OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA,
HELD THURSDAY, JULY 21, 1983, AT 5:00 P.M.
The meeting was called 'to order bj Mayor Pro Tem Toe Falbo with the
following members present: Huffman, Asdell and Tolby. Members absent:
Renner, Heatwole and Ward.
Also present were John L. Maltbie, City Manager; William E. Farrell,
City Attorney; and Lavergne Behm, City Cleric.
Compliance with Article VII, Section fir Glendale_City Charter
A statement was filed by the City Clerk stating the Ordinances and
Resolutions to be considered at this meeting were delivered to the Mayor and
all member's of the City Council, were available for public examination, and
were posted at City Hall, more than 72 hours in advance of this meeting.
Property Tax Le for Fiscal Year 1983/84
The final FY 1983/84 budget was adopted by the Council on July 14, 1983,
in the amount of $87,297,058. This budget required a primary property tax
levy of $1,609,689 and a secondary property tax levy of $726,200 for a total
of $2,335,889. The actual amount of tax per $100 of assessed value will
be fixed by the Maricopa County Board of Supervisors.
Ordinance No. -1242 New Series was read by number and title only, it being
AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA,
LEVYING UPON THE ASSESSED VALUATION OF THE PROPERTY WITHIN THE CITY OF GLENDALE,
SUBJECT TO TAXATION A CERTAIN SUM UPON EACH ONE HUNDRED DOLLAR ($100.00) OF
VALUATION SUFFICIENT TO RAISE THE AMOUNT ESTIMATED TO BE REQUIRED IN THE ANNUAL
BUDGET, LESS THE AMOUNT ESTIMATED TO BE RECEIVED FROM OTHER SOURCES OF
REVENUE; PROVIDING FUNDS FOR VARIOUS BOND REDEMPTIONS, FOR THE PURPOSE OF
PAYING INTEREST UPON BONDER INDEBTEDNESS AND PROVIDING FUNDS FDR GENERAL
MUNICIPAL EXPENSES; ALL FOR THE FISCAL YEAR ENDING THE 30TH DAY OF JUNE,
3984; AND DECLARING AN URGENCY. -
Motion by Asdell,.seconded by Huffman, to pass, adopt and approve
Ordinance No. 1242 New Series and direct the Mayor to sign the same. Motion
carried with the following members voting "Aye": Huffman, Asdell, Falbo aad
Tolby. Members voting "Nay": None, Renner, Reatwole and Ward being absent.
Revised Right -of -Way Permit Fees
As part of the adoption of the revenues for 1983/84 budget, funds were
identified as resulting from the levying of a right--of-way permit fee schedule
and an increase of that same schedule. The new fee schedule will enable the
City to more nearly offset the actual cost of providing the service to the
development community and will .ensure that those people who actually benefit
from our off -sate inspection services will be paying for that service rather
than from the general fund operation of the City.

Ordinance No. 1243 New Series was read by number and title only, it being
AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA,
AMENDING CHAPTER 26, ARTICLE I, SECTION 26-6 OF THE CODE OF THE CITY OF GLENDALE
REGARDING FEES FOR STREET IMPROVEMENTS AND UNDERGROUND UTILITIES AS WELL AS
PLAN CHECK FEES; AND DECLARING AN EMERGENCY.
Motion by Huffman, seconded by Asdell, to pass, adopt and approve Ordinance
No. 1243 New Series. and direct the Mayor to sign the same. Motion carried with
the following members voting "Aye": Huffman, Asdell, Falba and Tolby. Members
voting "Nay": None, Renner, Heatwole and Ward being absent.
Resolution No. 2113 New Series was read by number and title only, it being
A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, IARIZONA;
PURSUANT TO CHAPTER 265 ARTICLE I, SECTION 26-6 OF THE CODE OF THE CITY OF
GLENDALE; ESTABLISHING A PERMIT FEE FOR STREET IMPROVEMENTS, 'UNDERGROUND
UTILITIES AND PLAN CHECKS; AND DECLARING AN EMERGENCY.
Motion by Tolby, seconded by Huffman, to pass, adopt and approve Resolution
No. 2113 New Series and direct the Mayor to sign the same. Motion carried
unanimously.
Building and Construcfion Ordinance, Revision of Adopted Permit and Plan Review
Fee Schedules
In preparing the FY 1983/84 budget, it was found that revenues from fees
collected for Building Department services were not sufficient to off -set
operating costs for those services. In reviewing the base fee structure and
associated building valuation data, staff recommends revision of permit and
plans review fees presently structured to 1976 data. By adopting these new
fee schedules, the estimated revenue should recover approximately 97.3% of
the operating costs for services provided.

AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,, ARIZONA,
AMENDING A PORTION OF CHAPTER 7, ARTICLE I, SECTION 7-2.4.7. OF THE CODE OF
THE CITY OF GLENDALE RELATING TO BUILDING PERMIT FEES, ELECTRICAL PERMIT FEES,
MECHANICAL PERMIT FEES, PLUMBING PERMIT FEES AND EXCAVATING AND GRADING PERMIT
FEES AS WELL AS PLAN REVIEW FEES; AND DECLARING AN EMERGENCY.
Motion by Asdell, seconded by Huffman, to pass, adopt and approve Ordinance
No. 1244 New Series and direct the Mayor to sign the same. Motion carried with
the following members voting "Aye": Huffman, Asdell, Falbo and Tolby. Members
voting "Nay": None, Renner, Heatwole and Ward being absent.
Resolution No. 2114 New Series was read by number and title only, it being
A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA,
PURSUANT TO CHAPTER 7, ARTICLE I, SECTION 7-2.4.7. OF THE CODE OF THE CITY OF
GLENDALE ESTABLISHING FEES FOR BUILDING PERMITS, ELECTRICAL PERMITS, MECHANICAL
PERMITS, PLUMBING PERMITS, EXCAVATION AND GRADING PERMITS AND EXCAVATION AND

Motion by Tolby, seconded by Huffman, to pass, adopt and approve Resolu-
tion No. 2,114 New Series and direct the mayor to sign the same. Motion
carried unanimously.
Boards and Commissions
Motion by Huffman, seconded by Tolby, to appoint Bob McClure and Phil
Lieberman to the Board of Adjustment. Motion carried unanimously.
Excused Absences
Motion by Huffman, seconded by Asdell, to excuse Mayor Renner, Vice Mayor
Heatwole and Councilman Ward. Motion carried unanimously.
Workshop and Executive Sessions
Motion by Huffman, seconded by Asdell, to hold a workshop session on
Tuesday, August 9, 1983, at 2:30 p.m. in the City Hall Conference Room, to
be followed by an executive session for the purpose of discussing personnel
matters and possible litigation. Motion carried unanimously.
Council Comments and Suggestions
None.
Adjournment
There being no further business the meeting adjourned at 5:12 p.m.
