Councilmember Joyce Clark called the meeting to order at 9:40 a.m. Present were
Councilmember Manny Martinez, Councilmember Phil Lieberman and Councilmember
Joyce Clark. Also in attendance were Kristen Krey, Kriss Carneal and guest Cathy
Gorham, Gilbert Lopez, Judy Skeen, Becky Daniels and Yvonne Arreola.
1 — Approval of Minutes: Councilmember Lieberman made a motion to approve the
minutes from the August 17, 2010, after deleting "as the other boards and commissions"
under item 4. Councilmember Martinez seconded the motion with the correction. Motion
approved.
2 — Resignations: Mary Lou McNeill (Mayoral/Yucca) from the Historic Preservation
Commission. Donna Williams (Barrel) from the Citizens Bicycle Advisory Committee.
Councilmember Martinez made a motion to approve the resignations. Councilmember
Lieberman seconded the motion. Motion approved.
3 — Housing Advisory Board & CAP Presentation: Cathy Gorham discussed the
expansion of Community Development Advisory Committee (CDAC). Cathy advised
that a new tripartite advisory board for the Community Action Program (CAP) is required
by the city's new Intergovernmental Agreement (IGA) with the Department of Economic
Security approved by Council on June 22, 2010. In the IGA with the state, the city has
committed to establish by ordinance an advisory group that will operate as an officially
appointed city commission. Membership on the board will include four categories to
meet state requirements: elected official, low-income, geographic areas served by CAP,
and other groups such as education, business, faith-based organizations and non-profits
that also work with the low income population representatives. Cathy recommends
combining CDAC, Housing Advisory Board and CAP into one board. CDAC will then
consist of 7 Council & Mayor appointees, 3 existing CAP members, 1 at-large appointee
and add 2 new CAP members (1 Glendale Elementary School representative and a
Geographical area representative). This will add efficiency and better serve the
community. Cathy will present the new ordinance to council in the near future, because
this will take effect January 2011. Councilmember Martinez made a motion to approve
the expansion of the Community Development Advisory Committee. Councilmember
Lieberman seconded the motion. Motion approved.
4 — Aviation Advisory Commission By-Laws Update: Judy Skeen advised that the
policy and practices of the commission did not change, just the wording that the City
Attorney requested. Judy will bring the updated by-laws to a Council meeting in the near
future. Councilmember Martinez made a motion to approve the updated by-laws.
Councilmember Clark seconded the motion. Motion approved.

6—Request for Motion to Adjourn and conduct an Executive Session:
At 10:05 a.m. Councilmember Lieberman made a motion to adjourn to conduct the
Executive Session. Councilmember Martinez seconded the motion to adjourn to conduct
the Executive Session.
