MINUTES OF THE REGULAR MEETING FOR THE
ARTS COMMISSION
HELD WEDNESDAY,MARCH 18, 2009
LIBRARY BOARD CONFERENCE ROOM
SECOND FLOOR

GLENDALE,ARIZONA
The meeting was called to order at 4:00 p.m. by Chairperson Darrell Criswell. Commission
members Enid Spear, M.B. Finnerty, Winifred Kultala and Winona Passmore were in
attendance. Commission member Manny Burruel was absent. Representing city staff were Rex
Gulbranson,Arts and Culture Administrator, Sandra Keely, Public Art Coordinator and J. Gibran
Villalobos, Collections/Exhibitions Coordinator. Melinda Bergman, Community Arts
Coordinator,was absent.
PUBLIC COMMENTS
At this time the Commission will hear comments from the public; however, the Commission
may not discuss or consider items not appearing on the agenda unless an actual emergency
exists. There were no public comments.
APPROVAL OF THE MINUTES
A MOTION was MADE by Commission member Finnerty to APPROVE the minutes of
the January 21, 2009 meeting. The MOTION was SECONDED by Commission member
Kultala and carried unanimously.
ARIZONA COMMISSION ON THE ARTS
Mr. Rex Gulbranson, Arts and Culture Administrator, presented this agenda item. The arts
program will submit a grant application to the Arizona Commission on the Arts to support
operations during the 2009-2010 fiscal year. The grant guides call for submitting a cultural
diversity statement that is annually updated and approved by the applicant's board. Mr.
Gulbranson asked the Commission members to review the application for any comments or
revisions. After reviewing the document, the Commission was in agreement and Chairperson
Criswell signed the document. The Arts Commission will continue to advocate and work to
assure culturally diverse programming and projects for Glendale.
A MOTION was MADE by Commission member Spear to APPROVE the 2009-2010
Cultural Diversity Statement. The MOTION was SECONDED by Commission member
Passmore and carried unanimously.
UPCOMMING MEETINGS/GUIDELINES FOR PERFORMING ARTS GRANTS UPDATE
Mr. Rex Gulbranson, Arts and Culture Administrator, presented this agenda item. The guidelines
for the 2009-2010 Performing Arts Grants have not been released to applicant organizations over
budget concerns. Because of pending budget reductions, the grants budget has been greatly scaled

back by 60%. The next two regular Arts Commission Meetings will be vacated to be replaced by
two special meetings to review and approve the Performing Arts Grants. He anticipates the grants
review process occurring quickly in order to provide the Arts Commission's recommendations to the
City Council before their summer recess.
Commissioner Spear commented that since everyone was scaling back, she believes companies will
understand accepting less grant funding. Mr. Gulbranson stated it was the trend that everyone was
currently following. Additionally, many performing art programs were modifying their schedules
and consolidating events.
A MOTION was MADE by Commission member Finnerty to VACATE the Commission's
regular meetings on April 15 and May 20, 2009, and schedule special meetings for April 27 and
May 6, 2009, to review and approve the 2009-2010 Performing Arts Grants. The MOTION
was SECONDED by Commission member Kultala and carried unanimously.
STAFF REPORTS/UPDATES
Glendale Arts Council Youth Art Show
Mr. Rex Gulbranson, Arts and Culture Administrator, presented this item. He reported that the
show will run from April 23rd to May 3`d, 2009 at the Sahuaro Ranch Packing Shed Gallery. The
Arts Commission funded the Student and Teachers Awards. He stated the Commissioners
should be receiving their invitations and were encouraged to attend.
Maricopa Partnership for Arts and Culture
Mr. Gulbranson presented this item. He explained that Maricopa Partnership for Arts and
Culture (MPAC) was founded in July 2004 at the recommendation of the Maricopa Regional
Arts and Culture Task Force. It is a regional nonprofit organization that promotes a vibrant
creative community as a critical partner in the economic vitality of Greater Phoenix. He
provided an informational pamphlet that is being used to promote awareness and support for the
arts.
Mr. Gulbranson and Chairperson Criswell discussed the MPAC Arts Summit they had recently
attended in Phoenix. Chairperson Criswell commented on the impressive panel and the facts and
figures presented. He remarked that the summit also dealt with how the arts were being affected
by the current economic climate.
Public Arts Projects
Ms. Sandra Keely, Public Art Coordinator, reported on this item. She stated that some public art
projects were temporarily suspended over budget concerns. However, the Mike Bates' Youth
Department Passageway Project at the Main Library was almost complete. She indicated they
had been working on updating the arts website.
Community Arts
Mr. Gulbranson reported on behalf of Ms. Melinda Bergman, Community Arts Coordinator. He
indicated that the contracts for the Jazz and Blues Festival have been completed and everything
was on track. He also reported that the Summer Art Camp will be using on-line registration
through the Parks and Recreation Department.

Adult Center Exhibit
Mr. Gibran Villalobos, Collections and Exhibitions Coordinator, presented this item. He
provided a PowerPoint presentation on purchases that were made at the Glendale Arts Council's
46th Annual Juried Fine Arts Exhibition at the Sahuaro Ranch's Fruit Packing Shed Gallery. He
reported that an artwork purchased at the Arts Council exhibition by Gordon McAdam had been
returned for a refund. McAdam's artwork did not meet the Arts Council's eligibility rules for
recently created work. He also invited everyone to the opening of the Arizona Watercolor
Association's Annual Exhibition at the Glendale Adult Center on March 31, 2009.
Art Maintenance Updates
Mr. Villalobos reported that they will be cleaning the Glendale History Walk at the downtown
parking structure prior to the Jazz and Blues Festival. He stated that a new exhibition of 48
photographs had been installed at the Public Safety Training Center Lobby.
COMMISSIONER COMMENTS
Mr. Gulbranson reported that Commission member Eddy resigned from the Arts Commission. She
recently moved to a new home outside of Glendale.
Commissioner's Finnerty and Kultala commented on the Glendale University 101 - 10 week course.
They encouraged anyone who had not taken it to consider it. They both greatly recommend it.
Commissioner Passmore remarked on a water feature at Sensory Garden which was damaged. Mr.
Villalobos stated he would look into it.
NEXT MEETING
The next meeting for the Arts Commission will be on Monday, April 27, 2009. The meeting will
begin at 4 p.m. and will be held in the 2nd Floor Board Conference Room at Glendale Public
Library, 5959 West Brown Street in Glendale.
ADJOURNMENT
A MOTION was MADE by Commission member Kultala to ADJOURN the meeting. The
MOTION was SECONDED by Commission member Passmore and carried unanimously.
As there were no further comments, the meeting was adjourned at 4:50 p.m.
