MINUTES OF THE REGULAR MEETING OF THE
PARKS AND RECREATION ADVISORY COMMISSION
HELD MONDAY,NOVEMBER 13, 2006
5970 WEST BROWN STREET
GLENDALE ADULT CENTER
Chairperson Simon called the meeting to order at approximately 7:00 p.m. with
Commissioners Ruben Gutierrez, Raymond Kultala, Michael Socaciu, Morris Russell,
and Sara Berry. Representing city staff was Becky Benna, Shirley Medler, Karen Hesser,
Bill Schwind, Roger Boyer, Clyde Brown, Colleen Dallmann, and David Seid.
Chairperson Simon read the Mission Statement for the record.
L APPROVAL OF MINUTES—OCTOBER 11, 2006, MEETING
Chairperson Simon called for approval of the minutes.
Chairperson Simon had the following corrections:
Page 3, third paragraph from bottom...."dead items removed immediately whether or not
they are replaced."
Page 6, second paragraph from the bottom..."...She stated that anytime... "She" should
read"Ms. Medler."
Page 7, last paragraph Commissioner Farley rather than Socaciu. "that item#3 should
read ... that item#5 had been tabled to see what would develop."
A motion was made by Commissioner Socaciu to accept the minutes as amended.
Commissioner Russell seconded the motion. The motion carried unanimously.
II. STAFF REPORTS
Shirley Medler stated the Glendoberfest held at the Sahuaro Ranch Historic Area was a
great success thanks to the many community volunteers and students from Arizona State
University. She said it was well attended.
Karen Hesser said that the fence at New World Park was recently repainted by a local
Cub Scout troop on November 5. She also congratulated staff for the Glendoberfest
program held on October 31St
Bill Schwind provided an update on several active capital improvement projects.

III. COMMISSION COMMENTS
Commissioner Russell stated the grand opening of the Foothills Recreation and Aquatics
Center was great and he added that the reopening of New World Park was also great.
Chairperson Simon asked if the Commission would be able to review the capital
improvement program at the next meeting.
Chairperson Simon also suggested the Commission goals should be reviewed at the
December meeting.
IV. REVIEW PARKS AND RECREATION ORGANIZATIONAL CHART AND
DIVISION RESPONSIBILITIES
Ms. Benna reviewed the most recent Parks and Recreation Department staff
organizational chart.
V. OVERVIEW OF ADULT CENTER OPERATIONS
Ms. Medler introduced Adult Center Recreation Manager Colleen Dallmann and
Recreation Coordinator David Seid.
Ms. Dallmann provided an operations overview that included the center's mission
statement: "To provide quality recreation, education and social activities for the adult
general public." She stated the center user demographics include 1.9% Sun City, 8%
Peoria, 16.3%Phoenix, 64.5% Glendale, and 8.8% from other areas of the valley.
The hours of operation are Monday through Friday 8am to 8pm, Saturdays from 9:00 a.m.
to 1:00 p.m. and 7:00 p.m. until 9:30 p.m. She stated the evening and Saturday hours
were implemented in July 2004.
Ms. Dallmann said the Glendale Adult Center areas of responsibility include recreation
programming for adults 18 and over; partnership development and management; identify,
train and supervise over 200 center volunteers, planning and implementing the adaptive
programming; and center facility rentals.
She said there were 162 volunteers in 2004 with 241 current active volunteers in 2006.
The center offers a variety of ongoing activities for the participants, such as exercise,
fitness room, music, a nutrition program, and cards and games. Classes offered include
areas such as computers, dance, and AARP Driver Safety. Also offered are various clubs
including ceramics, fix-it club, lapidary, and sewing. She added there are over 54 trips
offered annually and the gift shop is open daily.

The total number of participants for fiscal year 2005/2006 was approximately 143,752.
The Adult Center partners with agencies such as the YWCA of Maricopa County,AARP,
and the City of Peoria.
The rental attendance for fiscal year 2005-2006 thus far is 19,567 participants. The areas
are rented for functions such as weddings, anniversaries, graduations, birthday parties,
baby showers, and city and community meetings.
Ms. Dallmann said the operations manual was completed in 2006. She said staff is
currently preparing a business plan to provide direction for the center's future
programming and operational needs.
Ms. Dallmann concluded her presentation by stating that the center's benefits provide
participants opportunities for recreation, socialization, education, and improved quality of
life through health, fitness, and reduction of isolation.
Ms. Benna encouraged the Commission to attend an upcoming event at the Adult Center
to experience the energy those in attendance offer.
Commissioner Russell stated he loves the facility and so does his grandson.
Commissioner Russell expressed his concern with some of the participants may not be
able to afford the trips offered. Mr. Seid explained there are a variety of trips offered
whether it is a weekend trip or a day trip. Commissioner Russell asked if the Center has
pursued a sponsorship program for the trips. Mr. Seid said no.
Chairperson Simon stated this is an ideal location for the Adult Center.
Commissioner Socaciu stated there is no visibility of the center from the main road. Ms.
Dallmann indicated that though the entrance signage is small and low to the ground,
interested participants still manage to find the center. She added that the signs installed
on 59th Avenue provides direction information to the center.
Chairperson Simon asked to review the Business Plan. Ms. Benna stated staff can
provide the Commission an overview of the plan once it is completed.
Ms. Benna thanked Ms. Medler and her staff for their dedication and hard work related to
the Adult Center.

VI. NEXT MEETING: Monday, December 11, 2006, at 7:00 p.m. in Room B-3 of
the Municipal Office complex.

The meeting was adjourned at 8:09 p.m.
