HomeMy WebLinkAboutMinutes - Minutes - Government Services Committee - Meeting Date: 10/4/2011Government Services Committee Tuesday, October 4, 2011 Regular Meeting Minutes Council Conference Room 5850 West Glendale Avenue Glendale, AZ Councilmember Joyce Clark called the meeting to order at 9:35 a.m. Present were Councilmember Joyce Clark and Councilmember Phil Lieberman. Also in attendance were Jon Froke, Bill Luttrell, Kristen Krey and Kriss Carneal. Councilmember Manny Martinez was absent. 1 — Approval of Minutes: Councilmember Clark advised the August and September minutes will be tabled until a full committee is present. 2—Resignations: None 3 — Board of Adjustment— Bill Luttrell: Bill Luttrell provided a copy of the purpose and goal for the Board of Adjustment, which is a required board per the Zoning Ordinance. The board has frequent training sessions in between vacated meetings, due to lack of variance requests. The training consists of refreshing the board regarding their role as a board member, reviewing the Zoning Ordinance, and reinforcing development standards when making decisions. Next week the board is having an empowerment session, where Paul Li from the City Attorney's office and other staff members will be present. There will be an opportunity for interaction with staff, who will explain what needs to be done before items are presented to the board, and what happens after the item goes to the board. Jon Froke asked if the meeting time could be changed from 6 p.m. to 4 p.m. It was decided to keep the time at 6 p.m. 4 — Parks & Recreation Advisory Commission — Time Change: Kristen shared that the Parks & Recreation Advisory Commission voted 7-0 at the September 12th meeting to change their meeting time to 6 p.m. 5 — Boards & Commissions Advanced Training: Kristen advised the training went very well. The group was very vocal and participative. A copy of the evaluation results and attendance list was provided to the committee. 6 — On-Line Training: Kristen presented a rough draft of an on-line basic training presentation where individuals can go to the Internet and get a quick overview on the process involved when serving on a board or commission. This presentation will be audible and the materials listed will be linked to the Internet, ie: ethics brochure, application, etc. 7—Next GSC Meeting: November 1, 2011 7—Request for Motion to Adjourn and conduct an Executive Session: At 10:05 a.m. Councilmember Lieberman made a motion to adjourn to conduct the Executive Session.
