Re: Submission Under Section 5 of the Voting Rights Act
City of Glendale, Arizona — Special Transportation Election
Dear Sir or Madam:
This letter, including the attachments thereto, (please see Exhibits A through F for
detailed information) will constitute our submission for your review under Section 5 of
the Voting Rights Act. A City of Glendale Special Transportation Election is scheduled
for November 6, 2001.
Polling Places
The City of Glendale called a Special Referendum Election for May 15, 2001 after three
school districts had established polling places. To make voting more convenient, the
City co-located at the school districts' pre-determined polling places, where applicable.
The City of Glendale will be using its traditional polling places for the November 6, 2001
Special Transportation Election. All of these polling places, with the exception of
Cactus 19, have been used for City elections since 1998.
Cactus 19 has been a difficult area in which to locate a polling place. It is an industrial
area, with the exception of some apartments and mobile home parks. We were unable
to locate a polling place in this area at the last election and had those voters voting at
the Yucca 22 polling place. Fortunately, for the November 6, 2001 election, Cactus 19
will be located at the Grand Missouri Mobile Home Park.
The City of Glendale is co-locating polling places with Deer Valley Unified School
District, Washington Elementary School District #6, and Pendergast Elementary School
District #92. These school districts will be having elections on November 6, 2001. To
best serve the voters, the School Districts will co-locate at the same polling places
being used by the City of Glendale.

• Cholla 1 through 5 will be co-located with the Deer Valley Unified School
District.
• Barrel 9 and Cactus 16 will be co-located with Washington Elementary
School District#6.
• Yucca 20 will be co-located with Pendergast Elementary School District#92.
A list of the polling places was mailed to Mr. Paul Silva, who is a member of GRUPO,
an Hispanic organization. Mr. Silva will be submitting this list to Mr. Robert R. Ramirez
at the next meeting of GRUPO in September of 2001, for the organization's review of
the polling places. GRUPO's address is 2338 North 55th Street, Phoenix, Arizona

addition, the Glendale Commission on Persons with Disabilities has reviewed the

Exhibit F Copy of Ordinance No. 2204 New Series, adopted on July 24, 2001,
pertaining to the one annexation that has occurred since the previous
Section 5 of the Voting Rights Submittal on March 15, 2001 for the City's
Special Referendum Election. This ordinance has been sent to the
Maricopa County Recorder for recording. As soon as it has been
recorded, we will submit same to the Justice Department. The annexed
property includes approximately 233 acres located south of Glendale and
north of Maryland Avenues, between 91st Avenue and the Loop 101. No
increase in population resulted from this annexation.
