The City of Glendale Primary Election is scheduled for March 12, 2002 and the General Election is scheduled for May 21, 2002. Primary Election At the Primary Election, the positions being voted on are as follows: Mayor from the City at large and three Council seats elected by district. The districts are Cholla, Barrel, and Ocotillo. General Election At the General Election, there will be a runoff for elected positions not filled at the Primary Election. An initiative proposition to require hand counting of ballots will be on the ballot. An application has been submitted, and petition serial number issued, for another initiative which would repeal the sales tax on food products. At this time, it is unknown whether this initiative will contain an adequate number of signatures and be placed on the ballot. Polling Places With the exception of two polling places, the polling places for the 2002 Primary and General Elections will be the same as those used at the November 6, 2001 Special Transportation Election. We were unable to reserve Barcelona Elementary School located at 6530 N. 44th Avenue (the former Cactus 18 polling place) or Luke Elementary City of Glendale Municipal Complex•5850 West Glendale Avenue•Glendale, Arizona 85301-2599• Phone (623) 930-2000 www.ci.g len dale.az.u s Department of Justice Submission Under Section 5 of the Voting Rights Act City of Glendale, Arizona - 2002 Primary and General Elections November 30, 2001 Page 2 School located at 7300 N. Dysart Road (the former Yucca 23 polling place). Therefore, we have relocated these polling places to Rose Lane Community Center located at 5003 W. Marlene Avenue (the new Cactus 18 polling place) and the Glendale Municipal Airport located at 6801 N. Glen Harbor Blvd. (the new Yucca 23 polling place). A list of the polling places was mailed to Mr. Paul Silva, who is a member of GRUPO, an Hispanic organization. Mr. Silva will be submitting this list to Mr. Robert R. Ramirez at the next meeting of GRUPO for the organization's review of the polling places. In addition, the Glendale Commission on Persons with Disabilities has reviewed the polling places. You may contact Mr. Donnell Gentry, Chair of the Commission on Persons with Disabilities at (623) 842-3322. Annexations A conformed copy of Ordinance No. 2229 New Series is included as Exhibit E. On November 27, 2001 , the City Council adopted Ordinance No. 2229 New Series pertaining to Annexation No. 137. This is the only annexation that has occurred since the previous Submission under Section 5 of the Voting Rights Act on August 14, 2001 for the Special Transportation Election held on November 6, 2001 . The annexed property includes approximately 237 acres. The boundaries of the proposed annexation are between Northern Avenue on the north, Glendale Avenue on the south, 95th Avenue on the west, and the 89th Avenue alignment on the east. This annexation does not contain any population. This ordinance has been sent to the Maricopa County Recorder for recording. As soon as it has been recorded, we will submit it to the Justice Department. Ordinance No. 2204 New Series pertaining to Annexation No. 136 was adopted by the City Council on July 24, 2001, and submitted to the Justice Department, after recording was completed, on October 9, 2001 . As of this date, we have not received the Justice Department's letter of approval for this annexation. This week, however, we responded to some questions from Ms. Khalilah Durias at the Justice Department and expect the letter of approval soon. Primary Election Day Polling Place Hours The polls shall be open from 6:00 a.m. to 7:00 p.m. SECTION 3. ELECTION OFFICIALS AND THEIR COMPENSATION The City Clerk is hereby authorized to appoint, for each Primary Election Day polling place, one inspector, two judges, two to five clerks and four trouble shooters; and an adequate number of early ballot processing inspectors and early ballot processing clerks to conduct the Primary Election. The compensation of each of the officers is fixed as follows: Premium Inspector $120; Inspector $90; Judges/Clerks $75; and Trouble Shooters $10 per hour, plus 36.5 cents per mile or the current mileage reimbursement rate used by the City. The compensation or early ballot processing inspectors is $10 per hour and $6 per hour for early ballot processing clerks. Each of these election officials will be paid$10 for attending the instruction class. If any member should fail to appear and serve, the City Clerk shall appoint a qualified substitute. SECTION 4. PROPOSITION NO. 100 - PROPOSED AMENDENT TO THE CHARTER OF THE CITY OF GLENDALE RELATING TO BALLOT TABULATION BYAN INITIATIVE OF THE PEOPLE. That the City of Glendale is hereby authorized to place on the ballot, for voter approval, an initiative ordered by petition of the people to amend Article DC of the Glendale City Charter to add a new Section 1 f riquiring manual tabulation of valid ballots cast. That the descriptive title of the initiative is to amend Article IX of the Glendale City Charter to add a new Section 11 requiring the official certified vote totals to be determined solely by manual tabulation of the valid ballots cast. As