1. CALL TO ORDER
Chairperson Donnell Gentry called the meeting to order at 5:31 p.m.
2. APPROVAL OF THE MINUTES OF THE JUNE 27,2005 COMMISSION MEETING
A motion was made by Vice-Chairperson Madelin Page to approve the minutes, and
seconded by Commissioner Roslyn Abramowitz. The motion carried unanimously.

5. AGENDA ITEMS
r A. PUBLIC HOUSING ARTS PROGRAM
Staff member Elaine Adamczyk presented this item. Together with the Glendale Arts
Commission and the Parks and Recreation Department, Community Housing will begin a
teen art project program for public housing youth ages 12-18,with a start date in January
2006, ending in November 2006. The program will expose the youth to the creative
process of photography, including traditional photos and digital photography. The youth
will portray their lives and community through this media. The program will have an
additional focus on career opportunities available through use of photography. No further
action was required.
B. PUBLIC HOUSING RESIDENT STIPEND TRAINING PROGRAM
Staff member Jim Witkowski presented this item. Community Housing is developing a
training program for adult residents 18 years of age or older and in good standing with all
dwelling lease requirements. Eligible residents-will receive on-the-job training in the
maintenance and clerical areas. HUD regulations allow each participant to be paid
through a stipend, not to exceed$200.00 per month.
C. UPDATE ON ROSS PROGRAM
Staff member Elaine Adamczyk presented this item. The Resident Opportunities for
Self-Sufficiency(ROSS) Program began its second grant cycle in September and will run
until September 2008, or until funds run out. The additional $250,000 will enable the on-
site program to continue offering job preparedness training as well as training in
budgeting, financial management, and leadership, all designed to move them toward self-
sufficiency and away from assistance programs. No further action was required.
D. QUARTERLY CAPITAL FUND PROGRAM UPDATE
Staff member Jim Witkowski presented this item. The reroofing project at Glendale
Homes and Lamar Homes has- been completed. The remodeling and security
improvements in the administrative offices are underway. A security window at the front
lobby has been installed, fresh paint was applied to all interior walls, asbestos tile was
removed, and new carpet and tile have been installed. Improved lighting will be added to
the carport in the near future. The next major project for the rental communities will be
the installation of ceiling and bathroom fans. Dishwashers will be installed at Glendale
Homes, along with a new domestic water system and the conversion of the electric,
phone, and cable to underground services. No further action was required.
E. UPDATE ON KATRINA EVACUEES
Staff member Elaine Adamczyk presented this item. To date, the housing division has
( helped 64 families displaced by Hurricane Katrina find housing in Glendale. Housing
worked with several Glendale apartment complexes to either waive or reduce the security
deposit for them. The city's Community Action Program aided by providing a funding

source for those families needing to pay a utility deposit. In addition, through CDBG
funds,these individuals are able to receive counseling, transportation, and limited
medical help. No action was required.
F. KATRINA DISASTER HOUSING ASSISTANCE PROGRAM (KDHAP)
Staff member Elaine Adamczyk presented this item. HUD and the Federal Emergency
Management Agency(FEMA)have developed a temporary housing assistance program
for families displaced by Hurricane Katrina. The program will provide temporary
housing assistance for 18 months to existing, active program participants. Displaced
families will be provided with assistance while they work with FEMA and their insurance
companies. Glendale continues to show itself to be a city that believes in helping other
communities during times of hardship. This program is paid in full by federal funds. No
action was required.
6. COMMUNITY PARTNERSHIP DIRECTOR'S UPDATE
Director Erik Strunk provided an update of the Proposed New Neighborhood Revitalization
Strategy, along with recent and upcoming events within the Community Partnerships
Department. Mr. Strunk went over the key points of the revitalization report, and explained
the report was discussed with the Mayor and Council on October 18. He thanked the
Commission for their input and participation in the process. No action was required.
7. WRITTEN COMMUNICATIONS
There were no written communications to discuss. No action was required.
8. MISCELLANEOUS
The next Housing Advisory meeting is tentatively scheduled for Monday, January 23, 2006.
No action was required.
9. ADJOURNMENT
A motion was made by Commissioner Larry Bonner, and seconded by Commissioner Roslyn
Abramowitz, to adjourn. The motion carried unanimously, and the meeting was adjourned at
6:48 p.m.
