The City of Glendale Primary Election is scheduled for September 12, 2006 and the General Election is scheduled for November 7, 2006. At the city's Special Election on May 17, 2005, a charter amendment was passed by the voters to change the City of Glendale's election cycle to the fall, beginning with the 2006 elections. This change enables the city to place its candidates and ballot questions on the Maricopa County Primary and General Election ballot. A copy of Resolution 3853, New Series, the Canvass of Vote for May 17, 2005 Election is included as Exhibit A. All future City of Glendale Primary and General Elections will be conducted in the fall election cycle and appear on the Maricopa County ballot. The last spring City of Glendale Primary and General Municipal Elections were conducted on March 9, 2004 and May 18, 2004. Primary Election The City of Glendale will have three Council positions in the Cholla, Barrel, and Ocotillo Districts, as well as one proposition on the Maricopa County Primary Election ballot. A copy of Resolution No. 3948, New Series placing the proposition on the ballot 1 and Resolution No. 3946, New Series calling the 2006 City of Glendale Primary and General Elections are included as Exhibits B and C. The City of Glendale and Maricopa County have entered into an election services contract for both the September 12, 2006 Primary and November 7, 2006 General Elections, Maricopa County will pre-clear the polling places with the Justice Department as a part of their submittal. Maricopa County will also recruit and train election officials, process early ballots, and conduct ballot tabulation, etc. The City of Glendale's Services Contract with Maricopa County is included as Exhibit D. The Glendale City Clerk's Office will offer the same program for voter information and early voter request mailings. The early ballot request card has been modified to allow the voter to seal the card for security. As a part of this plan, we will be informing voters about the voter identification requirements of State Proposition 200. A copy of the voter information plan is included as Exhibit E. General Election At the Maricopa County General Election, the City of Glendale may have a run- off for elected positions not filled at the Primary Election. No city ballot questions are currently proposed. Pre-Clearance 2005 Special Election On May 17. 2005, the City of Glendale conducted a Special Election with two franchise agreements and a charter amendment on the ballot. A copy of the U.S. Justice Department, Civil Rights Division letter of no objection is included as Exhibit F. Polling Places Maricopa County will pre-clear all of the polling places for the City of Glendale 2006 Primary and General Elections. The City of Glendale 2004 Primary and General Elections as well as the 2005 Special Election, had 24 polling places. State law allows municipalities to have one polling place for several precincts. The number of registered voters per polling place must be relatively the same at each polling 'place. By State law, Maricopa County must attempt to provide a polling place in every precinct. Therefore, the number of polling places in the City of Glendale will be increased to approximately 75. The City of Glendale and Maricopa County elections utilize many of the same polling places. A list of the City of Glendale polling places for the 2004 and 2005 7 elections are included as Exhibit G. A current map with the City of Glendale Districts and Maricopa County Precincts is included as Exhibit H. The City Clerk's Department will request a review of the 2006 Primary and General polling places by the Glendale Commission on Persons with Disabilities ("GCPD") and Hispanics for Better Education ("HBE"), a local Hispanic organization. Annexations Annexations 155, 156, and 158 have received the U.S. Department of Justice, Civil Rights Division letter of no objection. These annexations occurred after the last City of Glendale Special Election held on May 17, 2005. These letters and the City's submittal letters are included as Exhibit H. Pa dini Deputy City Attorney Enclosures: Exhibits A through K 4 RESOLUTION NO. 3853 NEW SERIES A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, DECLARING AND ADOPTING THE RESULTS OF THE SPECIAL ELECTION HELD ON MAY 17, 2005; AND ORDERING THAT A CERTIFIED COPY OF THIS RESOLUTION BE RECORDED. WHEREAS, the City Council of the City of Glendale, Maricopa County, Arizona, by Resolution No. 3841, New Series, adopted on the 12th day of April, 2005, caused a notice to be submitted to the qualified electors of the City of Glendale (the `City") of a Special Election called and held in and for the City on the 17`x' day of May, 2005 for the consideration of three proposals designated as Proposition 101, Proposition 102 and Proposition 103; and WHEREAS, the City Council caused notice of the Special Election to be provided by the City Clerk by publishing notice thereof in the Glendale Star newspaper, which is published in and has general circulation within the City. The notice as published, specified the polling places where The election was to be held; plus, the candidates and propositions to be voted upon. A copy of the notice, with the affidavit of publication attached thereto, is on file and a part of the official records of the City of Glendale; and WHEREAS, the election returns have been presented to and have been canvassed by the City Council. