HomeMy WebLinkAboutMinutes - Minutes - Government Services Committee - Meeting Date: 4/6/2010Government Services Committee Tuesday, April 6, 2010 Regular Meeting Minutes Council Conference Room 5850 West Glendale Avenue Glendale, AZ Chair Councilmember Phil Lieberman called the meeting to order at 9:35 a.m. Present were Chair Councilmember Phil Lieberman, Vice Mayor Manny Martinez and Councilmember Joyce Clark. Also in attendance were Kristen Krey, Kriss Carneal and guests Ricki Ray (former Chair for Commission on Persons w/Disabilities), Mounib Shaaban (present Chair for Commission on Persons w/Disabilities) and Sylvia Charters. 1 —Approval of Minutes: Vice Mayor Martinez made a motion to approve the minutes from the March 2, 2010. Councilmember Clark seconded the motion. Motion approved. 2 — Resignations: Robert Muth (Cholla) from Commission on Persons with Disabilities. Gary Sherwood (Sahuaro) from the Personnel Board. James Podzius Cholla) from Citizens Transportation Oversight Commission. 3 — Commission on Persons with Disabilities 2009 Annual Report: This is the first time the Commission on Persons with Disabilities have submitted an annual report, which is a formal method of communicating to Council. The biggest concern for this commission is handicapped parking. It is recommended by the commission to raise the fines for this violation to $300.00 and possibly post the amount of fines on the signs, which would act as a possible deterrence for violators. Ricki Ray advised that the Police Department has one officer to oversee parking violations and has three volunteers. Council would like to know how many hours a week the volunteers work, what areas they are targeting, a break down on how many handicap citations are issued and does the State mandate if an officer can issue a ticket on private property (ie: shopping center). Councilmember Clark made a motion to have Kristen Krey move forward with this by getting further information from staff. Vice Mayor Martinez seconded the motion. Motion approved. Educating the public and businesses was discussed. Most of the educating is done by attending Council district meetings, disability events, etc., but majority of it is through the Glendale website. This website is very accessible and is now used by residents throughout the state and other areas of the country. It was recommended to consider a small percentage of revenue for handicap parking citations to be used by the committee to educate and do community outreach. The Commission also looks at handicapped parking throughout the city. They advised that BofA parking garage went above and beyond the ADA requirements. Councilmember Lieberman would like to know about the handicap parking at the Renaissance parking garage, which is city owned. Council would like to continue to see an annual report. 1 4—B&C Plaques: Kristen advised that due to budget restraints we will be reducing the size of the plaques given out to commissioners leaving after 18 months or more of service. It was recommended by Councilmember Clark to stop giving out plaques and give service pins and a nice framed certificate for the commissioner's service. Councilmember Clark made a motion to look into cost for service pins and nicely framed paper certificates starting next fiscal year. Vice Mayor Martinez seconded the motion. Motion carried. Kristen will bring examples and cost to next meeting. Kristen also advised that she will be conducting Advanced Training class for the 12 individuals who need this training. 5 — Update Pending List: A letter was send out on 2-5-10, requesting the individuals who have an application that was dated 2008 or older to resubmit an application. A list of old pending applications was distributed and showed which individuals did not respond back with an updated application. These applications will be removed from the pending list. 6—Next GSC Meeting: May 4, 2010 7—Request for Motion to Adjourn and conduct an Executive Session: At 10:30 a.m. Councilmember Clark made a motion to adjourn to conduct the Executive Session.
