HomeMy WebLinkAboutDepartment of Justice Records - ADA - Preclearance - N/A - 11/22/1999 November 22, 1999 Chief, Voting Section Civil Rights Division Department of Justice 320 First Street, N.W., Room 818A Washington, D.C. 20001 Re: Submission Under Section 5 of the Voting Rights Act City of Glendale, Arizona -2000 Municipal Elections Dear Sir or Madam: This letter, including the attachments thereto, will constitute our submission for your review under Section 5 of the Voting Rights Act. The City of Glendale's Primary Election is scheduled for March 14, 2000. The office of Mayor and the Council seats for the Sahuaro, Cactus, and Yucca Districts will be on the Primary Election ballot. The General Election is scheduled for May 16, 2000. There is the possibility of run-off between candidates in the General Election. At this time, no ballot questions have been approved by the City Council for the General Election. The Council is studying the possibility of a permanent base adjustment proposition. Please see Exhibits A and B. 1999 Special Bond Election The City of Glendale received a pre-clearance letter dated October 29, 1999 for the November 2, 1999 Special Bond Election. Please see Exhibit C. Annexation In the City of Glendale's submission under Section 5 of the Voting Rights Act for the November 2, 1999 Special Bond Election, it was noted that Annexation No. 131 (Ordinance No. 2086 New Series) had been approved by the City Council but had not been submitted to the Justice Department. Annexation No. 131 contained no population. It was submitted to the Justice Department on September 13, 1999 and pre-cleared per Exhibit D. In addition, the City Council has approved Annexation No. 132 (Ordinance No. 2097 New Series) and Annexation No. 133 (Ordinance No. 2107 Submission Under Section 5 of the Voting Rights Act City of Glendale, Arizona - 2000 Municipal Elections November 22, 1999 Page 2 New Series). The City submitted Annexation No. 132 (Ordinance No. 2097 New Series), which contained no population, to the Justice Department on November 10,1999. We have not as yet received pre-clearance. Exhibit E is a copy of Ordinance No. 2097. Ordinance No. 2107 New Series, Annexation No. 133 is being submitted for pre-clearance with this letter. Annexation No. 133 contains no population. We will supply a recorded copy of Ordinance No. 2107 to the Justice Department when it is received from the County Recorder. Exhibit F is a copy of Ordinance No. 2107 New Series. Election Board Officials The City Clerk Department will be hiring and training election board officials for the polling places. In the past, the City Clerk Department contracted with Maricopa County for this service. We will select our election board officials from a list provided by Maricopa County and adjacent municipalities. Polling Places The polling places for the Primary and General Elections will be identical to those used in the November 2, 1999 Special Bond Election. A list of the polling places was submitted to members of the Glendale Hispanic Forum for their review of the polling places prior to the Special Bond Election of November 2, 1999. In addition, the Glendale Commission on Persons with Disabilities inspected the polling places prior to the Special Bond Election of November 2, 1999. Early Voting The City Clerk Department will offer the same early voting incentive services in the 2000 Primary and General Elections that were offered in the November 2, 1999 Special Bond Election. Ballot Tabulation The City Clerk Department will utilize the same "Optech" optical scan ballot tabulation equipment that it utilized in the November 2, 1999 Special Bond Election.
