Homeless Work Initiative Pilot Program Presented by: Stephanie Small, Director, Community Services Department Charyn Eirich-Palmisano, Administrator, Community Revitalization Division Ms. Rabin read the item by title. Ms. Small presented information on the New Mexico model "There's a Better Way" Homeless Work Initiative. The initiative provided low to no-barrier work opportunities for individuals experiencing homelessness. She would be providing recommendations regarding implementation of a Glendale model to address labor regulations, partnerships and funding. Vice Mayor Tolmachoff asked why 4-hour work shifts were being recommended rather than 8-hour shifts. Ms. Small said due to the warmer weather, work would be done in the morning while'the temperatures were cooler. After the 4-hour shift, the workers would be fed and able to work on case management. Vice Mayor Tolmachoff said working 4 hours might not make an economic difference for someone. She asked if there was a health screening process each day. Ms. Small said the City would connect with a non-profit organization through the RFP to take care of that process. The non-profit would also be responsible for labor training, compliance and making sure the workers were able-bodied. Mayor Weiers felt 4-hour shifts were too short and believed a 5-hour shift was fair. Vice Mayor Tolmachoff was concerned about the City's liability. Mayor Weiers said contracting through a non-profit organization relieved the City of liability. City Council Meeting Minutes-May 22,2018 Page 2 of 5 Councilmember Aldama asked if an RFP was awarded, how would the City advertise the program. Ms. Small said the City would use the data from the"point-in-time" count and use the interactions with other departments to find individuals willing to participate. Mayor Weiers said New Mexico would find participants by looking for people holding up a sign. Eventually, the individuals congregated in one location to be picked up for work. Councilmember Aldama asked how the City would identify a person who was eligible to participate. Ms. Small said the individual would self-declare they were homeless. Parameters would also be set in terms of who could participate by a distinguishing factor and if they were able-bodied. Councilmember Aldama hoped there would be more jobs available other than outdoor work and that it would be included in the RFP. Ms. Small said for the pilot program, the focus was on quick opportunities to generate a small income and use the supportive services. Mayor Weiers said it was a"hook"the New Mexico non-profits used to build trust so the individuals would be more willing to accept help. Councilmember Clark was supportive of exploring the program. She wanted to confirm that New Mexico spent$50,000 in the first year of its program. Ms. Small said that was correct. The$50,000 was allocated for the first six months of the pilot program. Councilmember Clark asked what was New Mexico's current funding level. Ms. Eirich-Palmisano said the current budget was $350,000. Councilmember Clark asked if that was for 300 participants. Ms. Small said the original pilot program served 302. With the success of the program, additional funding was received to expand the program. Councilmember Clark said when data was obtained, she wanted Council to receive the information. She asked of the 302 participants, how many opted not to participate in the outreach portion of the program. Ms. Small did not have that information but would contact Albuquerque Community Services for additional data. Councilmember Clark would like to see whether the program was cost effective. Mayor Weiers reiterated the amount being requested was $100,000 for the pilot program. Councilmember Clark was aware of that but pointed out that New Mexico's program budget had grown to $350,000. She wanted to be sure the results were there and that the funds were used properly. Mayor Weiers agreed with Councilmember Clark. He planned to add businesses to partner with the program. City Council Meeting Minutes-May 22,2018 Page 3 of 5 Councilmember Aldama agreed with Mayor Weiers' comments. He said the program had potential to grow with business partners and was in support of the pilot program. Councilmember Turner supported the program. There needed to be strict accounting controls since people would be paid in cash. He would like individuals with specific skills to be given duties they were familiar with. Mayor Weiers said the non-profits would keep track of the participants. The non-profits would communicate with the City to schedule tasks the workers could complete for the shift. By law, the workers were required to be paid in cash and there was a $600 threshold before tax forms were required. He said if there were more participants than needed, new participants would be selected to avoid reaching the threshold and giving the impression the program provided permanent work. Councilmember Turner asked if there was an average number of shifts a person could work. Mayor Weiers said the limit was$600 total. At approximately$50 per day, the threshold would limit each person to about 11 times for the year. Councilmember Malnar was in support of the program and asked if the funding was coming from the General Fund. Ms. Small said staff would be returning to Council on June 12th. Additional funding from HUD had been received which could be used for the program. Other departments would also be providing funding they would have used anyway for some of the work performed. Mayor Weiers asked Michelle Woytenko, Director of Field Operations, to speak regarding the process of trash pick-up at the landfill. Ms. Woytenko said the department was required to make sure windblown debris was collected at the landfill. Temporary staff was hired through a staffing agency, as needed, to do a litter patrol. Mayor Weiers asked how much was spent on that portion of trash pick-up. Ms. Woytenko said last fiscal year, approximately$50,000 was spent. Mayor Weiers asked if participants of the pilot program could be used to perform the task at the landfill. Ms. Woytenko said participants could be used. There was Council consensus to proceed. (A.R.S. § 38-431.03(A)(3)(4))and for discussion/consultation with the City Attorney and City Manager to receive an update, to consider its position, and to provide instruction/direction to the City Attorney and City Manager regarding Glendale's position in connection with a contract relating to improvements at the Gila River Arena. (A.R.S. §§ 38-431.03 (A)(3)(4)). ADJOURNMENT Mayor Weiers adjourned the meeting.
