1. CALL TO ORDER
The meeting was called to order at 6:00 p.m. by Chair Larry Flatau.
2. APPROVAL OF THE AGENDA - WITHDRAWALS AND CONTINUANCES
Mr. Sage stated, that to be consistent • with Citizens Transportation Oversight Commission, the
CBAC will vote on approval of the agenda going forward.
Approval of the agenda for the May 7, 2018 Citizens Bicycle Committee with the following
change: modify Special Accommodations by removing Stephanie Stearns and replacing with
Patrick Sage.

4. CITIZEN COMMENTS
No citizen comments.
6. GLENDALE FAMILY BIKE RIDE SUMMARY
Mr. Sage announced that Ms. Ludwig was unable to attend this evening. Mr. Sage presented a
briefing of the Glendale Family Bike Ride and noted that Ms. Ludwig will provide an in-depth
presentation to the Committee in June. The presentation, included the following information:
• Nice weather and a great turnout;
• Estimated 800 riders;
• 13 exhibitors with information and giveaways;
• Over 200 helmets were swapped out for new helmets and the recycled helmets were
made into planters;
• Fun activities at the park, including a bike rodeo, photo backdrop, inflatable rides, DJ, and
a bike raffle;
• The recycled bike chain medals were a huge hit and
• Over 100 volunteers and event partners helped to make the event a success
Mr. Sage stated that Ms. Ludwig will be looking for feedback at the June meeting.
Committee -member Osborn provided some suggestions for medal award categories, such as
most decorated bike, youngest participant or oldest participant.
Committee -member Marsh stated that he worked at the first rest stop and the staff who were
re -stocking the water and snacks were terrific. Committee -member Marsh praised the City
support of the event.
Vice Chair Fundis complimented the participation of the police and fire departments.
Chair Flatau asked Mr. Sage to request the Ms. Ludwig follow through with recognition of the
event vendors at a City Council meeting as soon as possible.
6. DRAFT MISSION STATEMENT
Mr. Sage stated that Committee -member Marsh provided him with a revised draft Mission
Statement. Mr. Sage announced that was important to revisit the intent of the Mission Statement
and to make sure that the CBAC Mission Statement aligns with the City's. Mr. Sage commented
that the initial revisions were expanded beyond a standard Mission Statement and incorporated
some of the CBAC's bylaws. Mr. Sage suggested that the Mission Statement should be more
high-level and general. Mr. Sage obtained input from other City staff and the City Attorney's
Office regarding the general content of a "mission statement."
Mr. Sage provided a revised draft of the Mission Statement that incorporated
Committee -member Marsh's input as well as suggestions from staff. As example's, Mr. Sage
also shared several mission statements from active transportation committees and organizations
around the country.
Chair Flatau suggested including in the word "safety" in the Mission Statement.
Committee -member Marsh agreed. Committee -member Marsh also agreed that the Mission
Statement should align with the City's and felt that this new version was concise and
appropriate.
Chair Flatau appreciated that the use of "non -motorized transportation" did not limit the
Committee. Committee -member Osborn wondered if this could lead to changing the name of the
CBAC. Mr. Sage replied that the term "active transportation" is often replacing
"bicycle/pedestrian" in the industry nomenclature, including the related MAG committee. Mr.
Sage stated that a name change is certainly something for the CBAC to consider.
Chair Flatau asked for clarification of "non -motorized." Mr. Sage explained that "non -motorized"
is inclusive of motorized wheelchairs and motorized scooters. Chair Flatau asked if the CTOC
felt, that this would fall under the its purview., Mr. Sage stated that the CBAC is a sub -committee
of the CTOC and the CBAC Mission Statement will go before the CTOC for their comments and
eventual acceptance. Chair Flatau stated that the CBAC should perhaps considerya name
change, but first should ask CTOC for approval on including the other forms of transportation.
Recommendation to approve the draft CBAC Mission Statement (as follows) and to
submit to the Citizens Transportation Oversight Committee for approval.
"The mission of the Glendale Citizen Bicycle Advisory Committee is -to advocate for
all forms of non -motorized transportation in the City of Glendale. The Committee's
efforts will be directed to improve the safety, health, well-being, and overall
happiness of Glendale's residents through the promotion of active transportation
and recreation."

7. ARIZONA BICYCLING SUMMIT 2018 SUMMARY
-Mr. Sage gave a brief presentation on the Arizona Bicycle Summit he attended on April 6, 2018.
The event featured panel discussions and information on bicycling and active transportation.
Chair Flatau stated that he would like to hear about bike sharing programs in other valley cities.
Committee -member Marsh announced that he bought an a -bike a few months ago and stated
that the City should start paying attention to a -bikes as they are becoming more popular.
Chair Flatau suggested presentations on both bike sharing and e -bikes. Chair Flatau noted that
there is a new Pedego store in the City and wondered if this was where Committee -member
Marsh purchased his a -bike. Committee -member Marsh replied in the positive. Chair Flatau
asked if Committee -member Marsh would reach out to the store owner to see if there is
anything the City could do to support the business.
8. REPORTS FROM OTHER COMMITTEES AND ORGANIZATIONS
No reports.
9. OTHER BUSINESS
Motion to vacate the July 2018 Citizens Bicycle Advisory Committee meeting.
Committee -member Marsh inquired if the CBAC September meeting was vacated due to Labor
Day. Chair Flatau replied in the positive.

Bicycle Ride with the City of Peoria.
11. NEXT MEETING
The next regular meeting of'the Citizen Bicycle Advisory Committee will be held on June 4 at
6:00 p.m., at the Glendale Transportation Office, 6210 W. Myrtle Avenue, Building A - Suite 111,
Glendale, Arizona, 85301.
12. ADJOURNMENT
Chair Flatau adjourned the meeting by consensus at 7:12 p.m.
