GLENDALE AVENUE - ROOM B-3 GLENDALE, ARIZONA DECEMBER 9, 2013 6:00 P.M. MEMBERS PRESENT: John Krystek Barbara R. Cole Yesenia Rascon MEMBERS ABSENT: Robert Portillo, Chair James Baribault David Moreno Samantha Johnson OTHERS PRESENT: Erik Strunk, Executive Director Mike Gregory, Parks and Recreation Manager Chris Gallagher, Recreation Manager Michelle Yates, Acting Senior Recreation Coordinator Darren Skousen, Recreation Programmer I. CALL TO ORDER Mr. Gregory called the meeting to order at 6:12 p.m. II. ROLL CALL Mr. Gregory noted that quorum was not reached and therefore agenda items would be informational only. III. APPROVAL OF MINUTES Tabled. IV. BUSINESS FROM THE FLOOR None. V. Touch-A-Truck Recognition—Empire CAT Ms. Yates presented Ms. Sarah Elmhorst, Business Manager at Empire Transport, with a plaque in recognition of financial sponsorship and participation in the Touch-A-Truck event at Westgate at which over 4,000 children and adults participated. Ms. Yates stated that the event had been discontinued in 2010 due to city budget cuts and the sponsorship by Empire Transport was crucial in bringing back the event this year. 1 VI. COMMISSION GOALS Mr. Gregory introduced Commissioner Rascon who is the new student Commissioner from the Ocotillo District. Commissioner Rascon provided a brief background of herself. Mr. Gregory facilitated discussion on the progress of Commission goals. Commissioner Cole announced that she participated in the Rock-n-Roll Paint-A-Thon and attended the Citizens Advisory Commission on Neighborhoods holiday event on December 4, 2013. VII. FIELD ALLOCATION PLAN Tabled. VIII.ARCHERY RANGE PROJECT UPDATE Mr. Gallagher briefed the Commission on the status of the archery range concept at Glendale Heroes Regional Park. Mr. Gallagher stated that the Arizona Archery Club is very interested in working with the City in regards to a west valley archery range. Mr. Gallagher stressed the intent on safety at the proposed archery range. Mr. Gallagher announced that an archery exhibition is planned for January 25, 2014 at Glendale Heroes Regional Park. Commissioner Cole asked if the surrounding neighborhoods would have a voice in the plans at Glendale Heroes Regional Park. Mr. Gallagher explained that a mailing would be done to a minimum one-mile radius around the park requesting input, questions and comments regarding the archery range. Input from local archery groups and clubs would also be pursued. Commissioner Cole mentioned that there is a dog park at an isolated location on 63rd Avenue and suggested that the dog park be moved to Glendale Heroes Regional Park and the archery range put in at the 63"I Avenue location. Commissioner Cole expressed concern over the safety of the archery range near children and others at Glendale Heroes Regional Park. Mr. Gregory noted that there has not been any documented negligence at any of the other archery ranges in the valley as safety is of utmost importance. Commissioner Krystek commented that the archery range would be a deviation from the park's Master Plan. Mr. Gallagher stated that staff is in only the investigation stages in regards to demand and feasibility of the archery range at this time. IX. STAFF UPDATE Mr. Gregory commented on the following: Staff continues to work on plans and implementation of ADA compliance requirements in accordance with the ADA audit. Mr. Paul King has taken a position as a Recreation Manager and is wished well in this new endeavor. Ms. Yates provided the following update: 2 The Folk & Heritage Festival is slated for March 22 and 23, 2014. There will be nine stages and up to 20 performers. A fishing clinic will be held in February or March to celebrate the urban fishing program at Bonsall Park. Mr. Gallagher provided the following update: The Foothills Recreation and Aquatics Center was closed for four days over the Thanksgiving holiday for maintenance, deep cleaning and floor refurbishment. On December 3 , a job fair was held at the Foothills Recreation and Aquatics Center. There were ten businesses in the fair and 703 registered participants. Mr. Skousen commented on the following at the Foothills Recreation and Aquatics Center: December 14th: Santa's Workshop will be held from 10 a.m. to noon. Over one hundred children are expected. December 21st: The 5K run for the Couch to 5K program will be held. Mr. Strunk congratulated the newest student Commissioner on her appointment to the Commission. X. COMMISSION COMMENTS Commissioner Krystek inquired as to the status of the transient population at Bonsall Park. Mr. Gregory stated that staff has been working with various groups to address the issue and a more detailed update would be provided at a future meeting. XI. ADJOURNMENT The meeting was adjourned at 6:35 p.m. by consensus.
