HomeMy WebLinkAboutMinutes - Minutes - Government Services Committee - Meeting Date: 11/1/2011Government Services Committee Tuesday, November 1, 2011 Regular Meeting Minutes Council Conference Room 5850 West Glendale Avenue Glendale, AZ Councilmember Joyce Clark called the meeting to order at 9:35 a.m. Present were Councilmember Joyce Clark, Councilmember Manny Martinez and Councilmember Phil Lieberman. Also in attendance were Matt Cohrs, Doug Kukino, Craig Johnson, Kristen Krey and Kriss Carneal. 1 —Approval of Minutes: Councilmember Martinez made a motion to approve the minutes from the August 16, 2011 GSC meeting. Councilmember Clark seconded the motion. Motion approved. Councilmember Martinez made a motion to approve the minutes from the September 6, 2011 GSC meeting. Councilmember Lieberman seconded the motion. Motion approved. Councilmember Clark made a motion to approve the minutes from the October 4, 2011 GSC meeting. Councilmember Lieberman seconded the motion. Motion approved. 2 — Resignations: Ray Spitzer (Barrel) from the Planning Commission. Manuel Padia Jr. (Ocotillo) from the Citizens Transportation Oversight Commission. 3 — Citizens Advisory Commission On Neighborhoods — Matt Cohrs: Matt Cohrs provided the committee with the Commission on Neighborhoods FY 2011-12 work plan and the FY 11-12 Neighborhood Capacity Building Grants program outline and guidelines. Matt advised the Commission is working on building relationships by working directly with neighborhoods and looking at how they are performing. The Commission has identified two challenging areas in the city,by using the Neighborhood Indicators System Data, and working with the CAT team to help the neighborhood succeed. The Commission will put specifics together on working with these two neighborhoods at their next meeting. The Commission is partnering up with local schools to reach the kids and their families to get them involved and build relationships. The Commission is looking at doing an outreach to identify possible partnership possibilities in the city with businesses and schools. The Adopt a Neighborhood program is stepping up and working with faith based groups. The Capacity Grant money that was funded by Council is helping with small projects. The Commission is providing neighborhoods up to $500 for the fiscal year to use for GAIN night or other neighborhood events. Some neighborhoods have decided to use 250 for GAIN night and the other half for another neighborhood event in the future. 1 The GSC would like an outline of the requirements for distributing the Capacity Grant money. Matt will come back in May or June with the yearly report of accomplishments. 4 — Proposed City Task Force On Water & Sewer — Craig Johnson: Craig Johnson provided the GSC with a memo outlining the process for moving forward with the proposed Citizen's Task Force on Water and Sewer. Staff is asking Council to determine how many members from each district should be on the task force, select the members, and verify the role and responsibilities of the members. Staff will write up an ordinance after Council provides the direction needed for this task force. Staff suggests hiring an outside facilitator and use an in-house certified facilitator to assist. City staff will interview outside facilitators and bring the recommendation to full council for approval. Councilmember Lieberman made a motion to have a special meeting on November 15, 2011 to discuss the Council's role for this task force. Councilmember Martinez seconded the motion. Motion approved. 5 — Boards & Commission Basic Training: Kristen advised this was a successful training class and the attendees were very enthusiastic. 6—Next GSC Meeting: December 6, 2011 7—Request for Motion to Adjourn and conduct an Executive Session: At 10:30 a.m. Councilmember Lieberman made a motion to adjourn to conduct the Executive Session.
