HomeMy WebLinkAboutMinutes - Minutes - Government Services Committee - Meeting Date: 12/6/2011Government Services Committee Tuesday, December 6, 2011 Regular Meeting Minutes Council Conference Room 5850 West Glendale Avenue Glendale, AZ Councilmember Joyce Clark called the meeting to order at 9:34 a.m. Present were Councilmember Joyce Clark, Councilmember Manny Martinez and Councilmember Phil Lieberman, who joined the meeting at 9:40 am. Also in attendance were Erik Strunk, Cheryl Kennedy, Jamsheed Mehta, Terry Johnson, Kristen Krey and Kriss Carneal. 1— Approval of Minutes: Councilmember Martinez made a motion to approve the minutes from the November 15, 2011 GSC meeting. Councilmember Clark seconded the motion. Motion approved. 2 — Resignations: None 3 — Library Advisory Board — Erik Strunk & Cheryl Kennedy: Erik Strunk provided a memo that outlined the background, 2011 accomplishments and 2012 goals for the Library Advisory Board. Erik advised that the commissioners help staff recommend new policies and community outreach programs. Cheryl Kennedy advised that the commissioners have toured other libraries. The commissioners participated in advocacy training, and made comments and suggestions on how the members could be more proactive at the local, state and federal level. The commission discussed and approved the Library's Social Media Policy. Erik advised that the staff and commissioners have discussed where libraries may be in the future, and how best to keep up with the demand of technology. The board participated in discussion, made recommendations and approved the Library's Strategic Plan for 2011 to 2014. Some of the goals for 2012 are to create subcommittees within the library board to make presentations each month on library issues, develop new revenue generating ideas, and revisit the creation of a "Friends of the Library" group. 4 — Citizens Transportation Oversight Commission — Jamsheed Mehta: Jamsheed Mehta advised the oversight of the voter -approved half cent sales tax is the primary role for this commission. Jamsheed advised that Terry Johnson works with the Chair to assure the agenda reflects what the commissioners would like to see presented at their meetings. Staff did a special retreat a year ago to keep the commissioners updated on major projects, like Grand Avenue. In September the Commissioners began working on making recommendations for the CIP budget and will continue to work on it through December. The Transportation Department then brings the draft budget to full Council. The commission will look at the master plan each year and adjust the plan if necessary depending on funding, and make their recommendations. NOTE: Councilmember Clark requested to go to executive session at 10:30 a.m. Councilmember Lieberman made a motion to go to executive session and Councilmember Martinez seconded the motion. Motion approved. 1 At 10:40 a.m. Councilmember Lieberman made a motion to continue with the remainder of the regular agenda items. Councilmember Martinez seconded the motion. Motion approved and Councilmember Lieberman left the meeting at this time. 5 — Commission On Persons w/Disabilities — Kristen Krey: Kristen shared some background about the commission and advised that since they are now under Community Partnership, the board seems to be satisfied with this change. Kristen provided Councilmembers Clark and Martinez a copy of the survey on handicapped parking fines. Councilmember Clark would like to know what the impact was when the city of Phoenix and Scottsdale raised their fines dramatically, whether stickers can be put on the signs for the new fine amount, how many signs are in the city, and who will be enforcing the parking violations. Councilmember Clark made a motion to table this item for the January meeting, since Councilmember Lieberman was not present. 6 — Roles & Responsibilities of Staff Liaison: This was discussed during the Library Board presentation. 7 — Next GSC Meeting: January 3, 2012 8 — Request for Motion to Adjourn.
