HomeMy WebLinkAboutMinutes - Minutes - Government Services Committee - Meeting Date: 9/3/2013Government Services Committee Tuesday— September 3, 2013 Regular Meeting Minutes Council Conference Room 5850 West Glendale Avenue Glendale, AZ Councilmember Manny Martinez called the meeting to order at 10:10 a.m. Present were Councilmember Manny Martinez, Councilmember Samuel Chavira and Councilmember Ian Hugh. Also in attendance were Kristen Krey, Kriss Carneal and Opal Evans of the Glendale Citizen Corps. 1 —Approval of Minutes: Councilmember Hugh made a motion to approve the minutes from the June 4, 2013 GSC meeting. Councilmember Martinez seconded the motion. Motion approved. 2 — Resignations: Jessica Galbavy (Yucca) Board of Adjustment. Beverly Marshall Ocotillo) Commission on Persons with Disabilities. Gail Meyers (Mayoral) Parks & Recreation Advisory Commission. Tony Passalacqua (Cholla) Personnel Board. JoAnn Lee (Cholla) Arts Commission. 3 — Presentation of National Preparedness at Commission Meetings: Presented by Opal Evans, a representative for the Glendale Citizen Corps, who helps engaged citizens get the proper training so they are able to support first responders on emergencies. Ms. Evans and/or representatives of Glendale Citizen Corps would like to attend board/commission meetings to educate our community on national preparedness and do a 30 minute presentation in the month of September. After finishing all the presentations with each commission, Glendale Citizen Corps will do a follow-up with the information collected at the presentations and share with the Board/Commission members. Councilmembers suggested posting the link to Glendale Citizen Corps on the district website and add in the e-newsletters. Kriss Carneal will send all staff liaisons an e-mail asking them to participate in this event. 4 Boards & Commissions Advanced Training Class: Kristen shared some background to the new Councilmembers on how we used to pay $3,000 for a consultant to do an all-day training class on a Saturday twice a year. Kristen revised the training by having a focus group with existing Chair and Vice Chair, and used other resources from leadership profiles. This training was reduced to 3 hour training. Kristen advised that this was the best class she has trained. The commissioners showed great public speaking skills and leadership qualities. The attendees were really engaged during the training and received exceptional feedback. One commissioner said it would be nice if a Councilmember would attend a meeting to just say thanks for their service. 5 Year End Report Memos from each Board/Commission: A copy of memos from staff liaisons showing each Board/Commission accomplishments, mission and purpose was provided. These reports help Boards/Commissions to keep focused on their mission and purpose. Copies of these reports will be shared with full Council and will follow up with any comments or concerns at the next GSC meeting. 1 6—Next GSC Meeting: October 1, 2013. Note there will be a swearing in ceremony for the Water Services Advisory Commission on September 10, 2013. 7—Request for Motion to Adjourn. At 10:35 a.m. Councilmember Hugh made a motion to adjourn.
