HomeMy WebLinkAboutMinutes - Minutes - Government Services Committee - Meeting Date: 2/7/2012Government Services Committee Tuesday, February 7, 2012 Regular Meeting Minutes Council Conference Room 5850 West Glendale Avenue Glendale, AZ Councilmember Joyce Clark called the meeting to order at 9:35 a.m. Present were Councilmember Joyce Clark and Councilmember Phil Lieberman. Also in attendance were Elaine Adamczyk, Gilbert Lopez, Jim Colson, Becky Daniel, Kristen Krey and Kriss Carneal. 1 —Approval of Minutes: Councilmember Lieberman made a motion to approve the minutes from the January 3, 2012 GSC meeting. Councilmember Clark seconded the motion. Motion approved. 2—Resignations: None 3 — Community Development Advisory Commission — Elaine Adamczj Jim Colson advised the Housing Advisory Commission, CAP and the Community Development Advisory Commission (CDAC) consolidated to streamline their services. Elaine explained the goal for the Housing Department is to provide safe, equal opportunity, affordable and fair housing. The Housing Department has a high performance rating with HUD. Gilbert Lopez advised that the Neighborhood Revitalization Department provides support for public services, improvements to public facilities, and homeless prevention, which are just a few of the services they provide. Neighborhood Revitalization has an annual grant process and does grant orientations. Becky Daniel advised that the Community Action Program (CAP) office offers low income citizens crisis services like assistance with paying utilities, water, rent, etc. CAP hosts two events a year, and often visits community centers to provide information on services available to residents. These departments and CDAC have the same common goal of helping Glendale residents and will work together to accomplish this goal. Councilmember Clark would like the Community Development Advisory Commission to do a presentation at a Council workshop. Councilmember Clark would like to know how many vacant homes are in Glendale. 4 — Water & Sewer Task Force Update: GSC will start appointing citizens to the Water & Sewer Task Force at the February 21st GSC meeting and discuss the applicants with full Council in executive session after the workshop. Councilmember Clark recommended extending the time frame another month to allow for additional applications. 5 — Handicapped Parking Fines — Kristen Krey: Kristen advised that no other cities post fines on their handicapped parking signs. Councilmember Clark would like to discuss this at the March GSC meeting and propose amending the handicapped parking 1 ordinance to add language that a handicapped parking space cannot be block or otherwise occupied. 6 — Arts Commission — Changing Day and Time of Meeting: Kristen advised at the January 18, 2012 Arts Commission meeting, they approved moving the regular meeting days and times to the 4th Thursday of each month at 6 p.m. 7—Next GSC Meeting: February 21, 2012 8—Request for Motion to Adjourn.
