1. CALL TO ORDER
The meeting was called to order at 6:03 p.m. by Vice Chair Rovey.

No comments were made.
4. APPROVAL OF THE MINUTES
Approval of the Aviation Advisory Commission minutes from the December 20, 2017 meeting, as
written.

5. AIRPORT BUSINESS
a. Possible Camelback Ranch Area Rezoning Request.
Commissioner Escudero announced that he attended a neighborhood informational meeting in
January hosted by Mattamy Homes regarding a potential housing development north of the
Camelback Ranch Baseball Park. Commissioner Escudero noted that the Mattamy
representatives were not looking for approval, but rather telling public their plans and trying to
mitigate conflict. Commissioner Escudero shared a map and a Project Details slide, which
prepared and presented by Mattamy. The Project Details slide included the following:
• Proposed Zoning: R1-10 PRD
•30% Open Space
•2.88-acre neighborhood park
•Gated Community
•Main access off Ballpark Blvd. with resident-only access on 107th Avenue
•221 Single-Family Detached Homes
•One-and Two-Story Houses
•Individually Owned Lots
•Homeowner's Association
•50-foot landscape buffer along 107th Avenue
•Equestrian/Multi-Use trails along north, south, and east perimeters
•Connections to regional trail system
Commissioner Escudero reported the following:
•All homeowners reacted negatively, however they were polite and respectful.
•The homeowners did not want their lifestyle changed by high-density homes.
•One homeowner asked if Mattamy met with the Airport. The Mattamy lawyer replied in the
positive and stated that the Airport was against the development.
•The development will require a zoning change.
•The homeowners were grateful that the Airport is opposed to the development.
Mr. Ebersole stated that Mr. Husband, the Interim Airport Administrator was unable to attend this
evening's meeting, but attended the Mattamy Homes meeting and submitted a report for Mr.
Ebersole to read this evening. The report from Mr. Husband was as follows:
•Interim Airport Administrator Joe Husband attended the public meeting held by Mattamy
Homes and their legal and zoning consulting staff. The meeting was at the Pendergast
Community Center on 10 January from 1800(L) to 1900(L)with some residents staying after
until about 1940(L).
•Themeeting was attended by approximately 45 to 50 persons of which about 10 were
assorted Mattamy staff and consultants.
•Mattamy displayed a proposed site subdivision plan, vicinity map, and proposed half-street
cross section for 107th Avenue. A slide presentation was made that provided some details
of the proposed development. Mattamy stated that they intended to submit a pre-application
for rezoning in approximately one week and the official application in February.
•The report included the Project Details slide as reported above in Commissioner Escudero's
report.
•The residents in attendance were all opposed to the development as proposed and the
primary concerns expressed are listed below:
•Density as proposed much too high
• Lot size much too small
• Residents would only want%, %, or 1-acre lots
•Traffic on 107th would be much increased
•School capacity already limited
•Too many new residents and cars
•Claimed proposal was inconsistent with Phoenix General Plan
• Development too close to the airport runway and incompatible
•Traffic and disruptions during construction
•By far, the biggest concerns were density/lot size and traffic concerns. The community
seemed to be in solidarity on nearly all issues and they claim that they will fight against the
development as proposed up to and including a lawsuit.
• Mattamy mentioned that Glendale was studying/discussing improvements to Ballpark
Boulevard that would create a northern route to Maryland and thus reduce traffic. The
residents rebuffed this and stated Glendale was not pursuing this due to the cost.
• Mattamy mentioned a few times that they had met with airport staff and the AAC. When
asked what the airport's position was, the accurately sated that the airport and AAC were
opposed to the residential development due to the close proximity tathe airport and
incompatibility of the land use. After the meeting, J. Husband thanks them for the accuracy
of the airport's position. Subsequent to the meeting, we have measured the distance from
the Runway 01 Displaced Threshold to the center of the proposed subdivision at less than
2,400 feet.

