CALL TO ORDER Chair Portillo called the meeting to order at 6:00 p.m. II. ROLL CALL Commissioner Buettner was sworn in as Vice Chair and signed the Loyalty Oath. III. APPPROVAL OF MINUTES—MARCH 11, 2013 Commissioner Buettner motioned, seconded by Commissioner Krystek, to approve the March 11, 2013 meeting minutes as written. Motion carried 5 — 0. Commissioner Salas was not present yet.] IV. BUSINESS FROM THE FLOOR None. Parks and Recreation Advisory Commission Meeting May 13,2013 Page 2 V. TOUR OF SAHUARO RANCH PARK HISTORIC AREA Councilmember Sherwood and Commissioner Salas joined the meeting at 6:06 p.m.] Ms. Brace conducted a tour of the Main House at 6:07 p.m. The tour concluded at 6:23 p.m. VI. PARK NAMING OF TWO PARKS Ms. Bye stated that there were 160 park names in total submitted by the public for the unnamed parks at 79th and Orangewood Avenues and 83rd Avenue and Bethany Home Road. Ms. Bye explained that the Commissioners each selected their top five choices from the 160 public submittals. Staff tallied all of the Commissioners top five choices. Ms. Bye stated that this evening, the Commissioners would review the tally of all of the top five choices to determine the recommended names for the two unnamed parks. Chair Portillo announced that the two names receiving the majority votes should be the recommendation to Mayor and Council. Commissioner Buettner motioned, seconded by Commissioner Baribault, to recommend the name of the park at 79th and Orangewood Avenues as Orangewood Vista Park and the name of the park at 83rd Avenue and Bethany Home Road as Glendale Heroes Park. Motion carried 6—0. Mr. Gregory stated that a letter will be drafted to Council advising of the recommended park names. Council will then advise of the next steps to be taken. VII. OUTSOURCING OF COMMUNITY CENTERS Mr. Strunk gave a presentation on the potential opportunity for outsourcing four different community centers in Glendale. Highlights of the presentation include the following: Operation of Community Centers: The City desires to contract with area community-based organizations to operate up to four city community centers. Five-year professional services agreement with a qualified applicant(s) at little or no cost to the City for the delivery of high quality, youth and community-based activities at each site will be considered. The goals to be achieved are: to provide quality community services, to lower City operating expenses and to generate new revenue streams. The City currently has four different community centers that are used for rentals and to provide recreational programming for patrons: Community Center North 2 Parks and Recreation Advisory Commission Meeting May 13,2013 Page 3 Glendale Community Center O'Neil Recreation Center Rose Lane Community Center There is interest in issuing a Request for Proposal (RFP) for the potential outsourcing of the community centers. The following time frame is proposed for this project: May/June: Finalize the RFP June/July: Issue the RFP August 30: All proposals due September: Review proposals and presentations October:Negotiate and begin legal review November: Make award and tentative Council approval December: Begin operations Mr. Strunk asked the Commissioners to elaborate on what elements to an RFP are important to the Commission. Commissioner Moreno stated that it would be important for an RFP applicant to be a 501c3 organization, to be insured and to agree to an annual inspection of the building's interior and exterior. Commissioner Buettner commented that it would be very important for the applicant to provide a value-added service to the community. Commissioner Krystek stressed the importance of minimum hours of operation. Commissioner Moreno asked if the tenant would be in charge of the building maintenance and janitorial responsibilities. Mr. Strunk replied in the positive but added that if there was some very large repair or improvement to the building required,the City would possibly partner with or assist the tenant. Commissioner Salas stressed that proper pricing of the activity at the center was important. Mr. Strunk agreed and added that the community cannot be priced out of using its own community center. Chair Portillo stated that programs that benefit the neighborhood are needed. Commissioner Moreno stressed the need for the tenant to take care of any graffiti on site. Mr. Strunk asked the Commissioners if they would like to take a tour of the community centers or participate on the RFP review panel. 3 Parks and Recreation Advisory Commission Meeting May 13,2013 Page 4 Chair Portillo encouraged the Commissioners to contact staff if they would like to participate on the review panel. Commissioners Buettner, Baribault and Moreno volunteered. Mr. Strunk stated staff will work on ideas for public outreach. Mr. Strunk commented that a focus group meeting may be held on site at each center or an open house may be held as well. Commissioner Buettner felt that the public outreach was the most important part of the process. Commissioner Buettner liked the idea of an open house and suggested that all of the community centers be held open on the same day so that the public can see all of them in one day. Chair Portillo stressed that there needs to be plenty of time for the public review. Chair Portillo opened the floor for public comment. Pastor Emmanuel Allen of the Breakthrough Life Church at 59th Avenue and Olive addressed the Commission. Pastor Allen stated that it is very important that services are offered in the community. Pastor Allen is very interested in the RFP process at the Rose Lane and O'Neil centers. Pastor Allen would like to see these community centers back up and running with some great offerings and programs for the neighborhoods. The Pastor's team is putting together specific programs to be held at the centers. Pastor Allen and his team have a heart for the City of Glendale. Chair Portillo thanked the Pastor for his comments and service to the City of Glendale. Chair Portillo closed the floor for public comment. VIII. STAFF UPDATES Chair Portillo announced that tonight was the last meeting for Commissioner Salas and presented her with a certificate recognizing her service to the Commission. Mr. Gregory stated that Commissioner Cooke would also receive a certificate recognizing her service on the Commission as well. Mr. Gregory announced that this Saturday the Old Town Glendale Cruise will be held around Murphy Park from 1:00 to 8:00 p.m. Mr. King showed a video of Sahuaro Ranch Park which was made possible with grant funds. Marshall Trimble narrates the video which can be found on the City website and www.youtube.com. The video will also be shown on cable channel 11. 4 Parks and Recreation Advisory Commission Meeting May 13,2013 Page 5 Mr. King noted that the Adventures in History Camp will be held at Sahuaro Ranch Park from June 10th through the 13th,Monday through Thursday, from 9:00 a.m. through noon, for ages 6 to 10. Ms. Bye distributed a Parks, Recreation and Library Activities Guide. Ms. Bye highlighted the following: Arbor Day 2013: This event was held at Desert Valley Park on Thursday, April 25th and was very successful. Water Safety Walk: On April 10th from 3:00 to 5:30 p.m. the Fire Department and Parks and Recreation staff partnered to canvas 1,100 homes in the Arrowhead area to deliver water safety and swim lesson information. Gallery Glendale: The grand opening at Westgate will be held on Friday, May 17th from 6:00 to 9:00 p.m. Southwest Ambulance donated$5,000.00 for swimming lesson scholarships. Swim lessons start on June 3rd. On June 1St, the pools are open for recreational swim. On May 14th, a Water Safety Day will be held at Rose Lane pool. Ms. Bye showed a picture of the basketball court resurfacing recently completed at the Glendale Community Center using CDBG grant funds. IX. COMMISSION COMMENTS & SUGGESTIONS Commissioners thanked staff for a tremendous job. Commissioner Salas inquired as to the process for replacing the student Commissioners. Councilmember Sherwood stated that this issue was discussed at the last Council workshop and asked for suggestions to be sent to his attention. Commissioner Moreno attended Rib Fest at Westgate and had a wonderful time. Commissioner Moreno would like to see the City partner with or sponsor this event in some manner next year. Commissioner Buettner praised staff for the great job on trimming trees and the response to the parks inspection reports. Commissioner Buettner also thanked Councilmember Sherwood for his presence at the meeting. X. ADJOURNMENT The meeting was adjourned at 7:28 p.m. by consensus.