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE as follows: SECTION 1. The total number of ballots cast at the Special Election, as shown by the cumulative report of polling places, with the addition of provisional ballots and early ballots processed, was 6,635. SECTION 2. The total number of early ballots cast at the Special Election was 5,025. Of these, 0 early ballots were found to be invalid. SECTION 3. The total number of provisional ballots received was 48. Of these, 13 provisional ballots were found to be invalid. • SECTION 4. That the votes cast for Propositions 101, 102, and 103 were as follows: Yes No Proposition 101 - 5,373 1,166 Proposition 102 5,352 1,156 Proposition 103 5,077 1,186 SECTION 5. It is hereby found, determined, and declared of record, that Proposition 101 did receive more than one-half and the highest total number of valid votes cast; and that said move of the City's election dates to September for primary and November fcr general and associated term inductions and commencements is carried, SECTION 6. It is hereby found, determined, and declared of record, that Proposition 102 did receive more than one-half and the highest total number of valid votes cast; and that said franchise agreement with Southwest Gas is carried. WHEREAS, Art. U, Sec. 8, Charter of the City of Glendale provides for appointment of a Salary Review Commission, to study the salaries of the Mayor and Council members and to make recommendations to the City Council; and WHEREAS, the Charter further provides that the Council may accept, reject or modify the salary recommendations of the Salary Review Commission and submit any proposed increase in Council salaries to the voters for approval; and WHEREAS, the annual salaries of the Mayor and Council members were last reviewed in 1996, which resulted in a recommendation for an increase; and WHEREAS, the Council appointed a Council Salary Review Commission, which has met several times and compiled a report containing job evaluation information and salary comparison data; and WHEREAS, the Council Salary Review Commission had unanimously voted to make a recommendation that the Council place a question on the ballot proposing an increase in the annual salary of Mayor to$65,000; WHEREAS, the Council Salary Review Commission had unanimously voted to make a recommendation that the Council place a question on the ballot proposing an increase in the annual salary for Council members to $45,000; WHEREAS, the Council modified the salary recommendations of the Council Salary Review Commission at its Workshop session on February 21, 2006 to an annual salary of the Mayor of$48,000; and • WHEREAS, the Council modified the salary recommendations of the Council Salary Review Commission at its Workshop session on February 21, 2006 to an annual salary of Council members of$34,000. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE as follows: SECTION 1. That pursuant to Art. II, Sec. 8, Charter of the City of Glendale, the Council hereby modifies the recommendations of the Council Salary Review Commission and recommends that the annual salary of the Mayor be increased to$48,000. SECTION 2. That pursuant to Art. II, Sec. 8, Charter of the City of Glendale, the Council hereby modifies the recommendations of the Council Salary Review Commission and recommends that the annual salary of each Council member be increased to 834,000. SECTION 3. Shall Sec. 2-19(a) of the Glendale City Code be amended to provide: The mayor shall receive an annual salary of Forty-eight Thousand Dollars ($48,000). DESCRIPTIVE SUMMARY A YES vote will raise the annual salary of the mayor from$35,000 to$48,000 A NO vote will continue the current annual salary of the mayor at$35,000. Shall Sec. 2-19(a) of the Glendale City Code be amended to provide: Each council member shall receive an annual salary of Thirty-four Thousand Dollars ($34,000). DESIGNATING OF ELECTION DATE;PURPOSE That Tuesday, the 12`h day of September, 2006, has been set as the time for holding the Primary Election in the City of Glendale for the purpose of nominating candidates for three City Council seats from the districts of CHOLLA, BARREL AND OCOTILLO, whose names shall appear on the ballot at the regular General Election to held on the 71h day of November, 2006. Any candidates receiving a majority of all the votes cast in that district at the Primary Election will be declared elected without running at the General Electron. The September 12, 2006 election date may include any other Propositions qualifying for the ballot. SECTION 2. Web Site An update on the website to provide residents with infaiivation on the election, as well as key deadline dates for registering to vote, requesting an early ballot, etc. A special link to Maricopa County's Web site will be created that will enable residents to request a voter registration or mail-in ballot form. In addition to the Web site, an election logo will appear on the home pages of both the City's external and internal Web sites to create even greater exposure for the upcoming election. You can click on the logo to go to the webpage for elections. Local Cable Programming Election stories will be incorporated into current programming on Glendale 11 to inform and educate residents about the City election. Timely info enation will appear regularly on the channel's City Beat show. In addition, City Clerk Pam Hanna and attorney Jon Caladini may be a scheduled guest on a Glendale Today show. The City's "vote by mail" PSA that was produced last year will be updated and used for the 2006 campaign. FurtheLulore, Glendale 11 will provide live coverage of election results throughout the evening by running a "text crawl" on the bottom of the TV screen during its regular programming.
