OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA,
HELD TUESDAY, APRIL 11, 2001, AT 8:30 A.M.
The meeting was called to order by Mayor Scruggs, with Vice Mayor Eggleston
and the following Councilmembers present: Clark, Frate, Goulet, Lieberman, and
Martinez.
Also present were Martin Vanacour, City Manager; Ed Beasley, Assistant City
Manager; Rick Flaaen, City Attorney; and Pamela Oliveira, City Clerk.
1. CALL FOR VOTE TO ENTER INTO AN EXECUTIVE SESSION
It was moved by Eggleston, and seconded by Clark, to go into Executive
Session to obtain advice from the City Attorney. The motion carried
unanimously.
The Special Council meeting reconvened at 10 a.m.
NEW BUSINESS
2. APPROVAL OF A MEMORANDUM OF AGREEMENT REGARDING
REDEVELOPMENT EFFORTS AND NEGOTIATIONS OF MANISTEE TOWN
CENTER
Mr. Jim Colson, Economic Development Director, presented this item. In order
for the redevelopment of Manistee Town Center, it is necessary for the City of
Glendale to enter into a memorandum of agreement.
The recommendation was to authorize the Mayor and/or the City Manager to
enter into a memorandum of agreement for the redevelopment of Manistee Town
Center.
It was moved by Goulet, and seconded by Frate, to authorize the Mayor
and/or the City Manager to enter into a memorandum of agreement for the
redevelopment of Manistee Town Center. The motion carried unanimously.
3. APPROVAL OF A MEMORANDUM OF AGREEMENT REGARDING
REDEVELOPMENT EFFORTS AND NEGOTIATIONS OF GLENDALE AVENUE
AND LOOP 101
Mr. Jim Colson, Economic Development Director, presented this item. In order
for the redevelopment of the southeast corner of Glendale Avenue and Loop 101, it is
necessary for the City of Glendale to enter into a memorandum of agreement.

The recommendation was to authorize the Mayor and/or the City Manager to
enter into a memorandum of agreement for the redevelopment of the southeast corner
of Glendale Avenue and Loop 101.
Mayor Scruggs opened the public hearing on Agenda Item No. 3.
Mr. Tom Cramer. Sr. a resident of the City of Glendale Cholla District,
expressed his opinion that this was a wonderful day for the City of Glendale. He
complimented the City on its ability to recognize a unique opportunity.
It was moved by Clark, and seconded by Lieberman, to authorize the Mayor
and/or the City Manager to enter into a memorandum of agreement for the
redevelopment of the southeast corner of Glendale Avenue and Loop 101. The
motion carried unanimously.
COUNCIL COMMENTS AND SUGGESTIONS
Mayor Scruggs stated that Council comments would be deferred to the press
conference immediately following this meeting.
ADJOURNMENT
There being no further business, the meeting was adjourned at 10:30 a.m.
