Regular Meeting Minutes
Council Conference Room
5850 West Glendale Avenue
Glendale, AZ
Chair Manny Martinez called the meeting to order at 9:07 a.m. Present were Chair
Manny Martinez and Councilmember Phil Lieberman and Councilmember Steven Frate.
Also in attendance were Kristen Kennedy, Kriss Carneal, Kyle Mickel, Sylvia Charters,
Lorraine Pino, and Ricki Ray.
1 — Approval of Minutes: Councilmember Phil Lieberman made a motion to approve
the minutes from the December 4, 2007 meeting. Vice Mayor Manny Martinez seconded
the motion. Motion approved.
2 — Resignations: Received notification from Lori Litewski, Community Revitalization
Secretary, that Pete Spagna may be resigning. Kristen Kennedy will contact Pete Spagna
to check on his status.
Note: Item 4 was first followed by item 3 as one of the guests needed to leave
quickly.
4 — Presentation from Chair Ricki Ray on Disability Commission: Ms. Ricki Ray
provided an update on the progress and activities with the Disability Commission. They
have developed ways to serve as advocates to the citizens and visitors of Glendale. A
new website has been developed by the commission, with the help from Lorraine Pino
from our Tourism Office and Ginger and Leslie from our Marketing Department. This
webpage (www.accessglendale.com) is a resource for people who have disabilities to use.
It will provide information on what restaurants, hotels, stores, etc. that will be accessible
for the disabled, whether you are in a wheelchair, blind, deaf, etc. There will be
brochures available with the same information. The website should be finished in a few
days and the brochures should be available before the Super Bowl. Kristen would like
the public to know how this Commission is helping our community and use this as a
recruitment piece. Kristen suggests that they see how this impacts our community and
give recognition for the great partnership with the city departments and the Disability
Commission.
3 — Presentation from Staff Liaison Kyle for JSAB: Kyle Mickel gave an update on
the Judicial Selection Advisory Board. Kyle provided a list of three nominees that the
Board of Governors have provided for the State Bar vacancy. Kyle advised that there
will be two additional at-large members terming out in April of 2008, who the Mayor and
Council will appoint. These individuals cannot be a member of the bar, judge, former
judge, or a city employee to serve. Kyle stated that the board has recommended
removing Kyle from being the liaison on this committee, due to conflict of interest, as he
is an assistant to the Judge. The board recommends that Human Resource should be the
1
liaison for this board. Alma Carmicle attended their last meeting and is aware of this
recommendation.
5 — Protocol for married couples to serve on same Board/Commission: Vice Mayor
Martinez, Councilmember Frate and Councilmember Lieberman are not in favor of
allowing married couples to serve on the same board/commission. They would like to
keep the boards impartial.
6 —Next GSC Meeting & Next Evening Meeting for Oaths: The next GSC meeting
will be on February 5, 2008. The next evening meeting for oaths will be on January 22,
2008.
7 — Request for Motion to Adjourn to Conduct an Executive Session: At 9:44 a.m.
