about electronic conversion of the Catlin Court Overlay District and Catlin Court PAD. Ms Flores also reported on the successful 2009 Historic Preservation Bus Tour with 34 participants, and the Ruth Byrne Historic Preservation Award presentation at the May 26, 2009, City Council meeting. The recipient Nelda Crowell was thrilled as was the Thunderbird School of Global Management. Chairperson Zomok called for Commission Comments and Suggestions. Commissioner Shady stated she really enjoyed the bus tour as did Commissioner Grose. Since there was no further business, the meeting adjourned at 7:49pm.
