MINUTES
I. CALL TO ORDER
Chairman Dave Coble called the meeting to order at 6:31 p.m.
Also in attendance:Brent Ackzen,Donna Williams,Garrett Simpson,Gail Hildebrant and City
Transportation Services staff—Steve Hancock
Members absent:Bill Wilkinson and Mike Wood -
Guests:Erik Flodin and Michael Werner
H. APPROVAL OF MINUTES

The minutes from the October 1,2012 meeting were approved.
HI. CALL TO THE PUBLIC
Erik Flodin and Michael Werner said they were attending the meeting because of a general interest in
bicycling in Glendale.

All members and guest introduced themselves.
V. CONTINUANCE OR WITHDRAWAL OF AGENDA ITEMS
No agenda items required continuance or withdrawal.
VI. REPORTS FROM OTHER COMMITTEES AND ORGANIZATIONS
Brent Ackzen said that the Citizen Transportation Oversight Commission met on November 1st.
VII. UPDATE COMMITTEE BYLAWS
Steve Hancock told members that the City Attorney's Office had requested that the bylaws be brought up to
date regarding the number of members on the Committee and how they are to be designated. Steve said
that the old bylaws indicated that there could be a maximum of 11 members and minimum of 8 members.
He said that the old bylaws also had one member appointed by each of the six Council Districts as well as a
mayoral appointee,three members appointed at-large and one member designated by the Citizen
Transportation Oversight Commission. Steve noted that the City Council's Government Services
Committee had reduced the number of members to seven to be appointed at-large only with one of the
seven members to also be on the Citizen Transportation Oversight Commission. The changes to the bylaws ,
regarding membership were approved as well as a bylaw change to amend Committee support of the

"Bicycle Plan"to support of the"Glendale Transportation Plan-Alternate Modes Section." By unanimous
vote the changes to the bylaws were approved.
VIII. BICYCLE FRIENDLY COMMUNITIES
Steve Hancock reviewed the application process for designationas a Bicycle Friendly Community. Dave
Coble explained the purpose of this application was to help assess where Glendale was in creating a bicycle
friendly infrastructure in the city. A number of members said they would help with providing information
required by the application. Dave requested that Steve Hancock send a WORD version of the application
to members by email. Steve said he would do so. It was agreed to coordinate work on the application via
emails. Dave noted that the Holiday season was coming and there may be distractions but everyone should
endeavor to do what they can to help in the application process.
IX. FUTURE AGENDA ITEMS
Steve Hancock said the Bicycle Friendly Community application would be kept as a recurring agenda item.
X. OTHER BUSINESS
No other business was reported.
XI. NEXT MEETING
Dave Coble said the next regular meeting of the Glendale Citizen Bicycle Advisory Committee would be
held on Monday, December 3, 2012,6:30 p.m., in the Transportation Planning Conference Room, 5800
W.Glenn Dr.,Suite 315.
XII. ADJOURNMENT
Dave Coble adjourned the meeting at 7:12 p.m.
