Tel: 202-307-2244 File No. 2001-0432 Fax: 202-307-2569 She was requesting further information on Annexation No. 135 (Ordinance No. 2172). I read the council communication to her and she then understood. She requested information on Deannexation Ordinance No. 2179, which was contingent upon annexation by the City of Litchfield Park. I described the annexation to her. She asked if Litchfield Park had annexed the property. I told her that we had a letter indicating that the Mayor and Council of Litchfield Park had approved the annexation ordinance at its February 21, 2001 Council meeting. Ms. Mayor stated that she did not have a copy of Ordinance No. 2179 and asked me to fax her a copy. I faxed her a copy this morning. She requested information on Deannexation Ordinance No. 2180 relating to Annexation No. 135 This deannexation was contingent upon the annexation of this land by the City of Peoria. She wanted to know if Peoria had annexed this property. I told her I would check with Kris Luna and call her back — either today or Monday. Rose Day annexationslnotes re justice dept January 6, 2000 Mrs. Freeman from the Department of Justice in Washington, DC called this afternoon. She had questions with regard to Annexation Nos. 131, 132 and 133 which were submitted to the Department of Justice. She stated that we had put in the letter that there was no population, which was fine, but she needed clarification as to what these annexations pertained to, i.e. right-of-ways, commercial, residential. While she was on the phone, I took out these files and advised her exactly what they were for. There were two right-of-ways and one for commercial. She was satisfied with this information. Mrs. Freeman said that in the future when we make annexation submissions to the Department of Justice that we need to indicate at the beginning of the letter what the annexation pertains to, (to develop anything other than residential) as well as if there is or is not population. If it is residential, they need to know how much population or estimated population. They are more interested in residential. I told her we would do this in the future. Are they elected at large? Mayor is elected at large. Councilmembers elected from six geographic districts within the City of Glendale. These are Cholla, Sahuaro, Barrel, Cactus, Ocotillo and Yucca 3 What are the terms for Mayor& Council? Mayor& councilmember's terms are for four years. 4. Are the councilmember up for reelection at the same time or are the terms staggered? Election for councilmembers are staggered. 5. Does the Mayor have voting powers? Yes. She has the same voting powers and all of the councilmembers. 6. Are any of your councilmembers a minority? Councilmember Martinez 7. Is it okay to contact Councilmember Martinez? Are there any plans for future developments in these annexations? #148—this site is virtually undevelopable for any structures as it is the bottom and embankment of a wash [river] corridor. #151 —There is development interest on this site however no specific development applications have been submitted to date. #152 —This site is being planned for a residential subdivision—a large lot gated community of 10 homes 12. If so, how many homes and the price range? #152 is being planned for 10 homes, custom/semi-custom in nature, price range is not something that is tracked by the city the applicant has indicated homes may start at the $250,000 and up level 13. Has the City of Glendale denied any annexation petitions in the past 10 years? The city of Glendale's process for annexation is such that annexations are not brought forward unless the City Council is interested in annexing the area so no annexation ordinances have been denied. There is an instance of an annexation being withdrawn due to litigation issues with one of the property owners within the annexation area. Her question is: When did we change from an at-large system to a council district system? The charter was changed on 2/9/88 to a council district system. November 22, 1999 Mr. Joseph D. Rich, Acting Chief, Voting Section, Civil Rights Division U.S. Department of Justice 320 First Street, N.W., Room 818A Washington, D.C. 20001 Re: City of Glendale, Arizona File Nos. 1999-2494 and 1999-3298 Dear Mr. Rich: This letter is in response to your letter dated October 22, 1999 regarding City of Glendale boundary changes in 1972, 1973, 1974, 1976, 1984, 1985, and 1992. We have attempted to locate the Justice Department's pre-clearance letters for the list of ordinances attached to your letter. Although we believe that this information was supplied in support of a redistricting submittal, we have been unable locate it. Therefore, we are again enclosing copies of the annexation ordinances and a chart showing the estimated population for pre-clearance review. We reconstructed the population at the time of annexation by utilizing aerial photographs and subdivision maps. Each housing unit was assigned an estimated population of four people. The enclosed chart lists the annexation ordinance, City population estimate, and Census Bureau population estimate taken from the list included with your letter. The City of Glendale received pre-clearance for a change in the method of election from at-large to six single-member districts on April 17, 1989. The initial districting was followed by two redistrictings in 1992 and 1996. Pre-clearance letters from the Justice Department dated April 17, 1989, August 16, 1993 and February 21, 1997 are enclosed. Any population from the annexations in question has already been included in the districting and redistricting process and received pre-clearance on the dates listed above.
