LIBRARY ADVISORY BOARD MEETING

CALL TO ORDER
Ms. Lee, Chairperson, called the meeting to order at 7:00 p.m.
APPROVAL OF MINUTES
Mr. Geurs moved that the minutes of the meeting held February 19, 2009 be approved as written. The motion,
seconded by Ms. Donley, passed unanimously.
RULES OF CONDUCT
Library staff recently completed a review of the "Rules of Conduct"policy, last done in 2004. Periodically,the
policy is revised based on the library's specific conditions as well as consideration of other libraries' policies.
Staff had asked to add a clause prohibiting the increasingly popular wheeled footwear being worn by children,
due to its hazardous nature, not only for the child wearing them, but for other library patrons as well. At the
meeting held February 19, 2009, Ms. Donley had suggested that the issue of offensive clothing be addressed. In
addition, Ms. Lee suggested changing the phrase "use of a public library"to read"legitimate use of a public
library." The suggested revisions were forwarded to the City Attorney for review and opinion. The City
Attorney's office endorsed the policies as revised, with one exception. There will be no reference to offensive
clothing, as it is a freedom of expression issue. Ms. Donley moved to endorse the Rules of Conduct as revised.
The motion, seconded by Mr. Wixon,passed unanimously.
BRAINSTORMING OF IDEAS
During economic downturns,people turn to libraries for their reading and viewing needs, reference needs such
as job searching, resume writing and internet access and for entertainment and programming. Library Advisory
Board members were given an opportunity to brainstorm ideas for our libraries in these economically difficult
and challenging times. The following were mentioned:
Apply for grants to arts organizations and clubs
Matching grants
Naming rights for book donations
Book wish list posted
Additional publicity for book sales
Book plates
Promotional items for sale
Promotional envelopes in city water bills or distributed at Adult Center
Return to core values (books, staff, computers)
Reorganization
Increased use of volunteers,particularly teens
Advertize in local news media outlets and newsletters
Online payment of outstanding fines and fees
Sponsorship of programs
Charge for special programs and events (birthday parties, weddings, receptions)
LIBRARY DIRECTOR UPDATE
Ms. Komernicky provided updates on the following:
• Awards--"Employee of the Month"Award—Due to time constraints, no "Employee of the Month" was
chosen for the month of March. Ms. Komernicky presented a plaque to Mr. Geurs, in recognition of his
service to the Library Advisory Board, and commented that she is grateful for his dedication and
contributions to the library.
• Budget Update—City Council will be considering the City Manager's recommended balanced budget at
a series of upcoming council workshop sessions.
• National Library Week—National Library Week will be celebrated from April 12-18, with a variety of
programs and events at each of the three libraries. April 16th is recognized as Teen Literacy Day.
• Strategic Plan Process—The Strategic Plan Process has been placed on hold pending a reorganization of
library staff and functions, due to the retirements of several staff members.
• Glendale Elementary School District—A evaluation by library staff indicates that a majority of students
in the Glendale Elementary School District currently hold library cards as a result of the "First Grade
Reading Program."
• Mega Book Sale—This year's Mega Book Sale at the Main Library earned $5,766.80. Many thanks to
all who gave of their time to help its success.
• Culture Pass Program—The Culture Pass program will begin March 30th, allowing patrons the
opportunity to check out passes at a variety of local museums for free admission for four people.
Venues include the Phoenix Art Museum, the Phoenix Zoo, the Bead Museum,the Arizona Science
Center and the Heard Museum, among others.
• Other Updates—The eighth annual ONEBOOKAZ program will begin in April. The program is an
opportunity for people all over Arizona to read and discuss the same book. This year's session features
two books by Arizona authors, both originally from Nogales. Alberto Rios' Capirotada: A Nogales
Memoir is the adult selection and Roni Capin Rivera-Ashford's Hip Hip Hooray, It's Monsoon Day! is
the children's selection.
LIBRARY ADVISORY BOARD COMMENTS AND SUGGESTIONS
Ms. Burr would like to see a"Friends of the Library" group revived.
Mr. Geurs has chosen not to seek reappointment to the Library Advisory Board for a second term. Due to the
loss of federal grant funding, Mr. Geurs will be dedicating more of his time in efforts to improve his
neighborhood. He extended his compliments to city staff, noting their passion, commitment and accessability.
Mr. Geurs encouraged his fellow board members to become even more involved.
Ms. Lee extended her thanks to Mr. Geurs for his outstanding contributions to the board. Ms. Lee also
expressed her hope that all members of the board were able to visit the "Digital Library,"which recently paid a
visit to the Main Library.
COMMENTS
There were no members of the public present at the meeting.
ADJOURNMENT
Ms. Donley moved that the meeting be adjourned. The motion, seconded by Mr. Wixon, passed unanimously.
The meeting was adjourned by Ms. Lee at 8:22 p.m.
