Councilmember Joyce Clark called the meeting to order at 9:40 a.m. Present were
Councilmember Joyce Clark, Councilmember Manny Martinez and Councilmember Phil
Lieberman. Also in attendance were Jon Froke, Kristen Krey and Kriss Carneal.
1—Approval of Minutes:
Councilmember Martinez made a motion to approve the minutes from the December 6,
2011 GSC meeting. Councilmember Lieberman seconded the motion. Motion approved.
2 — Resignations: Douglas Berg (Sahuaro) and Bert Schwind (Yucca) from the Board
of Adjustment.
3 — Historic Preservation Commission — Jon Froke: Jon Froke advised he redefined
the board in 2011 by scheduling meetings quarterly (primarily January, May, and
September), which has worked well. The main workload starts in January and finishes up
by May, which consists of working on the Ruth Byrne Award and scheduling the annual
bus tour. Jon provided the 2012 draft work program for the Historic Preservation
Commission, which listed their goals. At their meeting next month the commission will
be exploring whether to participate at the 2012 State of Arizona Centennial conference in
April. Councilmember Lieberman advised that he will support and contribute funding to
cover half of the cost in having a booth at this event. Staff is coordinating the completion
of the Myrtle Avenue Cultural Gateway, which should be completed in 2012.
Councilmember Clark asked how the commission plans on encouraging capacity
building, providing additional activities and on-going activities. Jon advised that he plans
on working with Neighborhood Partnership and Robert Essel in Housing to help stabilize
the older neighborhoods. Councilmember Clark would like to see the commission reach
out to the upcoming historic neighborhoods and educate them on how to preserve their
properties historically. Jon advised that he would look into this.
4 —Redistricting: Kristen advised that there were a few pending applicants that will be
changing districts and several active commissioners who will be moving to a different
district. Councilmember Lieberman made a motion to put the pending applicants into
their new districts immediately and the active commissioners will stay in their current
districts and will be placed into their new district upon resignation or term out of their
seat. Councilmember Martinez seconded the motion. Motion approved. Kriss Carneal
will send each Councilmember a list of the changes.
5 —Handicapped Parking Fines—Kristen Krev: Kristen read an e-mail from Michael
Morrison, legal advisor at the Police Department, which addressed the issue of
handicapped parking on private property being regulated and enforced by city
governments. Cities may establish rules for off-street parking, and those rules can be
enforced by city police officers. Kristen advised that the handicapped signs have to

comply with National standards. Councilmember Clark asked that we contact other cities
and see if they have the same size signs and if they post the fines on the signs.
Councilmember Lieberman would like to provide free handicapped parking for our
special events in the Bank of America parking garage.
6—Exit Summary—Kristen Krey: Kristen advised that it was suggested to send staff
liaisons a copy of the exit summaries when they come in. The GSC committee requested
that this be done.

At 10:18 a.m. Councilmember Martinez made a motion to adjourn. Councilmember
Lieberman seconded the motion to adjourn.
