Councilmember Manny Martinez called the meeting to order at 10:00 a.m. Present were
Councilmember Manny Martinez, Councilmember Samuel Chavira and Councilmember
Ian Hugh. Also in attendance were Kristen Krey, Kriss Carneal and Jamsheed Mehta
from the Transportation Department.
1 —Approval of Minutes:
Councilmember Hugh made a motion to approve the minutes from the November 5, 2013
GSC meeting. Councilmember Chavira seconded the motion. Motion approved.
2 — Resignations: Darren Fosdick (Mayoral) from the Arts Commission. Jack Bethel
Barrel) submitted his official resignation letter, resigning from Citizens Transportation
Oversight Commission. Mike Buettner (Cholla) from the Parks & Recreation Advisory
Commission. Councilmember Alvarez advised that Ernest Molina (Ocotillo) is resigning
from the Planning Commission and will submit a resignation letter at a later date.
3 — Citizens Transportation Oversight Commission — Meeting Time Change:
Jamsheed Mehta explained that the Transportation Department oversees three
boards/commissions, which are the Aviation Advisory Commission, Citizens Bicycle
Advisory Board and Citizens Transportation Oversight Commission (CTOC). Mr. Mehta
explained that the Aviation Advisory Commission has recently changed its meeting time
to 6 p.m. and is requesting the approval to change CTOC's meeting to 6 p.m. Mr. Mehta
explained that he will discuss this with the commissioners at their February 2014 meeting
to see if a majority of the commissioners would like to change the meeting time to 6 p.m.
It was recommended to give each Board/Commission discretion to change their meeting
time to 6 p.m., but they will need to notify the Council office of the change.
Councilmember Chavira made a motion to allow the Boards/Commissions to change
their meeting time to 6 p.m. Councilmember Hugh seconded the motion. Motion
approved by all Councilmembers.
4 — Swearing in of Boards & Commissions Members: Kristen wanted Kriss Carneal
to give an update on the swearing in process, since citizens comments have been moved
to the beginning of the meeting. Kriss advised that at the last Council meeting one
commissioner left, due to the length of the citizen's comments portion. Kriss would not
have known he left, if he did not stop by to let her know, due to the Mayor not
announcing the commissioners names to come forward to be sworn in. Kriss advised that
in the past she has had commissioners specifically ask how long it would take to be
sworn;because they have had other commitments they needed to attend the same night.
It was discussed to possibly change the sequence at Council meetings by first approving
the minutes, then Boards & Commissions swearing in, proclamations and then the

citizens comments. Kristen advised that this subject will come to Council again sometime
in January 2014, since the trial period will be ending at that time.
5—Commission on Neighborhoods Update: Kristen will work with Sam McAllen and
put together a formal proposal and try to find other opportunities for the existing
Commissioners, like serving on another Board or Commission.

At 10:20 a.m. Councilmember Chavira made a motion to adjourn. Councilmember Hugh
seconded the motion.
