Call to Order and Welcome The meeting was called to order at approximately 6:33pm. A quorum was present. Chairperson Ray introduced Commissioner Gerald Zastrow, who was appointed in April. He was welcomed by the Commission. 2. Approval of Minutes from April 21. 2009,Meeting Minutes Chairperson Ray called for a Motion. Commissioner Shaaban made a motion to approve the minutes as written. Commissioner Kulp seconded the motion. The motion passed unanimously. 3. Sneaker: Cathy Colbath, Sandy Adams, and Terry Johnson - Transportation Department Chairperson Ray introduced Ms. Sandy Adams with the Transportation Department. Ms. Sandy Adams introduced Cathy Colbath with the Transit Division and Mr. Terry Johnson with the Transportation Department. Ms. Adams stated that she and Ms. Colbath had visited the Commission approximately 18 months ago and were in attendance today to provide current project information. Ms. Adams distributed a survey to the Commission and asked they complete and return to her. The survey is an important part of how the Transportation Plan would include proposed road, transit, bicycle, and other improvements. She indicated input from the Commission is very Commission on Persons With Disabilities May 19, 2009 Page 2 important in order to revise the Plan before it is submitted to the City of Glendale City Council. Mr. Johnson made a PowerPoint presentation to the Commission regarding the Transportation Plan Update. He noted the GO Projects that have been completed and those currently under construction. He indicated the growth in population and its ties with employment trends for the past 30 years. Included in his presentation were projections for the next 20 years. He provided a detailed explanation of the future street lanes that would be widened to accommodate future traffic growth. He also reviewed the local bus service indicating what exists and where new service is needed. He continued by providing information regarding Regional Transit Facilities. Mr. Johnson described the bicycle improvements that would be occurring. In closing, Mr. Johnson explained the cost of the plan and how funding is provided. Ms. Colbath provided a review of the current bus service provided to the citizens of Glendale. She provided the Commission with a copy of the 2009 Annual Report, "Where We're Going". Commissioner Kulp asked a question regarding the design of the speed humps. She added someone in a power chair would be likely to tip out from the chair if driving over certain style humps. Commissioner Muth suggested that all speed humps be uniform. The Transportation staff said they would review the style and design of the speed humps. In response to a question regarding hearing impaired intersections, Mr. Johnson said intersections are equipped with the 'chirp' for the hearing impaired upon request. Chairperson Ray suggested this information be added to the FAQ webpage the Commission is compiling. 4. New Business Chairperson Ray called for New Business. There was none. S. Old Business Chairperson Ray called for Sub-committee updates. Mini-grants — Commissioner Koehler asked the Commission for comments regarding the "Request for Financial support" document. He indicated the document must be revised and a listing of corporations or companies that could be potential donators should be compiled. Chairperson Ray submitted her changes in writing to the Commission. Commissioner Kulp presented her suggested revisions, which included obtaining a contact from each company. She believed a response may be received if the letter is addressed to a specific person. After a brief discussion, the Commission agreed it may be difficult to obtain donations from a business that would then in turn be awarded to another organization. The Commission on Persons With Disabilities May 19, 2009 Page 3 Commission discussed how the business / person making the donation would be recognized. Also, it was suggested that a minimum donation amount be added to the document. Chairperson Ray stated that in the event the Commission is unable to obtain donations, an alternative may be suggested. She said recently attended Tempe's disabilities recognition luncheon. She explained the cost saving measures taken by the City of Tempe in order to put on a cost effective recognition program. Accessibility — Commissioner Kulp questions the night time lighting in handicapped parking areas of the Main Library. She will place her concern through Accessglendale for assistance. Chairperson Ray said that she had researched the rates of providing closed caption for KGLN Channel 11. She explained the different types of captioning and the various rates. She said at this time there are no funds for closed caption for any programs other than the City Council public hearing. She stated it is a legal requirement that closed captioning is added to meetings where legal action is being taken. But there are many interesting shows on KGLN that are shown repeatedly that may be enhanced with closed captioning. Chairperson Ray suggested that Channel 11 should be contacted to see if closed captioning is something the station is still interested in. The Commission reached a consensus that the Accessibility Sub Committee would begin to research this matter. Parking — Commissioner Muth deferred to Ms. Charters. Ms. Charters said the City Court is keeping track of handicapped parking violations. The system they have in place will track citations given each year and a comparison can be done annually. Chairperson Ray suggested that an increase in the fine may deter drivers from violating the handicapped parking laws. She stated the City of Glendale has one of the lowest fines when it comes to handicapped parking violations. Technology — Commissioner Hendrix had departed the meeting early. Chairperson Ray stated the website has been updated and it is much improved. Chairperson Ray said she would ask Commissioner Hendrix to add a link to the city's Transportation Department. 6. Other Business From the Floor Chairperson Ray asked for Other Business from the Floor. Commission on Persons With Disabilities May 19, 2009 Page 4 Ms. Ginn)/ Clark-Wright, State Chapter Coordinator with the Hearing Loss Association of America, stated she is pleased to be involved with this Commission and is anxious to meet with Ms. Alma Carmichael, ADA Coordinator for the City of Glendale.
