Russell,Housing Administrative Manager Elaine Adamczyk,Management Assistant Lois Brooks, Senior Secretary 1. CALL TO ORDER Chairperson Michele Tennyson called the meeting to order at 5:33 p.m. 2. APPROVAL OF THE MINUTES OF THE MAY 24,2004 COMMISSION MEETING Motion by Chairperson Michele Tennyson to approve the minutes. The motion carried unanimously. 3. BUSINESS FROM THE FLOOR None 4. REQUEST FOR CONTINUANCE OR WITHDRAWAL OF AGENDA ITEMS None 5. AGENDA ITEMS A. INTRODUCTION OF MEMBERS The new Housing Advisory Commissioners, Carole Marx and Larry Bonner, introduced themselves. The remaining commissioners introduced themselves. Karen Russell introduced the new Director of Community Partnerships, Erik Strunk. No action was required. B. QUARTERLY CRIME STATISTICS Staff member Karen Russell presented this item, reporting that out of 118 calls for service, only 21 resulted in reports. She explained the one assault call on the report happened on a sidewalk at one of the three public housing communities, but did not involve any of our residents. No further action was required. C. QUARTERLY CAPITAL FUND PROGRAM UPDATE Staff member Karen Russell presented this item. It was explained that the underground utilities upgrade project at Lamar Homes is complete. All overhead electrical and telephone services are now underground. Cholla Vista and Lamar Homes have been painted on the exteriors. The replacement of the domestic water system has been completed. The next major project will be the roof replacement for the three rental communities. In addition to the FY 2004 CFP funding of$294,006, the CHD did receive a High Performer bonus of$8,558, and are waiting to hear of approval for CDBG funds that will help to complete this project in a shorter timeframe. No further action was required. D. APPLICATION FOR 2004 ROSS GRANT Staff member Elaine Adamczyk presented this item. The current ROSS grant will expire in March 2005, and the (CHD) Community Housing Division submitted an application for this grant based on the continued success of the program. If awarded, the grant amount will be $250,000 for a period of 36 months. The program offers workshops and courses such as job training, GED preparation, college level courses, on-the-job training opportunities, interview skills, corm-nullity leadership skills training, and budgeting and family finances. Commissioner Carole Marx asked what the timeframe is to find out if the new grant will be awarded. The CHD should receive notification by the end of this year. No further action was required. E. SEMAP AND PHAS SUBMITTAL Staff member Karen presented this item. At the close of each fiscal year,HUD requires all housing authorities to electronically submit a report that summarizes certain program activities for each housing program. Based on these reports, HUD has designated Glendale Housing a High Performer every year for the last 13 years. No further action was required. 2 • • 6. WRITTEN COMMUNICATIONS There were no written communications to discuss. No action was required. 7. MISCELLANEOUS Staff member Karen Russell showed the commissioners the"Most Valuable Partner Award" awarded by HUD for the(HD's initiative to strengthen communities. The award is in recognition of Glendale for providing excellent public housing services to residents for 50 years, specifically the tenants of the Glendale Homes rental community at 52"d Avenue and Ocotillo Road. An article from the Arizona Republic was passed out to the commissioners regarding the $1 million budget cuts from HUD. The CHD stands firm in providing quality housing for our Section 8 and Public Housing clients. The next Housing Advisory meeting is tentatively scheduled for Monday, January 24, 2005. No action was required. 8. ADJOURNMENT A motion was made by Vice-Chairperson Donnell Gentry, and seconded by Commissioner Larry Bonner, to adjourn.
