MINUTES
CALL TO ORDER
Member Mike Wood called the meeting to order at 6:29 p.m.
Also in attendance:Brent Ackzen,Donna Williams,Bill Wilkinson,Garrett Simpson and City
Transportation Services staff—Steve Hancock
Members absent:Dave Coble and Gail Hildebrant
Guests:Erik Strunk and Diane Goke
II. APPROVAL OF MINUTES
The minutes from the September 4,2012 meeting were approved.
III. CALL TO THE PUBLIC
No public guests were in attendance.
IV. INTRODUCTIONS
All members and guest introduced themselves.
V. CONTINUANCE OR WITHDRAWAL OF AGENDA ITEMS
No agenda items required continuance or withdrawal.
VI. REPORTS FROM OTHER COMMITTEES AND ORGANIZATIONS
Brent Ackzen said that the Citizen Transportation Oversight Commission will meet on October 4,2012.
VII. INFORMATION ON CITY SALES TAX
Erik Strunk,Parks and Recreation and Libraries Director,and Diane Goke,Glendale Chief Financial
Officer presented information on the City of Glendale Temporary Sales Tax Increase. Erik Strunk began
by noting the temporary sales tax proposed by the city would increase the old 2.2%tax rate to 2.9%. He
also said the tax increase would only be effect from August 1,2012 to August 1,2017.He said the increase
was needed because of the prolonged economic recession and the existing financial obligations leading to a
$32,000,000 deficit. He stressed that the increased revenues from sales tax are for the General Fund only
and do not affect the Transportation Sales Tax. He also said that miles of streets,sewer lines,water lines
were added because of the sales tax revenues in the General Fund. Eric said that if the Temporary Sales tax
were to"go away,"some of the proposed reductions to city would be 250 employee positions,laying off
police officers and fire fighters,closing libraries,eliminating city festivals,closing the Rose Lane Aquatics
facility and shutting down the city's TV station. Erik pointed out that,since 1993,a lot of new

infrastructure had been added to the city including one new library,32 parks,one recreation and aquatics
center,five fire stations,one police precinct and one adult center. Eric displayed a slide showing that the
purchase of a$50 item in Glendale would have a sales tax of$1.10 under the current rate and a sales tax of
$1.45 under to temporary rate—an increase of 35 cents. Eric ended his presentation by listing websites
where more information on the city's financial situation and the temporary sales tax is available. Garrett
Simpson asked how soon we would see the effects if the temporary sales tax were voted down. Erik said
by the end of the calendar year. Diane Goke said some actions would have to be taken soon after the
election. Garrett asked if Glendale Glitters would occur this year in there was no sales tax increase. Erik
said the city was already committed to this year but there would be no Glendale Glitters next year. Donna
Williams asked if a"reduction in force"would happen all at once. Diane Goke said the libraries could be
closed pretty quickly meaning a reduction in library employees. Garrett asked if the Citizen Bicycle
Advisory Committee would be in danger of being eliminated. Erik said probably not because it is
supported by the Transportation Sales Tax and does not impact the General Fund revenues.
VIII. BICYCLE FRIENDLY COMMUNITIES
Steve Hancock stressed that he could use the help of any committee members who could provide some of
the information required by the League of American Bicyclists application form. A number of members
said they could help with the application.
VIII. FUTURE AGENDA ITEMS
Steve Hancock said the Bicycle Friendly Community application would be kept as a recurring agenda item.
IX. OTHER BUSINESS
No other business was reported.
X. NEXT MEETING
Garrett Simpson, Vice Chair, said the next regular meeting of the Glendale Citizen Bicycle Advisory .
Committee would be held on Monday, November 5, 2012, 6:30 p.m., in the Transportation Planning
Conference Room,5800 W.Glenn Dr.,Suite 315.
XI. ADJOURNMENT
Garret Simpson adjourned the meeting at 7:16 p.m.
