HomeMy WebLinkAboutMinutes - Minutes - City Council - Meeting Date: 7/23/2002 (3) MINUTES CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA SPECIAL CITY COUNCIL MEETING HELD ON JULY 23, 2002 4:00 P.M. The meeting was called to order by Mayor Elaine M. Scruggs, with Vice Mayor Thomas R. Eggleston and the following Councilmembers present: Joyce V. Clark, Steven E. Frate, David M. Goulet, H. Philip Lieberman, and Manuel D. Martinez. Also present were Ed Beasley, City Manager; Terry Zerkle, Assistant City Manager; Rick Flaaen, City Attorney; and Pamela Oliveira, City Clerk. CALL FOR VOTE TO ENTER INTO AN EXECUTIVE SESSION The meeting was called to order by Mayor Scruggs at 4:00 p.m. Mayor Scruggs noted that the agenda for the July 23, 2002 Special City Council Meeting and Executive Session had been posted more than 24 hours in advance. It was moved by Frate, and seconded by Goulet, to enter into an Executive Session in Room B-3 of the City Council Chambers, immediately following the adjournment of this Special City Council meeting, for the purpose of discussing the following: 1 . LEGAL MATTERS A To receive from the City Council legal advice and provide direction to the City Attorney and City staff regarding negotiations with the Tourism and Sports Authority concerning the development of a multi-purpose facility (A.R.S. §38-431 .03 A.3 & A.4); B For the City Attorney and staff to discuss and consult with the City Council the City's position regarding economic development agreements that are the subject of negotiations. In addition, the City Attorney and staff will be present to discuss and consult with Council for legal advice and issues regarding economic development within the downtown area. (A.R.S. §38- 431.03.A3 & A4) 2. PERSONNEL MATTERS A. The City Council will be discussing appointments to the Citizens Advisory Board on Bond Authorization. (ARS § 38-431 .03 A. 1) B. Various terms have expired on Boards and Commissions. The City Council will be discussing appointments involving the following Boards and Commissions. (ARS § 38-431.03 A.1.) 1. Arts Commission 2. Bicycle Advisory Committee 3. Building Safety Advisory and Appeals Board 4. Community Development Advisory Committee 5. Parks & Recreation Advisory Commission 6.
