CALL TO ORDER Commissioner Karen Nikoloudakis called the meeting to order at 5:39 p.m. 2. APPROVAL OF THE MINUTES OF THE APRIL 23,2007 COMMISSION MEETING A mbtion was made by Commissioner Jeffery Hyvarinen to approve the minutes, and seconded by Co'mmissioper Thomas Castaldo. The motion carried unanimously. 3. COMMISSIONER COMMENTS None 4. BUSINESS FROM THE FLOOR None 5. AGENDA ITEMS A. INTRODUCTION OF MEMBERS All commissioners and staff members introduced themselves. No action was required. B. COMMUNITY SERVICES GROUP OUTREACH GROUP Staff member Diana Whittle presented this item. The city's Community Services Group(CSG) ' is overseen by Deputy City Manager Gloria S.Espino, and includes Community Partnerships, Library and Arts, and Parks and Recreation. To complement the city council's goal of"One Community with Strong Neighborhoods,"a public outreach program has been implemented. The first outreach event was held January 12 in the East Caitlin Court neighborhood. All of the 1 r4 departments within the CSG were represented, and residents were able to get information and ask questions. The next outreach event will be held on April 5 at O'Neil Park. No further action was required. C. COMMUNITY HOUSING GRANT APPLICATION Staff member Karen Russell presented this item. Each year, Community Housing requests federal funds called Community Development Block Grants (CDBG)to assist in paying for improvements to the rental housing units. This year,housing requested and received $175,000 to replace the air conditioner units at Lamar Homes. A total of 51 units will be replaced with more efficient, energy-star models. No further action was required. D. QUARTERLY CAPITAL FUND UPDATE Staff member.Karen Russell presented this item. The underground placement of utility lines at Glendale Homes is nearly complete. The project, partially paid for with a CDBG grant, will enhance the appearance of the rental community. Work has started on remodeling the kitchens at Glendale Homes. New landscaping was currently installed at Cholla Vista Apartments, and a total of 68 trees-were planted at Glendale Homes.. No further action was required. E. SEMAP AND PHAS SUBMITTAL Staff member Karen Russell presented this item. She explained the PHAS (Public Housing Assessment System) scoring system. An update was provided on the end-of-year reports that were submitted to HUD and which determine the housing authority's overall ratings score. No further action was required. F. COMMUNITY HOUSING DIVISION YEAR-END COMPARISON Staff member Karen Russell presented this item. An update was provided to the commission on end-of-year numbers for 2007compared to end-of-year numbers for 2006. Comparisons included the number of Section 8 and Conventional Housing applications taken,the number of inspections done, the number of maintenance work orders done, and how many public housing units were rehabilitated throughout the year. No further action was required. G. PUBLIC HOUSING YOUTH ART PROGRAM AND AWARD • Staff membdr Karen Russell presented this item. The Glendale Public Housing Youth Art Program was recently recognized by the National Association of Housing and Redevelopment Officers (NAHRO) with an Award of Merit. The photos created by the participants were exhibited at Glendale Community College during November 2007. The City of Glendale Arts Commission purchased one photo from each of the participants, and the photos will be installed at each of the three public housing rental communities. No further action was required. H. REPAIR CHARGE LIST Staff member Karen Russell presented this item. The maintenance charge list was recently updated. The list of various repair charges is used to assess residents on repairs to their unit. A motion was made by Commissioner Jeffery Hyvarinen to adopt the new charge list, and seconded by Commissioner Thomas Castaldo. The motion was approved. 6. COMMUNITY PARTNERSHIP DIRECTOR'S UPDATE 2 Director Erik Strunk provided an update of recent and upcoming events for Community Partnerships and gave a brief update of what activities he oversees within the department. Glendale University is recruiting for spring community education classes,the city's annual homeless street count takes places January 29, and the CDBG review process is currently underway. 7. WRITTEN COMMUNICATIONS There were no written communications to discuss. No action was required. 8. MISCELLANEOUS The next Bou'sing Advisory meeting is tentatively scheduled for Monday,March 24,2008. No action was required. • 9. ADJOURNMENT A motion was made to adjourn by Commissioner Thomas Castaldo, and seconded by Commissioner Jeffery Hyvarinen.