you know, the Cactus 19 polling place serves the Glendale 30 and Roadrunner precincts (Census Tract 931.04). We were unable to obtain a polling place in the Glendale 30 and Roadrunner precincts for the March 12, 2002 Primary Election. This area is mostly industrial. There are no churches, schools, or public buildings in the area. At least two weeks ago, every household in the Glendale 30 and Roadrunner Precincts with a registered voter in their household was mailed a sample ballot for the March 12, 2002 Primary Election. This sample ballot listed their polling place as Cactus 19, Grand Missouri Mobile Home Park, 4400 West Missouri Avenue, Glendale, Arizona. You are correct that the residents of the Grand Missouri Mobile Home Park cannot vote at the polling place located there. Their polling place is at Rose Lane Community Center, 5003 West Marlette Avenue. The Grand Missouri Mobile Home Park has approximately 600 residents and is a 55+ community, with some younger family members. I have no separate statistics for the mobile home park. However, the Ocotillo District, which is our predominantly Hispanic district, shares a district line with the Cactus District. The portion of the Cactus District, Glendale 31 Precinct, which borders the Ocotillo District, has a higher percentage of Hispanic population than the mobile home park area. The Glendale 31 Precinct (Census Tract 931 .01) had a population of 4,332, with 1 ,454 (33.6%) of these people being Hispanic or Latino. Of the 1 ,454 Hispanic or Latino population, 869 are 18 years and over and 286 (13.8%) of the householders in occupied housing units are 55 to 64 years of age. The number of householders in occupied housing units in the 65 and older category is 354 (21.3%). Next week, we will be mailing a letter to every household in the Grand Missouri Mobile Home Park, confirming that their polling place is at Cactus 18. The letter will state the reason for locating the Cactus 19 polling place within their mobile home park, which is our inability to find a polling place within the Glendale 30 and Road Runner Precincts. An early ballot request form will be included with the letter. Early ballot request forms will also be available in the mobile home park recreation center and this will be noted in the letter. The deadline for early ballot requests is March 1 , 2002. We will continue to seek a polling place location in the Glendale 30 and Roadrunner precincts. If this is still not possible, we will move the Glendale 31 precinct voters to the Grand Missouri Mobile Home Park polling place in the 2002 General Election I realize this is not an ideal situation; however, we are trying to address it to the benefit of the voters in all three precincts. The club house in your mobile home park is being used as a polling place for the election. The City Clerk's Department is sending this letter to clarify that this location is not the polling place for the residents of the Grand Missouri Mobile Home Park. This polling place serves two County precincts to the south of Grand Avenue. The City Clerk's Department was unable to locate a polling place within those precincts. Your precinct, Glendale 31, is assigned to the polling place at Rose Lane Community Center, 5003 W. Marlette Avenue. We understand that it would be more convenient for you to vote at the club house. However, we can only assign polling places by County precincts and must keep the number of registered voters per polling place as equal as possible. We are looking at all available options to make your voting more convenient and will resolve the polling place issue before the City of Glendale General Election which will be held on May 21, 2002. The City Clerk's Department initially counted a total of 2,439 signatures and 2,185 signatures were found to be eligible for verification. As noted above, 14 signatures were disqualified by Maricopa County. Therefore, there appears to be a total of 2,171 valid signatures. "That you do not trust the Government of Glendale to insure an accurate counting of their elections as they are presently being done". Early voting will make up far more than half of the ballots being cast. Early ballots are counted many days before the regular Election Day. This data is left in a computer memory for days. Although a great dog and pony show is exhibited on the accuracy of how many ballots were tabulated and where they came from, the integrity of the actual votes cast are an enigma wrapped inside a riddle. "Que no le tienen confianza al Gobierno de Glendale para asegurar. un cuento exacto de sus elecciones segun se efectuan actualmente". La votaciOn temprana constituira mucho más que Ia mitad de las boletas depositadas. Las boletas tempranas se cuentan muchos dias antes del Dia de la ElecciOn regular. Esta informaci6n se queda dentro de la memoria de una computadora por dias. Aunque se exhibe un gran espectaculo sobre la exactitud de cuantas boletas fueron tabuladas y de donde vinieron, la integridad actual de los votos depositados es un enigma envuelta dentro de un rompe cabezas. Primary Election Day Polling Place Hours The polls shall be open from 6:00 a.m. to 7:00 p.m. SECTION 3.