Vice Chair Rovey thanked Mr. Ebersole for the report and asked if Mr. Husband was on the job
already. Mr. Ebersole replied in the positive and shared details of Mr. Husband's extensive
background in aviation.
Vice Chair Rovey noted that originally, the City of Glendale purchased all 300 acres in order to
control development on the parcel, however later sold the parcel. Vice Chair Rovey hoped that
the City of Glendale submits a strong opposition to the requested residential zoning.
Commissioner Topliff stated that the proposed development is too close to the Airport. Vice Chair
Rovey commented that during baseball season, the traffic on Camelback Road is nearly
impossible and adding 221 houses will increase the problem. -
Commissioner Escudero stated that until there is a permanent solution, developers will keep
coming back. Commissioner Escudero commented that homeowners at the meeting felt that
Mattamy did not pursue any other options besides high density and that Mattamy could sell
'/2-acre and 1-acre lots. Commissioner Tolby noted that Mattamy will try to'get the highest density
for maximum profit. Vice Chair Rovey commented that there should be a different use for the
property instead of residential.
Commissioner Escudero noted that two of the people he spoke with at the meeting felt that the
City of Glendale's letter to the City of Phoenix in opposition of the last proposed development was
instrumental in turning the tide.
Commissioner McCall stated that based on his experience, even if homeowners sign a document
indicating that they will not complain about any airport noise, subsequent homeowners do.
Commissioner Tolby stated that the Commission needs to know when the next public meeting is
and he will attend. Commissioner Tolby was out of town and not available to attend the January
Mattamy public meeting.
Vice Chair Rovey inquired if all of the Councilmembers are aware of the situation and if
Commission action is required at this time. Mr. Ebersole will relay the information to the
Councilmembers and will share the Commissioners' concerns.
b. Aviation Advisory Board Commission membership appointments.
Commissioner McCall was recently appointed to the Commission as a representative from the
Cholla,District and shared his background in aviation.
c. Airport Veteran's Memorial Update
Commissioner Kruger reported that he has not moved forward on the memorial plans since the
Commission was told to hold off pending information on potential development on the east side of
the Airport. Commissioner Kruger hoped that the letter the Commission sent to the Mayor
requesting aircraft for the memorial was being reviewed. Vice Chair Rovey asked if the letter had
been signed yet. Mr. Ebersole and Mr. Christianson had not heard if the letter was signed yet. Mr.
Ebersole will follow up.
6. STAFF REPORTS
a. New Interim Airport Administrator- Following the retirement of Airport Administrator Kenn
Potts, Mr. Husband was selected as a temporary replacement. Mr. Husband's background and
experience in aviation was provided.
b. Airport Financial Update:
•Airport Budget Activities: The base budget has been proposed for the next fiscal year,
FY2019, and it is unchanged from FY2018.
•Airport Financial Update:
• Projected Annual Revenue-$545,779.00
• Revenues YTD—$298,404.00—54.67% of projected
•Annual Operating Budget- $153,183.00
• Expenses YTD-$100,134.87—34.63% remaining
c. Airport Operations Update
•December Operations: 5,570
•Fiscal Year-to-date—33,331
d. Airport Construction Projects
•The North Apron Rehabilitation Project is proceeding well. Phases Al (Glendale Aero
Services South Apron) and B (Northeast Terminal Apron)were both completed ahead of the
contractor's proposed schedule. The contractor, Combs Construction, has started Phase C
(Glendale Aero Services South Apron) and the phase is progressing well. It is possible that
the first phase to affect the private hangar tenants (Phase D)will begin ahead of the
proposed schedule and airport staff will be coordinating with the hangar tenants to minimize
disruptions to access. The entire project is scheduled to be substantially completedin late
spring.
e. Airport Leasing and Development Update
•South Box Hangar Leases: The final approval process for the new lease agreements for
four box hangars is currently underway. All four leases were signed and nearly all
documentation has been submitted. The target date for Council approval is February 13,
2018.
• FoxAviation Hangar Development: The proposed project for the development of a hangar
facility on a vacant parcel near the Airport wash bay is proceeding. Development
agreement terms are being drafted and the developer is finalizing the proposed leasehold
size. The proposed development team is working with.the City to determine the area
required for construction. A land survey has been completed by the developer and the final
lease development and drafting will be completed by Airport staff.
•Terminal Space Leasing: All available space is currently occupied.
f. Airport Land Use and Proposed Zoning Evaluations
•Zoning Cases Reviewed: Six proposedzoning cases were reviewed by Airport staff. Two
had no impact on the Airport. One was for a mini-storage use on Glendale Avenue. Three
were for residential developments within the Airport Traffic Pattern Airspace. Staff
submitted comments on all cases.
•New Residential Development South of the Airport: Staff continues to monitor the proposed
residential development east of the Airport by Mattamy Homes. Mr. Husband's report was
provided in agenda item 5a.
•
g. Airport Events
•Babes, Blues, and Brews Festival: Starshine Associates, an Airport business tenant, and
some of their partners will be holding a music festival at the Airport on April 14, 2018 from
11:00 a.m. to 5:00 p.m. The event will be held on the apron area just north of the terminal.
Starshine is coordinating closely with the City of Glendale Event and Airport staff.
•Airport Open House: The event is planned for November 3, 2018 and Airport staff continue
to plan the event and work with stakeholders.
•Airport Café Hours of Operation Reduced Monday to Friday 8:00 a.m. to 2:00 p.m.
•Commissioner Escudero inquired as the lease expiration date for the Airport Café.
Mr. Ebersole will follow up.
7. LUKE AIR FORCE BASE OPERATIONS
Mr. Padilla gave an update on LAFB operations, which included the following:
• LAFB continues to receive more F35's and there should be 144 on site by late 2019/early
2020.
8. COMMISSION COMMENTS AND SUGGESTIONS
Commissioner Escudero would like to open communication with the Desert Diamond Casino in
regards to a shuttle between the Airport and the casino. Commissioner Escudero felt this could
be a good opportunity for the Airport.
9. FUTURE AGENDA ITEMS
No future agenda items were proposed.
10. NEXT MEETING
The next meeting date is Wednesday, February 21, 2018 at 6:00 p.m., in the Conference Room
on the second floor of the Airport terminal building, 6801 N. Glen Harbor Blvd., Glendale, Arizona
85307.
11. ADJOURNMENT
Vice Chair Rovey adjourned the meeting at 6:40 p.m. by consensus.
The Aviation Advisory Commission Meeting minutes of January 17, 2018 were submitted and approved
this 21st day of February 2018.
