HomeMy WebLinkAboutMinutes - Minutes - Commission on Persons with Disabilities - Meeting Date: 6/20/2006 MINUTES OF THE MEETING OF COMMISSION ON PERSONS WITH DISABILITIES GLENDALE MAIN PUBLIC LIBRARY BOARD ROOM 5959 WEST BROWN STREET, GLENDALE,ARIZONA June 20, 2006 6:30pm Members Present: Robert Steiger Ray Heffley Richard Bailey Willie Jacovini Clarence Schanlaub Katherine McKinney David O'Connell Ricky Ray, Chairperson Camille Donley Members Absent: Lynn Simon Kathe Neyer, excused Jo Ann Caufield, excused Elliot Abramowitz, excused Staff Present: Julian Avila with Human Resources Department and Diana Figueroa, Recording Secretary 1. Call to Order and Welcome The meeting was called to order at approximately 6:33pm. A quorum was present. 2. Other Business from the Floor There was none. 3. Approval of the Minutes from May 16, 2006 Commissioner Conley stated that she was absent from this meeting and asked the record reflect it was excused, as she had contacted staff prior to the meeting. Action: Commissioner Steiger made a motion to approve the minutes as amended. Commissioner Bailey seconded the motion, which was approved unanimously. 4. Old Business Web Site Commissioner O'Connell distributed information to the Commission regarding the survey previously discussed. The Commission agreed to keep the survey brief with approximately four to five questions and an area for additional comments. One of the Commissioners felt that advertising and making the public aware of the survey would be most challenging. The Marketing Department of the City of Glendale has expressed their willingness to assist the Commission with adding the approved survey to the webpage. Minutes of the Commission on Persons with Disabilities June 20, 2006 Page 2 Commissioner Heffley expressed his concern with the little amount of information related to Disabilities on the city's webpage. Commissioner O'Connell suggested adding the Commissioners' email addresses so that they may be contacted directly. He stated that Leslie and Ginger, the City's webmasters, stated they would be interested in attending a Disabilities Commission meeting. Once the Commission has approved the survey, staff will ask they attend. Commissioner McKinney suggested adding support services links. Commissioner O'Connell commented on how responsive the webmasters have been. Chairperson Ray stated there are two items of important for the web page. The first item would be the survey and the second is the resource links. There were a few suggestions such as to keep the main page simple and to have a better search available. Commissioner Steiger made a motion to move forward with the approved survey. Commissioner Jacovini seconded the motion which was approved unanimously. Chairperson Ray asked Commissioners O'Connell and Heffley to email a master list of service links to the Commissioners. The next issue for discussion was advertising. Some suggestions were to conduct a press release. Mr. Avila stated that the Marketing Department may be able to provide ideas as to how to advertise for the Commission. Commissioner O'Connell suggested the utility bills, the Glendale Connection, and the Glendale Star. The City of Glendale Disabilities Cormmission will be sharing a table at the VRATE Expo with members from the Disabilities Commission from the City of Phoenix. Some Commissioners felt it would be helpful if they had a business type card to distribute to anyone interested in the Disabilities Commission. The business card could be approximately 3 x 5 in size, printing in an easily read large font. Commission O'Connell said he would email a draft of the business card to Chairperson Ray for final approval. Chairperson Ray stated she would be composing an overview of the Commission for the Glendale Connection. She said she will email that to all the Commissioners and she asked for feedback. Disabled Parking Issue Commissioner Steiger stated he is still attempting to contact Officer Goforth's supervisor for clarification. He explained what has happened previously and the confusion as to Minutes of the Commission on Persons with Disabilities June 20, 2006 Page 3 whether the City of Glendale gives citations to those that have violated the disabled parking laws. Mr. Avila stated and explained that Marie Sheppard oversees the volunteers in the Police Department. Commissioner Steiger stated he would contact Marie as he has not yet received any feed back from the Police Depaiti lent. Commissioner Heffley stated he had a meeting with the Mayor today at City Hall. Unfortunately, the six disabled spots in the adjacent parking garage were in use with three vehicles now being eligible for disabled parking. He stated because of this parking issue he was unable to meet with the Mayor and Council. VRATE Expo in November Commissioner Bailey reminded everyone about the VRATE Expo coming to the City of Glendale in November. He suggested adding information for the vision impaired to the web page. Commissioner Bailey stated they are in need of volunteers for the event. These volunteers would distribute information and various handouts between the hours of 9am and 4:30pm. This would also provide exposure for the Disabilities Commission of Glendale. Commissioner Bailey stated he would like to provide the Commission with more information and could have a speaker attend the August meeting. The Commission agreed. Mr. Avila stated that he received a telephone call from a gentleman inquiring if mini grants funds could be awarded to determine if City of Glendale facilities were in ADA compliance. Chairperson Ray clarified that mini grants will not be awarded until the fall of this year. Chairperson Ray stated she would ask that he contact the Chair, Joann Caufield. 5. New Business Request from City Clerk's Office Mr. Avila explained that the City Clerk has asked the Committee to be responsible for visiting the polling places to determine if each is ADA Compatible. The Clerk will provide a listing for the Commission as soon as it becomes available. The Commission voted to inspect the polling places. Commissioner McKinney suggested dividing the list into districts. Chairperson Ray introduced Ms. Maggie Culp, a new member to the Commission representing the Barrel District. 6.
